“PLEASE FORGIVE OUR ERRORS OF COMMISSION AND OMMISSION!” – BUHARI.

If you were domicile in Nigeria for up to a quarter of a century, you would have been accustomed to the annual Amnesty International Corruption Index Reports which repeatedly stated that deep-rooted institutional corruption had been the bane of all the woes, trauma, agony and vicissitudes of life imposed on hapless citizens by successive administrations! The common wealth of monies and national assets kept in the custody of the soldiers and politicians respectively were diverted for the benefit of a few while the rest of the population were abandoned to their fate of penury and abject poverty which had dragged for too long unabated!
How do you explain the lingering inflation-plagued economic down-turn of Nigeria which had the highest Gross Domestic Product (GDP), in Africa in mid – 2014 with the confessions by the incumbent administrators that the country was left high and dry with a virtually empty treasury! In TEN MONTHS the Buhari Administration was still struggling to manoeuvre the nation’s economic ship to keep it afloat through experts who could not make much impact because of mind-blowing discoveries of unprecedented depth of corruption and enormous embezzlement of public funds stacked away in foreign countries and which needed international diplomacy and tact to recover! Currently, cost inflation and petroleum products scarcity hardship must be borne by the poor masses who have no other country they could call theirs and must either swim or sink in the tide of the inefficiency of fellow Nigerians whom they voted to elective offices to cater for their welfare until MAY 2016, when a permanent solution to fuel scarcity would have been formulated!
In the meantime, the common men, women and children, as they were usually described by past governments were still being punished for the ripple effects of past rots of their maladministration of 1999-2015!
Global celebration of Easter, the annual Christian religious festivity to commemorate the death and resurrection of the Lord Jesus Christ, in Nigeria turned sour as usual for the poor masses who had no access to private petrol dumps but who had to queue at petrol fillings stations for endless days without getting the product after all stress and sufferings! Though the period also afforded Christians to take stock of their pilgrimage engagements and make amends where necessary before the Day of Judgment, this year’s celebration on the queues may not provide such opportunity and that could be very inimical to their faith!

It is common knowledge that the nation was always jinxed because no festivity (Christian or Muslim) was ever celebrated in Nigeria with availability and free flow of petroleum products for the general populace, though the country is an OIL PRODUCING NATION!  Many negative comments of institutional corruption had become synonymous with the attitude of the economic management team of Nigeria which refused to build more refineries but decided to import refined products and paid billions of naira in questionable subsidies since the new attempt at democracy in 1999! OIL BLOCKS were awarded by successive Presidents to their cronies without recourse to international best practice which would have provided federating States the  opportunities to earn more monies that should have provided better infrastructures for their citizens; instead they were “dashed away” as party patronage rewards to dubious citizens most of who were fifth columnists within the system!

WHY HAD THE BOKO HARAM INSURGENCY TAKEN SO LONG TO OVERCOME IF THE TERRORISTS WERE NOT REGULARLY SPONSORED BY THOSE WHO HAD TOO MUCH MONEY IN THE SYSTEM AND WHO WOULD CONTINUE TO BENEFIT AS LONG AS THE WAR PERSISTED?

President Buhari’s Confessions and Apologies!
Although he is a staunch Muslim, President Muhammadu Buhari, through the Spirit of God realised that the period of Easter was a period of stock-taking, repentance and restitution because the celebrant of the season Jesus Christ gave His life to save all races, creed or people of various religious inclinations of the world! (John.3:16). On Thursday 24th March, 2016, the President during a meeting with APC’s National Executive Council (NEC), in Abuja apologised for dissolving Universities Governing Councils along with the Boards of Parastatal Agencies in the following words:

“We gave a blanket order which we had to rescind when we said all boards were suspended or dissolved.
“We had to go back and lick our vomit in terms of Universities Councils, because we found out that according to their laws, they could not choose Vice Chancellors unless the Councils sat and interviewed candidates who wanted to become VC’s.
“So there’s nothing wrong in saying sorry and going back on your decision.
“So we said sorry and allowed all the universities to continue with their councils.
“So please try to bear with us as we reflect on where we found ourselves.”
On the much criticised issue of “globe-trotting”, the President explained that “sometime you need to present your case on personal basis to your economic colleagues and neighbours because nothing is better than personal touch and I believe we are learning a lot and eventually, the nation will realise the dividends of those strategic trips.” The President also promised to personally monitor the implementation of the N6.06trillion 2016 Budget recently approved by the National Assembly to ensure an all inclusive welfare package that would embrace every economic life of all citizens.
He also disclosed that his administration had made tremendous progress in the area of security in that 14 of the 774 Local Government Areas seized by the insurgents had been recaptured by the Federal Forces! With regards to the state of the nation's coffers, the President said that the Treasury Single Account (TSA), which his administration opted for had yielded dividends as more than THREE TRILLION NAIRA had been recovered as government insisted on "what comes in and what goes out to make a comprehensive amendment to the economy" adding that it would never be business as usual for those who usually siphoned all unused funds into private pockets at the close of financial years! President Buhari was also displeased with the shoddy accounting system of the Nigerian National Petroleum Corporation (NNPC), which never disclosed, "what amount of crude oil was taken, sold or into which account monies were paid" as at the time he took over the mantle of leadership on 29th May, 2015.

The Mixed Multitude Syndrome In APC!
Though some patriotic Nigerians heaved a sigh of relief when some motley but determined opposition parties finally agreed to merge to break the jinx of eternal slavery cast over the nation by mercenary neo-colonialist politicians for sixteen consecutive years but little did the corruption-drunken ruling Peoples Democratic Party (PDP) think that APC had the slightest chance of victory at the 2015 polls! Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigeria Peoples Party (ANPP) and New PDP however successfully won the presidential election and also 23 Gubernatorial seats!
However, the mixed multitude syndrome of strange bed fellows had crept into the picture and is taking its toll to the surprise of the founding fathers who believed in PARTY SUPREMACY! A lot of grumbling is going on within by those who believed that politics in Nigeria must remain a business empire where lots of money must always be generated and distributed among only the players to the detriment or other stakeholders! They began by accusing President Buhari of being "stingy" for not allocating government funds to cater for the principal officers of the ruling party! The early manifestations of power tussles at the National Assembly (NASS), against party supremacy reared its ugly head when the PDP cabal of the mixed multitude bared its fangs and installed Saraki as Senate President against the wish of the APC leaders including Mr. President who had promised not to interfere in the internal affairs of the legislators!
Presently there exists several camps which include, those of Ahmed Bola Tinubu, Saraki, Odigie Oyegun, Dogara, Gbajabiamila, even Ekeremadu etc, rocking the boat of APC through individual inordinate ambitions, to the detriment of the ruling party which if care is not quickly taken could spell a future disaster that should be avoided now! We need to remind the APC that it was the Nigerian Electorate which voted all of their successful candidates including the President to power and not those ungrateful, selfish and power-hungry elements within their folds and that efforts should be made quickly to fish them out through the RECALL PROCESS as stipulated in the 1999 Constitution of the Federal Republic of Nigeria and cast them into the labour market!

At inception, the ruling party made several promises, including but not limited to the following:
Respect for the rule of law, promotion of transparency, genuine anti-corruption measures, implementation of efficient public financial management strategies, promotion of healthy lifestyle through availability of balanced, preventive and curative healthcare and availability of quality education at all levels and also strive to create a pool of skilled Nigerians that will form the bedrock of the nation's economic agenda!

The Way Forward!
The disgruntled persons in the Change Party should please sheath their swords for the following reasons:
Nigeria is bigger than APC and the citizens have made their decision at the polls for good leadership in the person of the charismatic President Buhari and the APC Caucus!
Nigerians have never been blessed with an honest, faithful and righteous president with a good pedigree and impeccable antecedent like Muhammadu Buhari who is drunk with total and absolute love for his country and so must be supported to fulfil his mission which has been divinely enunciated even before the foundations of the world!
When past leaders encouraged and relished institutional corruption Buhari stood out of the crowd to condemn the evil and rebuild from the ashes of an almost empty treasury left behind by his predecessors!
The President humbled himself and said he was sorry for the errors of commission and omissions of his administration in its ten months of "teething problems" because the buck stops at his table!
It is only a righteous government that would exalt Nigeria, as a sinful administration would constitute a reproach to her citizens!

"Seest thou a man diligent in his business? He shall stand before kings; he shall not stand before mean men". (Proverbs.22:29). President Buhari deserves the support of all legitimate and patriotic citizens of Nigeria!  It's "forward ever for Nigeria and backward never". Amen.

Current Commodity Inflation Is Rubbing Pepper On Injury Of Poor Citizens!

CURRENT COMMODITY INFLATION IS RUBBING PEPPER ON INJURY OF POOR CITIZENS!

These, indeed are trying times for casual workers and civil servants who are paid small percentages of their salaries as it obtains in many Nigerian States where the purchasing power of take-home pays has virtually crashed to ground zero because of cost inflation! Since the astronomical slide of the Naira to its lowest ebb ever against the United States Dollar from December 2015 to early March 2016, Nigerian traders and marketers took undue advantage to hike prices of goods and services as they were guided by their whims and caprices and were completely oblivious to the sufferings of the majority hapless population who normally bore the brunt!
Inflation is defined as a situation where the value of money declined when prices rose sharply because of upward or excessive demand and also when higher cost of products pushed up cost of production. The unbearable cost inflation being experienced was orchestrated by greedy and cruel marketers whose commodities were not in any way affected by the sudden fall and rise of the Naira against foreign currencies but who only took undue advantage of the unusual situation caused by “DOLLAR POACHERS” who decided to rock the delicate Nigerian economic terrain because they were uncomfortable with the resilience of the present managers to restore normalcy! As at mid-February 2016, the Naira exchanged for between N372 and N391 for one US Dollar and N505 per British Pound at the parallel or black (un-official) market due to foreign exchange scarcity from official sources while official inter-bank rates remained stable at N199.34k! Nigerians besieged the black market with panic-buying attitude and in a “twinkling of an eye” the exchange rates hit the roof and sky-rocketed to a record-breaking figure! Commodity inflation is a global phenomenon and can be managed by governments which plan in advance for the “rainy day” by not indulging in consumption of foreign goods but in local massive production of their nations’ material needs and necessities with local resources!

Apart from the fact that Nigeria had depended on the mono-product – crude oil – for foreign exchange earnings from the seventies, previous managers of the economy also forgot all about diversification to natural resources in order to intensive agricultural and solid minerals production but massively imported the finished products of other countries including petroleum products derivable from CRUDE OIL – a policy highly detrimental to economic growth!
As at the time of this publication, 20th March, 2016, naira exchanged for N220 against the American dollar from the N250 providentially recorded early March from N307 but in spite of the tremendous reduction and subsequent  international crude price which rose to $US 42 dollars, Nigerian marketers have stuck to their guns as prices of every commodity including local staple foods like gaari, beans, rice, millet, potatoes, yam, yam-flour, fish, meat, and soup ingredients like onions, tomatoes etc, have increased from between 150 to 300 percent in all States across the nation!
We were able to establish that Nigerian marketers regularly consulted the foreign exchange rates chart which had no relevance to local food stuffs on daily basis before fixing prices on commodities for sale and in spite of the fact that the volatile foreign exchange market indices had subsided, they have not budged on the imposed extremely high prices! How did government get to this abysmal economic level and what efforts have they put in place to cushion the harsh effects of this unpleasant situation on the down-trodden masses?
It is no longer news that past military and democratic administrations in Nigeria never looked at the economy as the heartbeat of the nation but as a conduit pipe of corruption for those who found themselves in positions of authority and who wasted no time in looting the treasury at every given opportunity instead of fulfilling their avowed obligations of righteous services to the citizens on appointment!
From the First Republic to date, corruption among public officers had been the order of the day as enunciated by all coup plotters and subsequent civilians who rigged themselves into office through subtle connivance with security agencies only to blame their predecessors in office for corruption and avarice while in office! Nigeria got to “ground zero” because foreign exchange earnings from crude oil was usurped by a few cabal in office and was stupendously wasted on incessant official foreign trips, medical treatments, overseas courses, children’s school fees, constant importation of exotic foods, cosmetics, clothing, furniture, building materials, state-of-the-art automobiles, private helicopters and jet aircrafts to the detriment of the foreign reserves owned by all citizens while all local food and beverage, weaving and textiles, automobile manufacturing and steel industries remained moribund and comatose! With this kind of development the only source for foreign exchange open to Nigerian industrialists, importers and exporters was the PARALLEL OR BLACK MARKET which sky rocketed the rates to an unprecedented and unacceptable proportion of which the ripple effects were the inflated costs being experienced on all commodities, local or foreign since marketers arbitrarily placed Value Added Tax (VAT), on all their wares including cement and all building materials as we have all witnessed and forced to accept in the past four months! Are we not supposed to be our brothers’ keepers always, in good and bad times?
The traders and marketers who are now smiling to the banks with illicit gains brazenly forced out of LEAN PURSES through super-inflated prices of local commodities must be sanctioned by SPECIAL TASK FORCES in the absence of the Price Control Board (PCB) who will investigate all public complaints against the unscrupulous and merciless merchants who love money more than their brethren and bring them to justice!

The economy is bound to bounce back in no time to leverage the very poor masses because we have hope in the new administration of the All Progressives Congress (APC), which is determined to destroy the cancerous stigma of corruption by investigating, exposing and prosecuting all those who were involved without minding whose ox is gored!
President Buhari has challenged any person or group of persons who have any allegation of corruption against him to come up with such for investigation by the relevant agencies and even went further to assure all criminal investigating bodies to probe past Nigerian Presidents as he had no contract of administrative protection with any of them!
When he came on board to find an almost empty treasury he opted for the TREASURY SINGLE ACCOUNT (TSA), which had saved the country from bankruptcy and also refused to devalue the Naira in spite of internal and external pressures from dollars poachers who owned majority of the Bureau de Change to their dismay and disadvantage and who fought back by creating artificial scarcity in those outfits to force foreign exchange users to patronize the Black Market which in turn raised exchange rates to that unprecedented figure in February! When the International Monetary Fund (IMF), Boss Mrs.Christine Largade visited Nigeria in January 2016, she made far-reaching suggestions to revamp Nigeria’s economy but rejected DEVALUATION OF THE NAIRA as an option!
She disclosed that though there would be global recession due to international crude oil price fall, Nigeria should adopt flexible monetary policy that would better serve the interest of Nigerians, reduce cost of governance and wastages, focus on power, transport, and housing –the three areas that would create wealth. She claimed that fuel subsidy majorly benefited the rich and recommended it should be removed to allow government spend on infrastructure, housing, education, health among others and also warned against obtaining more foreign loans which was already hurting the nation’s economy! Imagine if the catastrophic fall of the naira against the US dollar lingered longer than expected, the nation would have suffered tremendous economic hardship because all activities in the areas of import and export and all overseas financial transactions in both the public and private sectors would have gradually grounded to a halt; but we thank God for quick divine intervention! Presently the Federal Government is battling to unravel how 34.000 ghost workers had been collecting monthly salaries without detection and how to block all leakages as the 2016 Appropriation Bill is about to be passed by the National Assembly!

For the sake of those who are the majority of the 170million Nigerians, the time to re-establish the Commodity Price Control Board could not be better than now in order to save these set of vulnerable people from their PREDATOR BRETHREN who cared less whether they lived or died when it comes to issue of money! We are certain that the Price Control Board (PCB), when legislatively positioned in this present regime, would set maximum prices and protect consumers from devious exploitation as prices would no longer rise above certain limit and also create the environment to purchase commodities at lower prices. Price limitation above certain point would also be helpful to producers to increase their production proceeds and eliminate transaction costs. Gains of the legislation would trickle down to the farmers who would be protected from exploitation of the middle men as well!
The Price Control Board would afford transparency in pricing of commodities as government would have set the maximum or the minimum prices for a commodity therefore creating awareness in the economy on the prices of different commodities and also would eliminate the UNCERTAINTY CAUSED BY FLUCTUATION IN THE EXCHANGE RATES as recently experienced in the country!
Did you know that there were no excessive demands for goods and services (which was one of the factors that could trigger aggressive inflation), and no scarcity of commodities in view of a generally weak purchasing power among the masses in over 24 months, yet Nigerian Shylocks had a field day and forgot that divine judgment is at their door!
Thus saith the LORD, “A false balance is abomination to the Lord; but a just weight is His delight.”(Proverbs.11:1).
“Diverse weights are an abomination to the Lord and a false balance is not good.”(Proverbs. 20:23). The Price Control Board in now a PRIORITY, it must be established NOW!

THESE OIL WORKERS ARE ECONOMIC SABOTEURS; THEY MUST BE CUT TO SIZE!

THESE OIL WORKERS ARE ECONOMIC SABOTEURS; THEY MUST BE CUT TO SIZE!

It is crystal clear that all the efforts of the present Change Administration to revamp the dwindling economy of Nigeria through local efforts and international diplomacy have no visible impact on Nigerian workers in the oil sector! They decided to embark on a spurious nation-wide strike on Wednesday, 9th March, 2016, to further compound the already chaotic nation-wide fuel scarcity, just twenty-four hours of the unbundling of Nigeria National Petroleum Corporation (NNPC), into viable business enterprises by the Minister of State for Petroleum Resources! Though, the unbundling architecture was an urgent step in the right direction to remove the age-long stigmatisation of the NNPC as a conglomeration of endemic corruption and was poised to completely erase its very bad image and strengthen the weak and fragile mono-economy profile bequeathed to President Buhari nine months ago, these sworn-enemies of the masses decided to shut down all NNPC operations nationwide! Their attitude was detrimental to sound economic judgement and reasoning; and also tantamount to an act of treason against the Nigerian nation because they had always proved to be insensitive to the plight of their fellow citizens whose livelihood depended on the regular and constant supply of petrol and kerosene – the only dividend of democracy from the FIRST largest producer of crude oil in Africa! Although they called off the strike the following day, the ripple effects of their folly of selfishness and greed on the economy brought back endless queues at the filling stations and almost reversed the following economic gains:
The international crude oil price which appreciated for the first time in about 21months to between US$39-40 dollars to give some leverage to the 2016 Appropriation Bill predicated at US$38 dollars per barrel benchmark. Comment: If economic activities were further grounded through the orchestrated strike, Nigeria’s exportation of crude oil would be suspended and the refineries would stop production of finished petroleum products and other ancillary activities at the Ports would also be halted!
In spite of persistent oil pipelines vandalism NNPC was able to keep some of the Oil Refineries on stream for premium motor spirit/diesel production to augment the much-reduced volume of imported finished products from overseas. Comment: This government’s counter vandalism efforts would also have been put on hold to the detriment of the suffering masses!
Nigerians were about to recover from over two weeks of nation-wide petrol shortage which seriously affected the much-needed workers manpower output in both the public and private sectors of the economy due to “transportation challenges” from the various Petroleum Depots to commercial outlets when these “house-hold enemies” disrupted distribution again! Comment: As at the time of this publication the petrol filling station queues have multiplied by leaps and bounds as the helpless citizens were held to ransom!
The unbundling, which was aimed at transforming the outfit into a more viable and more-profitable venture and which would not have altered the management’s organisational chart but emphasize; (a) the corporation’s restructuring for efficiency, (b) enhance the re-organisation of facilities on upstream, downstream, refineries, gas and power, including  ventures that would capture small companies that were usually unaccounted for! Comment: This effort should have been applauded and embraced by the oil workers like their fellow citizens instead of an outright condemnation that it did not follow due process and would affect their welfare!

What did the Petroleum and Natural Gas Senior Staff Association (PENGASSAN), and National Union of Petroleum and Natural Gas (NUPENG), know about due process when they are the most gullible when it came to senseless workers strikes across the nation at every given opportunity? Did these Unions mandate include interference in positive policy directions and decisions of the Federal Government which have been enumerated above and did not in any way infringe on the workers welfare or fringe benefits in any form for them to condemn the Executive for unbundling their parent body, the Nigeria National Petroleum Corporation (NNPC), even though they were properly briefed by the Minister of State who also doubles as the Group Managing Director (GMD), of the Corporation. To whose drumbeats are the trade unions dancing if not that of those who want the status quo of stealing and outright embezzlement of crude oil monies to remain, and also those who are now RICHER THAN NIGERIA through “ownership” of several stolen OIL BLOCKS of the masses through which they flaunt and launder their illicit oil wealth? There is no doubt that some members of the National Assembly (NASS), are in support of this category of economic saboteurs working against the good intentions of the Change Government or how would one analyze the following statements from some “distinguished law makers”?
That the Executive had overshot its constitutional duties by repealing and amending the NNPC Act of 1977 by unbundling the NNPC without due process of legislative amendments!
That the Executive through that action had jeopardized the deliberations and subsequent passage of the Petroleum Industry Bill (PIB), presently before the NASS.
That Mr. President had no constitutional right to approve the unbundling of the NNPC through the Ministry of Petroleum Resources.

This unwarranted intervention by NASS Legislators brings to the fore our advocacy that only diligent, forthright and politically-motivated candidates who would blend into the polity with much dexterity and understanding of social and economic issues should be voted for by the electorate at all elections! Why should it be so difficult for these “honourable elites” to understand that re-organization or restructuring of any government establishment would not need legislative amendments since they were regular administrative duties usually geared towards better management efficiency and profitability?

Are the legislators aware that through one of such administrative interventions, NNPC’s operation loss was reduced from N160billion to N3billion in January 2016? Are they also aware that the NNPC Management Team was also poised to start generating profit by the end of this year as President Buhari’s Administration was focussed on developing Nigeria’s Gas resources to boost revenue as part of the Diversification Policy? Are they aware that through the on-going restructuring, Nigeria would stop the importation of petroleum products within 18 calendar months thereby closing the era of previous dubious and institutionally-supported monumental fraud called OIL SUBSIDY to ghost importers? Are they also informed that discussions with new joint venture partners were ongoing to build more refineries in addition to the FOUR existing ones in Kaduna, Warri and Port-Harcourt to actualize this “sing-song dream” of past administrations?

Does the Executive also need legislative fiat to attend to all its day-to-day constitutional activities? Must we compare the calibre of the President’s crop of highly dedicated, educated and very efficient Ministers with some legislators who gate-crashed into positions of authority by hook and crook? These legislators in the 8th National Assembly should understand that NNPC has not been unbundled in the sense of breaking it up into distinct entities, bodies or institutions and so the Nigerian Senate was wrong to have “expressed displeasure” in respect of the “development” and should stop “wondering” why the Executive did not consult NASS before “repealing the enabling law that set up the organisation”! ‘Femi Falana, a Senior Advocate of Nigeria (SAN), also faulted the restructuring since NNPC Board was yet to be constituted forgetting that the ongoing re-organisation was an administrative duty which rests squarely under the purview of the honourable Minister who had the sole responsibility to eliminate the cabal of endemic corruption in the system! We expect the “learned brother” to realise that Buhari’s moving train of Change cannot be stopped by weightless legal bureaucracy geared to score academic points and cheap political points because the Executive has its legal team of erudite legal practitioners, scholars and very senior advocates who know better!

In a previous edition, [Volume. 2. No. 58 of 21-09-14], titled, “NUPENG IS ANTI-MASSES!” we made the following comments which are still very relevant today: “One strike, too many!” No year virtually run its full course in Nigeria without being punctuated by the intermittent labour disputes of OIL WORKERS, for one genuine or very petty reason!
NUPENG is very SELFISH for declaring another trade dispute and failing to consider the hardship and pains that non-oil workers who are in the majority, would suffer!
Petrol and Kerosine, which are obtained at high costs by the masses, the only “dividends of democracy”, which trickle down from the Masters’ Table, are now being withheld by the unregenerate and uncircumcised at heart!
In fifteen years, [1999-2014], of another opportunity of practising true federalism, our characteristic traits of patriotism should emphasize sincerity, probity, faithfulness in fiscal appropriation and responsibility; but what we have on display is the same old business of “robbing Peter to pay Paul”!

Have Nigerian politicians ever learnt from past calamities that befell their counterparts who betrayed the masses of people, through embezzlement of the COMMONWEALTH?
From the First to the Seventh Republic, we can authoritatively confirm that none of them escaped GOD’s PUNISHMENT! Their tight security arrangements comprising of police and military personnel, armoured carriers and vests, have failed to shield them from God’s wrath!

The following are the Words of God:
“I will punish them for their sin (Exodus.32:34); “I will punish the world for its evil (Isaiah.13:11); “Your wickedness will punish you” (Jeremiah.2:19); “I will punish you as your deeds deserve” (Jere.21:14); etc.
The few cabal,(military and civilians), who forced themselves into leadership positions in government are solidly in control of all oil resources and maintain monopoly in order to buy up “agitators” who are privy to secrets of the stupendous wealth and riches of the OIL SECTOR, through which they have perpetrated themselves and their surrogates in office since Nigeria’s independence!

THESE OIL WORKERS ARE AMONG THE AGITATORS AND WHAT THEY ARE AFTER THIS TIME AROUND, IS ANOTHER PORTION OF THE “NATIONAL CAKE”, BECAUSE NO CALENDAR YEAR IS EVER COMPLETE
WITHOUT THEIR SELFISH DEMANDS!”

Time To Probe Assets Of NUPENG And PENGASSAN!
There is every indication to believe that the in-house oil workers unions were always being sponsored to go on strike by the Oil Cabal whenever government made moves to sanitize the oil sector through their top executives judging from past experiences from 1999-2015! The time is now ripe for the Economic and Financial Crimes Commission (EFCC), to investigate the activities of these oil workers who have now become a regular threat to the nation, a clog in the wheel of economic progress and tools in the hands the cabal that is determined to hold 170 million Nigerians to ransom and we so request the Federal Government to unmask them and their sponsors and bring them to justice! NNPC is not an Automated Teller Machine (ATM), for economic saboteurs!  NO SABOTEUR WILL GO UNPUNISHED IN JESUS CHRIST’S NAME, AMEN!

OPERATION "LAFIYA DOLE" WILL BE INCOMPLETE WITHOUT PROPER INTEGRATION OF CIVILIAN JTF !

OPERATION “LAFIYA DOLE” WILL BE INCOMPLETE WITHOUT PROPER INTEGRATION OF CIVILIAN JTF!

The buoyancy of economy in any nation would depend on the following factors:
Its naturally-endowed resources, solid or liquid;
Profitable harnessing of such assets through industrialization, exploration and exploitation;
Local and international partnerships that would pave business and commercial opportunities for import and export of goods and services and most importantly,
A secured environment devoid of any form of internal crisis, civil disobedience, insurgency or terrorism!

For five years, 2009-2014, Nigeria battled almost unsuccessfully to defeat the Boko Haram insurgency which eventually blew out of proportion and escalated into full-blown terrorism due to endemic institutional corruption through bad governance of over one-and-a-half decades until the change of guards on 29th May, 2015! It is no longer a secret that monies appropriated for military hardware for the execution of the war were regularly diverted to private pockets and for electioneering  purposes especially during desperate bid of the last PDP Government to cling to transient power in the Presidential campaigns of 2014-2015! The ongoing “Dasukigate” trials involving the misappropriation of US $2.1 billion through the Office of the National Security Adviser (ONSA), between 2011-2015 and other similar embezzlements of huge sums of monies from the national coffers by dubious and unfaithful politicians have exposed institutional corruption and impunity of the highest order since the exit of military governments in Nigeria! While the trials lasted, it is important to commend the morale of Nigerian security agencies especially the Armed Forces, the Police and the Department of State Services (DSS), for embracing the Change Mantra and forging ahead under the charismatic leadership of President Muhammadu Buhari, (who is most determined to salvage the nation from the brink of disaster and self-inflicted extinction through exemplary character of righteousness, faithfulness and incorruptibility), to ensure that the battle against these enemies of the nation was fought and won by air and land forces, for normalcy to reign in the North East according to the purposive will of the Almighty God!

For the first time since 2009, the highly successful blocking of the illegal arms and ammunitions, transportation, communications, food, and medical supply lines of Boko Haram insurgents by the brand new, inspired, highly motivated and invigorated officers and men of the patriotic Nigerian security agencies have resulted in their starvation, total lack of weapons and communication gadgets, mop-up operations and massive surrender of the enemies who now beg for food for survival! All roads otherwise blocked by terrorists along the Sambisa Forest highways have been dismantled for free flow of traffic to rehabilitation areas by gallant soldiers while hundreds of emaciated and rag-tag remnants of Boko Haram hoodlums have been rounded up and put into protective custody! Operation “LAFIYA DOLE”! , (Peace at all cost), is no doubt on course BUT the tacit collaboration and support role to the Military by the Civilian Joint Task Force (CJTF), in confronting  Boko Haram insurgency and violent extremism since 2011 must be properly and officially acknowledged  in order to avoid a repetition of another insurgency in the future.

Small Beginnings of Civilian JTF.
One story has it that in 2011, one Lawal Jafir, a very courageous and patriotic youth in Halisari, Maiduguri, accosted, wrestled and disarmed a Boko Haram suspect to the admiration and encouragement of other youths to form vigilante groups against insurgency! They were subsequently recognised by Bornu State Government and registered as members of the Bornu Youth Empowerment Scheme (BOYES). Another story has it that at a time when the Nigerian soldiers were hamstrung in respect of arms and ammunitions and had to abandon/flee their duty posts some very bold and patriotic youths armed with machetes, sticks and daggers decided to confront Boko Haram terrorists headlong and with few casualties, were able to ward off the criminals from the civil societies and habitations on several occasions! A one-time Commander of CJTF, revealed that because their objective was to identify and fight the real Boko Haram insurgents, alongside the Military JTF, Bornu State Government donated four Toyota Hilux Buses while  residents of Maiduguri metropolis and an Non-Governmental Organisation, ENDS Foundation gave financial support, pepper spray canisters, daggers, walkie talkies and gradually became  a vital part of the war against the insurgents, hundreds of who they captured and neutralized but not without casualties! A legal adviser to CJTF disclosed in June 2015 that 603 members of the vigilante group had been killed in six years of the war against Boko Haram through daring confrontations with identified suicide bombers whom they always wrestled to the ground before explosions which took their lives in such cases! According to him the group had increased from the initial 2.500 to about 30.000 but only 3.000 who enjoy a stipend of a monthly N15.000, were registered trained and recognised by Bornu State Government.  However, 360 members have been integrated into the conventional security agencies as follows: 200 into the Nigerian Army, 120 into the Department of State Services (DSS), and 40 about to be recruited into the Nigerian Air Force. A very recent cheering news has it  at the beginning of March 2016 that Mr. President would enlist members of CJTF into the Military to fight  against insurgency in the North East though the Nigerian Army had earlier stated that they would continue to partner with CJTF but that the State Government had the responsibility for their welfare. 

The nucleus of insurgency in Maiduguri, North East Nigeria began with pseudo religious indoctrination of some youths who were convinced by some extremists that Western Education was harmful and injurious to their pure Islamic education, culture and tradition and that a State of Sharia Law would put a stop to “Westernization”! Those who embraced that ideology are the monsters which had devastated both the people and economy of this Nigeria abysmally while those who rejected the evil indoctrination constituted themselves into the Civilian JTF to confront the insurgency frontally! Though over a million people have died in the mindless war on all sides while properties worth trillions on Naira in monetary calculation had been destroyed, the bravery and determination of these patriotic citizens had in no small measure brought Boko Haram forces to their knees through their determined participation in the counter-insurgency operations of the security services! In appreciation of their gallantry in defending Bornu State alongside the Nigerian Security Forces, Governor Kashim Shettima, in December 2015, donated a sum of N20 million to them for their welfare, upkeep and allowances. He said no amount of such gesture could compare with the sacrifices made by the volunteers some of who laid down their lives for the State to survive and instructed that adequate medical facilities be made affordable to them at all times while more patrol vehicles were donated to them..

It is written: “When men are cast down then thou shalt say, there is a lifting up, and He shall save the humble person. He shall deliver the island of the innocent and it is delivered by the pureness of thy hand” [Job.22:29-30]
When the citizens were cast down, these brave youths fought gallantly to revive their spirits and deliver their land from captivity!

What Is At Stake if CJTF Members Are Not Properly Integrated!   
We have it on good authority that, once upon a time, Civilian JTF vigilante group became “big boys” in their own rights, having misconstrued the rights and privileges of service men in war situation as those of primitive warlords!
That they arbitrarily arrested and detained suspects at will and at their whims and caprices!
That they questioned, interrogated and tortured “Boko Haram suspects” as they pleased even to the point of death!
That they abducted, young school girls, gang-raped, impregnated, dumped them to their fate and denied their nefarious and despicable acts when eventually identified and confronted!
That they mounted arbitrary “stop and search” road blocks  where they humiliated members of the public by forcing some of them -especially women- to strip their clothes  under the guise of searching for arms, ammunition or improvised explosive devices materials!
That they “arrested” policemen and soldiers in mufti (plain clothes) and who in spite of producing their identity cards, were still intimidated and humiliated by the liquor-intoxicated and “power-drunk-elites squad” of the CJTF!
That they had insisted on searching Military vehicles laden with sensitive materials and military hardware and had at such instances exposed the convoy to danger of enemy attack, ambush, ridicule and public embarrassment!
That they have confronted their mentors, the Military Joint Task Force (MJTF), teams on several occasions in shoot outs in which many of them (the CJTF vigilantes), lost their lives! 
That they had breached all military and war protocols/rules of engagement in spite of the fact that they were exposed to emergency trainings by the Army on issues bothering on professional ethics and comportments in war situations!

THE ABOVE SCENARIOS MUST NOT BE ALLLOWED TO CONTINUE AS THE WAR AGAINST TERRORISM IS ALREADY WON BY GOD-LED NIGERIAN SECURITY FORCES! As at the time of this publication, the “en sprit de core”, (service co-operation) between the DUO “forces” is very cordial especially when the war against Boko Haram terrorists is on the decline because there are factual evidences of massive surrender and plea for mercy by those who were captured by Nigerian security forces!

How To Deploy The Over 30.000 CJTF Members!
According to the information at our disposal, only 3.000 out of about 30.000 of the vigilante group were officially registered, trained and recognised for stipends by the Bornu State Government! This ten per cent portion is a far cry from solving post war rehabilitation of ex-fighters and victims and it would tantamount to putting naked fire on the roof before going to bed! It is imperative that all the North East Governors and the Federal Government would work together to ensure gainful and meaningful employments for these youths once everything simmers down! Between 2009-2016, a continuous period of insurgency and decimation of the combatants, the most logical reasoning will be to absorb all those who had been exposed to war before thinking of fresh recruitments. They will fit and blend into the Army’s Internal Security (IS) Operations, the Community Policing and Surveillance strategy for curbing social vices with additional training and re-orientation on how to deal with the citizens in peace situations! We need these youths to be integrated in order to always go to bed with our TWO EYES CLOSED every night all the days of our lives and of our generations yet unborn!

THE ALMAJIRI CHILDREN ARE GOD'S HERITAGE NOT OUTCAST!

THE ALMAJIRI CHILDREN ARE GOD’S HERITAGE NOT OUTCASTS!

The founders of the Almajiri System of Education which provided basic Qur’anic studies for the Muslim kindergartens and children in their formative ages had very good intentions of training up and equipping their wards with moral and spiritual education that would prepare them to cope with unavoidable societal tasks and civil responsibilities of the future ! Since e ducation in all forms; formal or informal; practical, technical or purely academic in nature; moral or religious ; combine to establish a concrete foundation and solid bedrock for an overall political and socio-economic developmental progress of the global human population , Nigeria’s Almajiri Education System cannot be an exception and definitely not a misplaced priority !

In recent times t he Almajiri E du ca tion S ystem which had attracted negative debates , comments, analysis and expositions from the Nigerian Civil S ociety groups and the social media for being anathema, is indeed a misunderstood cultural issue that demands a deli b e rate, painstaking, genuine and object ive perspective fo r better understanding. Critics of the system which include Islamic scholars and teachers, who were not actually out to condemn it were more concerned to explain that it wa s not an inclusive injunction of the Qar’ an but was not a misplaced early life priority form of Qar’anic education for Muslim children if meticulously handled! Others totally condemned the system which allowed for Almajiri students to indulge in street - begging which they claimed was a disgraceful act to Islam and blamed parents who indulged in bearing many children they could not train. The word Almajiri, according to our research derives from the Arabic “Almuhajir” which translated means, an immigrant and became an appellate to Qur’anic students of Northern Nigeria extraction who migrate from place to place to obtain Islamic education . The concept of the Almajiri’s form of education was from inception before the colonial era and deductions from the teachings of Usman Dan Fodi o, the legendary Islamic guru between the 18th- 1 9 C entury, suggested that the Qur’r an provided ideal rudimentary and religious knowledge of inculcating moral behavioural pattern s among Muslim youths which w ould conform them with acceptable norms in their various socie ties. The Almajiri System of Education must not be confused with the Fulani Nomadic Primary Education emergency policy wh ich the immediate past Federal P eoples D emocratic P arty (PDP), Administration tinkered with as political patronage contract of classroom buildings worth severa l billions of naira, for some of its Northern States members , but which became moribund on delivery and has remained an abandoned elephant project now lying fallow ! Proponents of the Almajiri Islamic form of education are more concerned about the escala ting and alarming population of the Almajiri beggars on the Nigerian streets which has been put at between 10 and 20 million youths that hav e remained out of school within the past five years ! Except for the Boko Haram insurgents who declare d war on Western Education, the Muslim majority population encourage d all forms of edu cation, and vocations that compliment ed the ir life- style positively. The Sultan of Sokoto and the Emir of Kano had respectively lent their voices for State Governments intervention for an improved Almajiri’s education curriculum that would totally eliminate street-begging but encourage skill acquisition that would provide them with better living conditions! “Lo, children are an heritage of the LORD and the fruit of the womb is his reward.“As arrows are in the hand of a mighty man, so are children of the youth.“Happy is the man that hath his quiver full of them: they shall not be ashamed, but they shall speak with their enemies in the gate” [Psalm. 127:3-5]. The import of the preceding biblical quotation is that procreation remains a divine prerogative and HE blesses his creation with offspring as HE deemed fit! According to this scripture, the man with lots of children had an advantage, provided he trained them all to stand f or positive recognition in the societ y ! “Train up a child in the way he should go: and when he is old, he will not depart from it.” [Proverbs.22:6].

Though more prevalent in the Northern parts of Nigeria, an Almajiri become s a roaming societal danger when he i s neither properly versed in the Islamic studies n or Western e ducat ion ; neither cared for by his parent s , nor by government and society ; but would rather seek for survival on the streets of different towns, cities and countries of his migration which are full of crimes and all manner of vices under H eaven ! STREET -BEGGING HAS BECOME SYNONYMOUS WITH DESTITUTIO N AND ALM AJIRISM ! And whereas his counterparts who had the right template of the Qur’anic education, coupled with the Western or Eastern education have become the professional experts, technocrats and political leaders of their nations, t he destitute begga r remained, the “scumbag” and perpetual menace on the str eets of Lagos, Port H arcourt, Kano, Maiduguri, Abuja etc . This innuendo clearly confirmed the research that claimed that TWO CLASSES OF ALMAJIRIS exist ed side by side; ( students and b eggars )! T he students move d on in life and succeed while the beggars got stuck on the st reets with all its vices and subsequently became pick-pockets, r obbers, political thugs and eventua lly insurgents and international terrorists ! The Almajiri student attended regular classes and his parent paid the “Alarama”, ( teacher ), for his services while his beggar counterpart could hardly attend classes because neither him nor his parents could afford the teacher’s fee and because h e never mad e enough savings from begging, he permanently absconded from classes!

Questions begging for answers and solutions! Do the parents , governments and societ y have obligations to these God-given children who were born very innocent and oblivious of a sinful world to which they did not bargain for?

What about the fundamental human rights of the Almajiri child under the United Nations Children Emergency Fund (UNICEF), Child Rights Act which Nigeria adopted in 2003 as a signatory to the pac t? What about his right to education , vocational skills , gainful employment and living wages as entrenched in the Constitution of the Federal Republic of Nigeria, 1999 ? What impact has the six-y ear-old Nigerian-based A lmajiri Foundation made to create national awareness and proffer urgent solu tions to these ch ildren’s plight ?

In 2008 some 54 Northern Senators of the National Assembly co-sponsored a bill tagged “National Commission for the Er adication of Child Destitution” in response to the hues and cries over the Almajiri child-beggar menace which continued to give bad image to the country through the tourism portfolio window of international treaties, but since July 2009 when it received the baptism of a second reading, it went limbo! The bill purposed to establish the registration of all Almajiri schools under the Commission with stiff penalties of two years imprisonment without an option of fine to defaulters and also similar punishment to any Mall am whose students went a-begging in order to nip in the bud all man-made impediments and challenges militating against the effective implementation of the Child Rights Act 2003 once and for all!

What Way Forward? The Senators should urgently dust up the 2008 National Commission for the Eradication of Child Destitution Bill which scaled second reading in July 2009 and give it prior ity attention for fresh reading s and quick passage into law ! Civil Society Groups and the Almajiri Foundation should intensify advocacy on the need for parents to limit thei r offspring to a reasonable and manageable number that they could train up and educate me aningfully and according to their financial capacity ! We are not unmindful that some of the birth- prevention pills of the family planning programmes had fail ed to prevent some children from being born! Simultaneously, i mmediate steps should be taken by governments at all levels to round-up and take these unfortunate and innocent children off the streets and create temporary camps to engage them with some vocations of their interest s with a fresh start in Qur’anic and Western education and also skill acquisition under the supervision of the various Ministries of Youths and Social Development! After three months of intensive training, they should be transferred and delivered into the hands of trained and skilled teachers in the conventional primary or secondary schools on schol arship programmes of totally free education of tuition, books, uniforms etc; in their choice subjects ! Efforts should be made to identify and empower parents of the children who were still alive in order to re-ignite filial obligations and engender family values . Advocacy against unregistered Almajiri Qur’anic Schools should also remain a regular broadcast on the electronic media [radio/ television ] and the print media, [ newspapers and ma gazines ] . National awareness to address all of the above is very urgent and critical at this stage when a divinely-sent President who fears God is running the affairs of the Change Government of the All Progressives Congress (APC) and is prepared with his team to change the destiny of the innocent Almajiri youths for the best!

Kudos to Senator Ali Modu Sheriff (SAS) ? Ali Modu Sheriff was a two-term Governor of Bornu State (1999-2007), who “ sub-consciously ” or “inadvertently” bred the nucleus of today’s Boko Haram terrorists, when he neither sent them to school nor impacted them with any form of skills except for the regular distribution of Friday ZAKAT (almsgiving/religious tax) of thousands of Five Naira notes incentive from open-roof Jeeps for EIGHT YEARS ! Without any gainful employments those youths became very dangerous tools who eventually metamorphosed into his political thugs in all elections, State or Local Governmnet! Those who were too young to be recruited became the Almajiri st udent beggars s ince t hat option turned out to be the only affordable educational op portunity available to them ! SAS was fingered by a Federal Government appointed Australian Consultant Hostage Negotiator in 2014 as one of Boko Haram sponsors but he severally denied the allegation ! As the time of this publication, SAS had been confirmed as the new Chairman of the failed PDP to pilot its affairs for the three months before a National Convention! P osterity would no doubt remember and judge Ali M odu Sheri ff for initiating and encouraging Almajiri street begging which bred the urchins and subsequently the insurgents and the terrorists! Almajiri street- begging which has become a national issue and an abnormality which is detrimental to the children psy ch e and it is no longer acceptable in view of th e enormous dangers posed against the Nigerian societies .

The time to abolish Almajiri street-begging is NOW and all hands must be on deck! Current leaders of Nigeria ( the giant of Africa with the highest human population and highest Gross Domestic Product (GDP),) should be reminded that the nation’s future political and economic achievements rests squarely in the hands of these “more or less abandoned children” through the special grace of the Almighty God who created them in HIS IMAGE AND LIKENESS FOR SIGNS AND WONDERS !
