ROTIMI AMAECHI AND HIS GANG WILL OVERRUN NIGERIA!

Most Nigerian politicians have now become soothsayers who capitalize on prevailing negativity of societal ills to predict future socio-economic disaster of great dimension even when they had contributed immensely to the national malaise and failures in the system! They strongly believed that their predictions for mathematical solutions to current persistent security/economic challenges could keep them relevant for future political engagements! We welcome on board self-styled “Right Honourable” Rotimi Chibuike Amaechi, Peoples Democratic Party[PDP], two-term Speaker of the Rivers State House of Assembly, [1999- 2007]; two-term Governor  [2007-2015]; APC’s two-term Federal Minister of Transportation, a reward as Buhari’s Chief Campaign Manager, 2015 and 2019 respectfully!

In reciprocation for his two term appointment as Federal Minister, Rotimi Amaechi, on 30 August 2020, disclosed that a USD$50million dollars Federal University of Transportation, sited in the President’s home town Daura, Katsina State, and billed to take off in September 2021, would be built free of charge by the Chinese Government  as a donation! The university will train Nigerians who will eventually take over from the Chinese in the area of technology. In addition, a primary school and a secondary school which will complement the edifice courtesy of China Civil Engineering Construction Company [CCCECC], were not part of the ongoing Federal Government Railway contract in Katsina. Daura is also blessed with a Federal Polytechnic which came on board in July, 2019! Rotimi said he had no apologies for sighting the university in land-locked Daura and that the next gigantic project would be sighted in Ikwerre, his own Local Government Area!

WHAT MOTIVATED HIS SUDDEN ALLEGIANCE TO THE NORTH?
As Rivers State Governor in his first term, Amaechi declared in anger that “ABUJA IS A LIE!” Why the sudden turn around? Is Niger Delta Region no longer feeding Nigeria? President Muhammadu Buhari must have exuded great charisma and influence on the die-hard Rivers man who had virtually spent all of his life in the region where he was born, bred and schooled!

WILL THE POOR OVERRUN NIGERIA?
Where did that come from? Rotimi’s latest outburst that: “…. if inequality and extreme poverty was not attacked and conquered ….THE POOR WILL OVERRUN NIGERIA” is a “MISNOMER”! He should have said, “ If the mixed multitude of APC, PDP, ACN, CPC, ANCC, NEW PDP and a whole gamut of gate crashers/cabals in the corridors of power in Aso Rock in the last SIX YEARS – were not disbanded they will overrun Nigeria!

PEASANTS ALWAYS OVERRUN UNRIGHTEOUS GOVERNMENTS!
Maybe, the 55-year-old minister could have used the word PEASANTS because world history is resplendent of how great monarchs, imperialist/fascist/communist powers were brought down from the lofty heights of transient political/military positions – mostly through violence - by the downtrodden peasants whom they deliberately enslaved to acquire illicit wealth without providing them with basic amenities of life!

Education and Health Sectors, to be given more allocations and closer attention with a view to building the Human Capital and Stronger Institutions.
Insecurity of lives and properties through a further aggressive drive to eliminate the constant threat and menace of criminals, insurgents, terrorists, bandits, kidnappers, herdsmen/farmers bloody clashes, still remain a task to be fully accomplished.
Employment drive aimed at increasing the Armed Forces/Nigerian Police personnel, which had decimated and overstretched over the years is taking forever to accomplish and the morale of security operatives wane with fleeting moments!
“When he became military Head of State in December 1983, he made the following very crucial statements among several others:
When asked what gave him the greatest sorrow, Buhari said: “I honestly hate to see people suffering. Like crippled people..whose plight is not of their own making.....”
What about his future ambitions? He said: I hope by the time I leave office, I would have improved the lot of the ordinary man, the public service of Nigeria and Nigeria’s image in Africa and the world.”

TALK IS VERY CHEAP BUT EDUCATED SPEECH IS SACRED!
Rotimi Chibuike Amaechi  who was guest speaker at the 34th Convocation Lecture of the University of Calabar, Cross River State, titled, “Beyond Our Imperfect Union: The National Question and Nigeria’s Future”, did not waste time to remind his audience of the rhetorics of persistent national discourse on restructuring of the political structure/ideology etc; loud voices of disunity in response to current economic difficulties and the problem of insecurity which he agreed were legitimate expressions and indications of great patriotism and love.  He said some extremists were calling for secession of parts of the country from the federation but postulated that the current difficulties were transient and could be resolved through active engagement of all stakeholders.
HAS NIGER DELTAN AMAECHI, WHO IS NOT BY ANY STANDARD A POOR MAN SAID SOMETHING NEW? Who among the political super rich and very wealthy Nigerian [some of whom are now richer than Nigeria], who made their monies from the system either by hook or crook, did not contribute to the imbroglio of INSECURITY which has become a national malaise and still threatening the very foundation of the fragile unity of our diversity in tribe, tongue, culture, tradition, ethnicity, caste, clan etc, etc, through their lust for the ephemeral and mundane things of life?

Historians know that the BIAFRA WAR 1967-1970, was NOT staged by POOR PEOPLE, neither were the  armed conflicts organized by militant groups of Mujahid Dokubo-Asari, of the Niger Delta People’s Volunteer Force[NDPVF], and Henry Okah’s  Movement for the Emancipation of Niger Delta [MEND], between 2006-2009, BUT by ideologically-motivated and organized groups! They protested against environmental degradation through crude oil extraction, exploration and exploitation of same by foreign oil companies, their Nigerian collaborators, demanded for local control over oil resources, adequate compensation for the people and development of the region while engaging in kidnapping of oil workers, car bombing, pipeline vandalization, oil bunkering to buttress their demands!

FEDERAL GOVERNMENT’S INTERVENTION PROGRAMME!
There had been fragile peace in the region since Late President Umaru Musa Yar ‘Ardua, in 2009, brokered a large-scale amnesty and Disarmament, Demobilisation an Reintegration[DDR],  Programme, which packaged very lucrative financial benefits for about 30,000, militants who surrendered their arms to government! When President Buhari in 2015 decided to cut down the funding, new insurgency broke out in 2016 through several militant groups, prominent among which was, NIGER DELTA AVENGERS [NDA], which though, shared similar objectives with “MEND”, and insisted for the autonomy of the region by targeting oil infrastructures BUT NEITHER ATTACKED NOR HURT THE PEOPLE LIKE “MEND”!
Historians also know that the Boko Haram insurgency did not stem from an uprising by POOR PEOPLE but by an extremist Islamic religious sect, founded in the year 2002, and which FOUNDER/LEADER [Mohammed Yusuf, a Muslim fundamentalist], WAS EXTRA-JUDICIALLY MURDERED in Maiduguri, capital of North East Bornu State, by the elitist gun-toting Police Mobile operatives in 2009, and whose adherents/disciples vowed to avenge his death! It is 12 years of the group’s heinous/outrageous criminality which has taken international dimension through the military support and funding by the Islamic State of West African Province [ISWAP], and worsened by the unfortunate global Covid-19 Pandemic effects on world economy, that brought import-friendly Nigeria to its knees and still confirmed its very shameful status as the POVERTY CAPITAL OF THE WORLD!

IF ABOUT 80 MILLION POVERTY-STRICKEN NIGERIANS WILL OVERRUN NIGERIA, WILL THERE STILL BE A COUNTRY LEFT FOR AMAECHI AND BUHARI TO GOVERN?
Amaechi was both a high-ranking legislator and governor in Oil-rich Niger Delta Region Rivers State for a total of 16 years and complained bitterly that there was insufficient fund to cater for domestic infrastructures because the region was virtually feeding the entire federation and bitterly yelled that: “ABUJA IS A LIE!”

NO MORE BLAME GAMES PLEASE!
PMB WAS A FORMER MILITARY HEAD OF STATE, AND AMAECHI, A SEASONED ADMINISTRATOR – Did they not prepare for their present occupation for partisan politicking? Were the perennial socio-economic/insecurity challenges strange to them as bona fide citizens of this great country? PORT HARCOURT REFINERY IS DEAD! US$1.5 BILLION CONTRACT IS A SCAM!

It has become very certain that this administration of President Muhammadu Buhari and his All Progressives Congress [APC], mixed multitude of strange bed fellows are more than determined to keep Nigerians and their unborn children in perpetual slavery through financial indebtedness to other nations!

From all available information and data, it is very likely that in the nearest future, the nation might be “re-colonized” by new foreign Masters who would take over all strategic infrastructures in the power, transport, industrial, extractive and manufacturing sectors of the economy if contractual agreements related to their funding through loans were violated or reneged by the Federal Government of Nigeria!

In spite of Nigeria’s current debt profile of N32.9 trillion naira, unemployment rate of 33.3%, a high two-digit inflation figure of 17%, a resultant effect of a record economic downturn due to two waves of Covid-19 pandemic effects, according to Nigeria Bureau of Statistics, the obnoxious, offending and illegal Wednesday gathering of FEC Contract Donors, under the watch of President Muhammadu Buhari, awarded a whooping USD$1.5 dollars [about N575billion naira] to “rehabilitate” the disparaged, moribund and dead 32-year-old Port Harcourt Refinery Company [PHRC]! According to the Minister of State for Petroleum, Timipre Sylva, a part of the awarded sum would be borrowed from Afreximbank, while the rest would be sourced from NNPC and Internally Generated Revenue (IGR), and whereas Mr. President, the substantive Minister of Petroleum, who authorized the amount was well aware that 24% of the 2021 [N13.5trillion or USD $37.7billion], Budget would be spent on DEBT SERVICING!
He said the contract for the rehabilitation was awarded to an Italian Firm, Tecnimont SPA to execute and complete in three phases of 18, 24 and 44 months respectively.
He claimed that the first phase would achieve 90% production level within 18 months but failed to explain why it should take 68 months of further rehab to achieve the remaining 10%!
IF NIGERIA’S IGR COMES FROM NIGER DELTA, THEN, ALL ANNUAL BUDGETS MUST BE SPENT ON THE REGION! YES? NO?
The TRUTH is that there are no refineries to Rehabilitate or for Turn Around Maintenance (TAM)! All the refineries are DEAD and should be dismantled and crushed to produce RODS, FLAT SHEETS AND METALS as raw materials for the National Housing Scheme which is in dire strait and suffering serious deficit challenges!

AN NNPC AUDIT REPORT STATES THAT NIGERIA HAS SPENT ABOUT USD$25 BILLION IN TURN AROUND MAINTENANCE (TAM), OF REFINERIES IN 25 YEARS!
Last year, the Nigerian National Petroleum Corporation (NNPC), Audit Report revealed that three of the nation’s four refineries recorded N1.64 trillion cumulative losses in their 2014 to 2018 details and that government was determined not to further spend on the facility!
Timipre Sylva in an interview said that although three refineries did not process crude since June 2020, because of REHABILITATION works being carried out on them, a sum of N10.23 billion deficit in expenses was incurred by government because IDLE WORKERS could not be laid off! Below are excerpts from the report:
“There was no associated crude plus freight cost for the three refineries since there was no production but operational expenses which amounted to N10.27billion. This resulted in an operating deficit of N10.23 billion by the refineries” “The combined losses from Port Harcourt and Kaduna Refineries were N208.6 billion naira in 2014; N252.8billion in 2015; N290.6 billion in 2016; N412 billion, in 2017 and N475 billion in 2018!”
The 2020 Report concluded that since the refineries operated at ZERO CAPACITY, NNPC HAD SHUT DOWN THE FACILITIES and would adopt the Build Operate and Transfer (BOT), model to run the refineries!   

QUESTION: From all of the preceding accounts a very glaring SCAM from the seat of power is in the offing! The EFCC MUST as a matter of urgency step in and probe the dubious contract!
THE TAXPAYERS WOULD LIKE TO KNOW HOW TIMIPRE SYLVA COULD HAVE PULLED A WOOL OVER THE PRESIDENT’S EYES TO SECURE THE USD$1.5!
WAS THERE A PUBLIC TENDER? WHO WERE THE OTHER BIDDERS OF THE JUICY CONTRACT?
Was it not time to build NEW REFINERIES TO NIP THIS GLARING CORRUPTION IN THE BUD - even if they had to be MODULAR TYPES – in the SIX GEO-POLITICAL ZONES FOR NOW WHILE THE NATION WAITS PATIENTLY FOR THE DANGOTE REFINERY TO COME ON BOARD IN 2022??

FORMER NIGERIAN MINISTERS STOLE CRUDE OIL!
Below are excerpts of President Buhari’s speech during his visit to the United States in July 2015, which he made to Nigerians In Diaspora Organization (NIDO), members in America and Canada at a parley:
He accused former Nigerian ministers of selling about one million barrels of crude oil per day and of diverting the gains to personal accounts.
He also alleged in the US that “250.000 barrels per day of Nigerian Crude are being stolen and people sell and put the money into individual pockets” adding that the US and other developed countries were assisting Nigeria to trace such accounts.
“We will ask that such accounts to be frozen and prosecute the persons. The amount involved is mind-boggling…we will trace and repatriate such money and use the documents to prosecute them.”
“As Minister of Petroleum, NNPC (i.e. Nigerian National Petroleum Corporation) had only two traceable accounts of payment to the Central Bank of Nigeria (CBN), now everybody is doing anyhow.”
He expressed doubt if fuel subsidy was ever removed; transport, housing and food prices would go out of control and the average worker would suffer untold hardship. Who is subsidizing who? They say “remove subsidy”….they want petrol to cost N500 naira per litre.
“If you are working and subsidy is removed, you can’t control transport and market women, the cost of food, the cost of transport.”
“I will study if there’s need to remove subsidy with my experience and see what I can do.”
He lamented that “corruption in Nigeria has virtually developed into a culture where honest people are abused.”

QUESTIONS: Have the situation changed in the last FIVE years of APC Change Government under the watch of President Buhari, as substantive Petroleum Minister especially with Mr. Timipre Sylva , Swift Silver move?

WHAT MEND DID TO FORCE FEDERAL GOVERNMENT TO SPEND MORE ON NIGER DELTA REGION!
Abduction of expatriates in the employment of foreign oil companies operating in the Niger Delta by militants of Movement for the Emancipation of the Niger Delta [MEND], intensified in 2006, as a ploy to “destroy the capacity” of the Nigerian Government to export oil in addition to economic sabotage, property destruction, theft, guerilla warfare etc, and possess “total control” of the region’s oil wealth!

Their grouse was predicated on illegal exploration/exploitation, environmental degradation/pollution through destruction of all arable/agricultural lands, oil spillage pollution into all rivers, ponds, lakes, streams, creeks, swamps; which devastated the aquaculture habitats without adequate compensation to the masses of the people of the land!  

BUT MENDS was preceded by Movement for the Survival of the Ogoni People and the Ijaw Youth Council, which were open to negotiations and not as violent as MENDS!
Leaders of MENDS - past and present include but not limited to: Henry Okah, who master-minded the bombing at the Eagle Square 2010 Independence Anniversary Commemoration Day, Asari Dokubo, Tompolo, Ateke Tom, Soboma George etc.

PRESIDENTIAL INTERVENTION UNDER UMARU MUSA YAR ‘ARDUA!
The unceasing violent agitations by MENDS throughout ex-president Aremu Obasanjo’s tenure caught the attention of his successor, late President Yar ‘Ardua, who introduced AMNESTY to the militants who surrendered most of their weapons in exchange for MONEY/REHABILITATION which has been forced down the throat of the BUHARI ADMINISTRATION!

NIGER DELTA IS THE GOOSE THAT LAYS THE GOLDEN EGG!
It is on record that since 1975, the Niger Delta Region of Nigeria has accounted for more than 75% of Nigeria’s export earnings in crude oil alone but when combined with natural gas extractions the figure rose to about 97% of the nation’s foreign exchange revenue when flaring reduced from 99-11% in 2010! And for this singular natural endowment, the region was constitutionally allotted 13 % of the revenue oil-producing states retain from taxes on oil and other natural resources according to the derivation formula.
BUT THEN, ARE MINES AND MINERALS, INCLUDING OIL FIELDS, OIL MINING, GEOLOGICAL SURVEYS AND NATURAL GAS NOT THE EXCLUSIVE RESERVES OF THE FEDERAL GOVERNMENT ACCORDING TO THE 1990 CONSTITUTION?

“YOUR BEST IS NOT GOOD ENOUGH”, MR.PRESIDENT!

Let’s call a spade a spade! Nigerian political leaders past and present have consistently shown disdain for the Constitution of the Federal Republic, trampled on the rights of the People from whom they derived all powers and authority to govern and have thrown overboard all democratic principles based on human rights, equity and social justice!

Although Chapter II Sections 13, 14 (1-4), succinctly emphasized that “Sovereignty belongs to the People of Nigeria” whose SECURITY AND WELFARE must be the primary objective of government which should also reflect the principle of Federal Character in the appointment to positions of authority among the diverse people, there had been flagrant abuse of the grundnorm with much impunity!

BUT MR. PRESIDENT SAYS, “WE ARE DOING OUR BEST AND THEY SAY OUR BEST IS NOT GOOD ENOUGH!” [Please find below some of what President Buhari described as his BEST SHOTS!

According to the News Agency of Nigeria, [NAN], President Muhammadu Buhari, assured Nigerians that the abduction of female students from Government Girls Secondary Science School, Jangebe, Zamfara State, on Friday, 26th February, 2021, would be the last to happen! He spoke through leader of a Federal Government’s delegation sent to sympathize with people and government of Zamfara, Hadi Sirika, who is also Minister of Aviation. The President said new measures had been developed by the Federal Government which would bring a complete end to all forms of criminality in the nation! The official figure of Jangebe 279 students were released on 2nd March, 2021, after successful negotiations with government and were hardly re-united with their families when the bandits struck again at Kaduna and Uromi in Edo State simultaneously, less than two weeks of the President’s declaration! Contrary to his assurances about 30 Students of the Federal College of Forestry Mechanization, Kaduna North West, very close to the State Capital were abducted early Friday 12th March, 2021, and earlier on Wednesday night, 10th March, 2021, at Uromi, Esan North East LGA, Edo State, suspected gunmen abducted one teacher and two students at a specialized higher institution, National Institute of Construction Technology!
NSA SAYS ARMS MONEY WAS MISSING UNDER EX-SERVICE CHIEFS! Judging by the level of institutional impunity of government at the Federal level, the most recent Nigeria’s ex-service were reluctantly relieved of their positions by retired Major General Muhammadu Buhari, at his own pleasure without any respect to over 36 months of massive demands by OVER 80% of the People who voted him to the transient position! BUT THE PEOPLE have been vindicated by the National Security Adviser [NSA], who claimed recently that Arms Money was missing under the ex-service chiefs who overstayed their welcome when he said “…..some funds meant for the  purchase of arms got missing under the leadership of the ex-service chiefs.”The NSA was quoted to have disclosed during an interview with BBC Hausa that ….. “funds running into billions of naira meant for the procurement of arms and ammunition under the past service chiefs were unaccounted for”! “No one knows what happened to the money but by God’s grace, the president will investigate to find out whether the money was spent and where the arms went. “It is not that we are not working to end the security challenge in the country. The president has done his own part and allocated huge amount of money to purchase weapons but they are yet to be here. We don’t know where they are. “I am not saying that the past service chiefs have diverted the money, but presently we don’t know where the money is.”

COMMENTS:

IF THAT WAS NOT AN INDICTMENT ON PRESIDENT BUHARI’S WAR AGAINST CORRUPTION……?

Ex-President Ebele Jonathan’s NSA, retired Colonel Sambo Dasuki Gate US$2.2 Billion dollars Arms deal still undergoing legal prosecution is inconclusive and now this!

Having been rattled for his undiplomatic disposition, NSA Babagana Monguno, has made a U-Turn that he had been quoted out of context! According to a statement from his office on Friday 12th March, 2021, he did not “categorically say that funds meant for arms procurement were missing under the watch of former service chiefs”.

He only said that President Buhari was committed to deal decisively with insecurity and provide arms,  equipment including all necessary support to the Armed Forces but that procurement orders were either inadequate or yet to be delivered and that did not imply that the funds were misappropriated!

QUESTION: What about the ONE BILLION US DOLLARS ARMS FUND approved by Senate for weapons purchases from the United States in April 2018?

BREAKING NEWS: President Buhari on 10th March gave marching orders to the new service chiefs to end Boko Haram insurgency within the next SIX WEEKS! He also ordered security operatives to “shoot at sight”, anyone caught with possession of AK 47 RIFLES illegally while addressing some traditional rulers who paid him a courtesy call the State House recently!

“DON’T BE COWARDS, DEFEND YOURSELVES AGAINST BANDITS!” BUT Minister of Defense Bashir Magashi, while addressing journalists at the National Assembly Complex on 17th February, 2021, had said that victims of banditry should resist such attacks and let the criminals know that “even the villagers have the competency and capability to defend themselves”, while responding to a question on the growing security challenges of bandit attacks across the north. Magashi believed that security challenge should be the responsibility of both the military and the people and asserted that at times the bandits usually attacked with “about three rounds of ammunition” and added that those attacked should stand and fight back!

QUESTION: Did he retract his outrageous suggestions that citizens should fight bandits armed with AK 47 Rifles with bows, arrows or cudgels or would he supply arms and ammunition to the people for their defense

IS FEDERAL GOVERNMENT RENEGING ON N30.000 MINIMUM WAGE? LEGISLATIVE BILL TO AMEND CONSTITUTION IN MOTION! President Buhari signed into law on 18th April, 2019, the national minimum wage of thirty thousand naira (N30,000.00), for Nigerian workers. Many States have been paying the minimal wage since it became an Act of Parliament while some were still disputing the sum in question! In February, 2021, one Hon. Garba Datti Muhammad, [All Progressives Congress, Kaduna], proposed a bill which has scaled second reading at the House of Representatives to transfer the matter of minimum wage from Exclusive to Concurrent Legislative List so that State Governors might continue to pay peanuts to their WORKFORCE while they continue to enjoy fat salaries/allowances including billions of naira in SECURITY VOTES which they have never accounted for! The Nigerian Labour Congress [NLC], President and his team have moved against the National Assembly and vowed to stop its progress during PUBLIC HEARING! The bill will DEFINITELY NOT see the light of the day because of the massive opposition against it by ALL WELL-MEANING NIGERIANS! 

FUEL HIKE FROM N165.00 TO N200.12K IN MARCH 2021! Panic purchase of Premium Motor Spirit [PMS], or Petrol, persisted for about 10 days in March following rumor of an impending increase in Filling Station pump price and by Friday 12th March, 2021, some greedy petroleum marketers sold for an official Petroleum Products Pricing Agency Pipeline [PPPRA], new price of N200.12k which was published on its website! However, Minister of State for Petroleum has reversed PPPRA notice which prominently dominated website, apologized to Nigerians for the mix up and promised that government would deal with any marketer selling beyond N165.00 naira!

COMMENTS: The Nigerian National Petroleum Corporation [NNPC], is the sole importer of refined petroleum products; a move supposedly and deliberately aimed at deceiving Nigerians that SUBSIDY on the crude oil products was totally abolished – as it was not reflected in the 2021 Budget Appropriation!

BUT IS THE SUBSIDY TRULY SCRAPPED? All hidden agenda by this administration to further impoverish the Citizens will be exposed and resisted!

PRESIDENCY 2023 IS YOUR INHERITANCE – MISS OUT AND BE DOOMED!

Stowaway was a common phenomenon mostly among youths who were passionate for greener pastures in the educational field across the world between the early twenties and late sixties!

A stowaway is a hidden passenger travelling on a bus, train, ship, aircraft, cargo truck, or haulage trailer, etc, for the purpose of evading fares!
Youths resorted to stowaway when they lacked requisite financial resources but allowed consuming ambitions to becloud their reasonableness and subsequently ended up as illegal immigrants in foreign countries – although in most cases, they were usually discovered dead on arrival!

LATE DR. NNAMDI AZIKIWE, the first indigenous Governor- General of Nigeria at independence and later the first President in 1963 when the nation attained Republican status, was a boat stowaway in his teens from the Lagos Port as a determined youth very desperate to study in the United States of America!
His dream was however aborted when he and two others were discovered in the course of the journey and were cast off at Sekondi, Gold Coast. [now Ghana], where he did menial jobs before returning to Nigeria.

In 1925 and with assistance from his civil servant father, young Azikiwe eventually travelled through legitimate channels, obtained good education up to the doctorate in Political Science and Anthropology and finally returned to Nigeria in 1937!

STOWAWAY IS NO LONGER IN VOGUE AMONG 21ST CENTURY NIGERIAN YOUTHS!

With the outbreak of the Covid-19 Pandemic in January 2019 across 202 countries of the world, Nigerians in the Diaspora, most of whom were illegal immigrants requested to be repatriated and returned to their fatherland in their thousands with testimonies that they was no place like HOME!

FOUR CATEGORIES OF YOUTHS had existed since neo-colonialist politicians took over from the British Masters in 1960:
Youths who study/groomed/polished at home and only travel abroad for international exposure BUT returned home to enhance the Human Capital, build the hydro/thermal dams and stations, industrial, manufacturing, agricultural sectors, the civil service, bureaucracy; etc.
Those who legitimately travelled abroad to enhance their destinies through quality education, returned home to contribute their quota to political and socio-economic growth;
The unscrupulous, lazy and slothful group who believe only in the get-rich-quick-mania syndrome and therefore engage in the illicit business of consuming/selling hard drugs, engaging in cyber crimes/illicit financial flows, human trafficking etc., AND,
The bitter/angry/jobless ones who would rather stay back in the country and take their pound of flesh on the politicians and by extension on the larger society, for failure to provide them with the basic amenities of life – especially sound education/employment! Now, the nation is devastated by the FRANKENSTEIN MONSTERS called Boko Haram terrorists, cattle rustlers, bandits, highway kidnappers, Fulani Herders carrying AK 47 Rifles for “protection” in public spaces, armed thugs who specialize in election malpractices, burglars, pick pockets etc.!

TASKS BEFORE NIGERIA’S 21ST CENTURY YOUTHS: STATE OF THE NATION: 1999-2021!

From 29th May, 1999, ex-President Aremu Obasanjo left no one in doubt the direction to which he was navigating the ship of the nation.
He surrounded himself with his cronies and the looting of the treasury continued unabated but claimed that he was instrumental to eradication of poverty and a sustainable economy through debt-forgiveness bargain with the Paris-London Club, whereas the so-called debts were majorly accumulated from previous military administrations!
Failure to achieve a “Third Term” through the back door, Obasanjo resorted to a do-or-die campaign slogan in 2007, and surreptitiously handed to the team of ex-presidents Umaru Yar’Ardua and Ebele Jonathan, concluded the 16 years of the most-insecure and corruptible years in Nigerian history under the watch of consecutive Peoples Democratic Party [PDP], governments!

BUHARI FAILED TO EFFECT THE CHANGE!

Initially, Nigerians strongly believed that President Buhari would perform the miracle to salvage Nigeria from the self-inflicted decadence in all spheres of governance – political, socio-economic, religious, ethnic, tribal, tradition etc,!
But alas, like his elder brother Aremu, he also surrounded himself with mediocre teams who could not tell him the TRUTH that he had retrogressed through unfulfilled campaign promises to destroy terrorism by eliminate insurgency, totally eradicate corruption and simultaneously improve and enhance all areas of the economy through injection of dedicated funds and create employment opportunities for all able-bodied citizens!

“The Needs Of The Average Nigerian To Survival.”[ Excerpts from Page 3 of Zion B-BC Newsletter, Edition 373 of 4th October, 2020.]
“The NEEDS of the average Nigerian for survival are very minimal if a RIGHTEOUS GOVERNMENT is in place:
*He needs a good job and a living wage, and in the alternative to be allotted with a moderate piece of land in his name to cultivate for all-year-round farming livelihood; a good shelter over his head, adequate security for himself and his family, constant electricity to power his machines, (grinding machines, motor bikes, “keke napep” “kabu-kabu taxis”, free education for his children from primary to Senior Secondary, good health care system for his family, flexible investment opportunities etc, etc,

With a conservative package such as mentioned above, the average citizen of Nigeria will dwell in peace without any form of agitation, will be law-abiding, will perform all civic duties without hesitation or coercion and would never engage in any form of confrontation!

HOW MUCH WILL IT COST THE NIGERIAN FEDERAL GOVERNMENT TO PAMPER ITS CITIZENS?

Blockage of all wastefulness in the very unpopular Presidential System and a quick reversal to the Parliamentary which was aborted by the military shortly after independence.

Immediate move by Buhari Administration to close down the SENATE and pruning of the House of Representatives 360 members to 74!

Ministerial appointments to be limited to ONE per State and one for the Federal Capital Territory!
Employment opportunities for tertiary institution graduates and all able-bodied men/women to be engage in the various cadres of the Small and Medium Scale Industries. Others to be absorbed by the Private Sector as government restores industrialization through massive manufacturing/production and Exportation of FINISHED PRODUCTS; (there are 35 mineral deposits across the 36 States and the FCT.)

Continuous diversification to Agriculture, Mineral Extraction, Entertainment, Tourism, Film Industry, Information/Communication Technology, etc, etc,.
Re-organisation of the electoral process through necessary amendments to the ELECTORAL ACT, 2010!
Introduction of ELECTRONIC VOTING by 2023, in view of recent progress achieved by Independent National Electoral Commission (INEC), in the electronic transmission of results from polling to collation centers in the recently concluded EDO GOVERNORSHIP ELECTION!

Re-furbish the existing refineries through OPEN transparent biddings, encourage the construction of new MODULAR REFINERIES through private sector incentives; re-visit the recent WATER REGULATION BILL to favor all stake holders and douse all areas of tension!

Total extermination of CORRUPTION from the polity, assuring all ACTIVISTS and PRESSURE groups that all forms of nepotism in government circles are eschewed to pacify the IPOB, MASSOB, OHAN’NEZE, O’ODUA, REVOLUTION NOW, etc, etc, “PAPER ALL CRACKS IN THE POLITY AND HEAL ALL THE AGGRIEVED”, then and only then can the current administration gain the co-operation of all and sundry for peace to reign supreme!

As a matter of urgency, creation of STATE POLICE for the 36 States of the Federation should occupy the front burner of President Buhari’s agenda for urgent execution.”

NO MORE STREET PROTESTS, TAKE OVER IN 2023 IN PEACE!

It will take just one bold, passionate, patriotic and devoted YOUNG NIGERIAN to turn the scale around and end the vicious circle of all forms of insecurity, insurgency, terrorism, brigandage, crime, criminalities, lawlessness, institutional impunity, corruption, annual budget padding, “execution” of unconstitutional constituency projects by legislators, acrimony, poverty, nepotism, tribalism, ethnic agenda, institutional indebtedness, wastages and all forms of social malaise that had bedeviled Nigeria from independence till date!   

QUESTION: “Was it not high time you redeemed the covenant between you and President Muhammadu Buhari, who told you in desperation for a second term before the whole world, that you should support him and then come on board at his departure?
There can be no better time for you to begin your preparation to take over the mantle of leadership in this country once and for all!

POLITICS IS A GAME OF NUMBERS and you have at least 70 per cent of 220million population.
All you need do is to join forces together peacefully as you did during the #EndSars #EndPoliceBrutality Protests in October 2020!”

There are several politicians who served in the Legislative Arm for SIXTEEN CONSECUTIVE YEARS, (1999-2015), and are still serving in the present Change administration as if they were the proverbial "one-eyed person in a community of blind people"! For decorum and moral consideration, such persons should have given opportunity to others after two tenures at least, since they did not possibly possess the monopoly of knowledge and wisdom; but this is the political scenario that is playing out in Nigeria presently!

YOUTHS SHOULD SUPPORT ADVOCACY FOR UNICAMERAL LEGISLATURE FROM 2023!

We on this platform have consistently advocated that President Buhari should, without further delay call for a REFERENDUM TO SHUT DOWN THE SENATE AND REDUCE THE HOUSE OF REPRESENTATIVES MEMBERS FROM 360 TO 74!

Nigeria can now boast of a band of articulate, empowered, resourceful, unified, cohesive, focused, ebullient, bonded and freshly branded YOUTHS rising from the ashes of 60 years of deliberate neglect, abandonment, disorientation, manipulation and disenfranchisement of all inalienable human rights to assume positions of authority!

ABDULRASHEED BAWA IS A PRODUCT OF INSTITUTIONAL CORRUPTION!

The slogan #The Young Shall Grow”, subsequently metamorphosed into an Act of Parliament christened “Not-Too-Young-To-Rule” in Nigeria when the President appended his signature to a National Assembly Bill which had scaled through all legal processes on 31st May 2018.

There is no doubt that the just appointed 40-year-old Chairman of the Economic and Financial Crime Commission [EFCC], is a beneficiary of the youth-friendly Act which has enjoyed massive support from among over 60 per cent of the nation’s population!

BUT, did President Buhari’s Administration follow “due process” in the appointment of the young man into the exalted, sensitive and controversial office? The answer is NO!

REASONS:
Abdulrasheed is a product of political manipulation and sole candidate of Abubakar Malami, Minister of Justice and Attorney General of the Federation who ensured that former head of the agency, Ibrahim Magu was brushed aside, maligned and eventually removed to pave way for the young man who hails from Kebbi, Malami’s State of origin!
The Minister of Justice during his first term in Buhari’s cabinet tried frantically to subject Magu under his supervision in order to pick and choose who to prosecute or set free through “nolle prosequi”, though Magu usually reported directly to Mr. President!!
He was able to subtly garner opposition against Magu from within and without to punish him for his stubbornness! On two different occasions the DSS wrote negative reports against him while the Senate applied those reports to reject his confirmation until  Abdulrasheed, his subordinate and level 13 officer  was appointed through accelerated promotions and confirmed to the substantive position which was deliberately made elusive to Magu who acted from 2015-2020!
To get Abdulrasheed into the saddle, Magu MUST give way; so the Attorney General concocted 22 allegations of impropriety, flagrant abuse of public office, corruption, graft, insubordination and other infractions, which the accused officer should defend before retired Justice Ayo Salami’s seven-man Presidential Probe Panel set up 3rd July, 2020!The Panel was charged to investigate all allegations and submit its report - with an extension window – by Friday 20th November, 2020!Although President Buhari was yet to publish a White Paper on the panel’s report as at the close of February, 2021, Magu who was promoted to the rank of Commissioner of Police in 2018, was treated with levity and ignominy in order to make him irrelevant and subtly pave way for a new choice, Abdulrasheed Bawa!

ABDULRASHEED GOT THE PLUM JOB ON A PLATTER OF GOLD MORE OR LESS!

It is very instructive and pertinent to state here again as We have done in the past that Nigerian Youths just like their Women counterpart were never marginalized in the scheme of politicking or political appointments during the colonial period, and neither at independence nor post-independence military periods of nation-building; most times they always hoped for special favours instead of competitiveness!
Abdulrasheed’s tour of 16 years stemmed from his training as one of the pioneer cadet officers of Course One 2005, EFCC Academy, without the benefit of police training background though the agency is an off-shoot of the Nigerian Police Force!

He had to his credit, vast experience in investigation and prosecution of bank fraud, money laundering, advance fee fraud, official corruption including all manner of economic and financial crimes etc, etc.

We are not unaware of the fact that government’s move to appoint and confirm his appointment was not unconnected with Justice Ayo Salami’s recommendation that the anti-graft agency should be severed from the tradition of POLICE headship!
Abdulrasheed was able to scale all hurdles in spite of petitions from several quarters, opposition at the Senate Chambers because decision to appoint him was already made at the highest level of government which normally threw FEDERAL CHARACTER to the winds!

WAS ABDULRASHEED QUALIFIED FOR THE JOB?

YES, he was – with Bachelors of Science (second class upper), in Economics and Master’s degrees in International Affairs/Diplomacy in his kitty! Was he the most senior or most qualified? NO! Mohammed Umar who had acted since Magu was suspended, was not even considered! Did he convince the Senators who confirmed his appointment on Wednesday 24th February, 2021? YES, he convinced about 15 out of 109! Did he defend the accusations that he sold “properties that were seized during his tenure as zonal head of EFCC’s Port-Harcourt Office?” YES! He said he had a good relationship with his predecessors according to reports!

“JUSTICE SALAMI HAS NO MORAL JUSTIFICATION TO INDICT IBRAHIM MAGU!”
“Without diminishing from facts and figures of successfully prosecuted corruption cases/financial crimes and several breakthroughs of recovered looted treasury funds by the Economic and Financial Crimes Commission [EFCC], from 2015- 2020, it is obvious that President Buhari’s “war against corruption” would have been a mirage!
Ibrahim Magu (now a Commissioner of Police), who was appointed as EFCC’s Chairman by the President in acting capacity on from 9th November 2015, until his suspension on 7th July, 2020, worked with his team of detectives to save the dwindling image of the outfit which was established in 2003, by ex-President Aremu Obasanjo to witch-hunt his assumed political enemies!

Magu did not waste time to ruffle the nest of the so-called untouchable politicians including money launderers through massive arrests and swift arraignments before the law courts where he recorded convictions having conducted thorough/professional investigations!
Ibrahim Magu also successfully prosecuted THREE EX-GOVERNORS and many influential politicians who were convicted and sentenced to various prison terms, according to the law, but the presidential request for the crime buster’s confirmation as substantive chairman was rejected twice by the 8th Senate, headed by ‘Bukola Saraki, who was on trial for corruption charges proffered against him by ICPC, because he (Magu), had stepped on several toes!

MAGU’S EXPECTATION FOR CONFIRMATION FAILED BECAUSE HE REFUSED TO PLAY BALL!

Magu had the unusual privilege of reporting directly to Mr. President throughout his first term and would have gotten his confirmation on a platter of gold in the second term but for the Minister of Justice and Attorney General of the Federation, Abubakar Malami, who believed that the EFCC Head should report directly and take instructions from him in order to block his access to the President and surreptitiously delay urgent operational activities!
Following several clashes and disagreements between the duo the bubble burst, grapes turned sour and the Minister wielded the big stick for out of the blues, 22 allegations of impropriety were brought against the highly professional, devoted and diligent Magu!

He was promptly arrested, detained, suspended and ordered to be investigated by President Buhari, his erstwhile benefactor who was hoodwinked by Malami to inaugurate a seven-man probe panel on 3rd July, 2020, which he (president), charged to investigate all allegations and submit its report within a period of 45 days ( which terminated, 17th August, 2020), but further extended to Friday, 20th November, 2020,  (94 days behind schedule), following a presidential approval for an extension due to volume of work!

Other members of the panel are Mike Ogbizi-(Deputy Inspector General of Police), Hassan Abdullahi-( Department of State Security-DSS), Douglas Ekwueme- (Nigerian Financial Intelligence Unit -NFIU), Mallam Shamsudeen- (Office of the Accountant-General of the Federation), Mohammed Abubakar- (Federal Ministry of Justice), Kazeem Atilebi- (Civil Society Organizations).

IBRAHIM MAGU REPLIED TO ALL TWENTY-TWO ALLEGATIONS WITH COMPREHENSIVE/DETAILED/ACCURATE ANALYSIS AND CONCLUDED AS FOLLOWS.

5.0 CONCLUSION
5.1 My Lord and Gentlemen, all my actions are documented and follow the prescribed procedures with necessary approvals. I am innocent. I have served my country to the best of my abilities with all sense of responsibility and integrity.
5.2 The records of achievements to the glory of God and this administration are there for all to see. I respectfully invite the panel to note the Stellar and unprecedented achievements of the EFCC under my watch as the Acting Chairman. A list of some of the achievements is the attached Annexure 1.
5.3 In the context of these achievements, my plea to the panel is to consider these achievements in strengthening my innocence.
5.4 I recall that President Muhammadu Buhari had in a letter sent to the Senate in 2017 through the then Secretary to the Government of the Federation (SGF) Babachir Lawal, cleared me of all allegations of corruption and misconduct, based on the report of the current HAGF Abubakar Malami SAN. A copy of the letter is in the custody of the HAGF and the 8th Senate for ease of reference.
5.5 I intend to furnish additional materials on what, in my opinion precipitated these baseless allegations in spite of the stellar achievements on anti-corruption of the President Buhari administration with my modest contributions. This will be forwarded to this distinguished panel as an ADDENDUM.
5.6 My Lord, Gentlemen, please accept my best personal regards and thank you for service to country.
It is very glaring that Mr. Malami was very vindictive in all of his frivolous accusations against Magu who vehemently refused to be a PUPPET under his Ministry, a lap dog or his master’s voice who can be manipulated at the whims and caprices of a very ambitious Malami whose hidden skeletons would sooner or later be exposed to the whole world!”

EFCC SHOULD BE ADEQUATELY FUNDED TO ACHIEVE BETTER RESULTS;  INSULATED FROM NEPOTISTIC INTERFERENCES AND INDEPENDENT OF ALL FORMS OF OFFICIAL MEDDLESOMENESS IF THE ANTI-GRAFT WAR MUST BE CONVINCINGLY WON!

Above all, Ibrahim Magu who is now 58 years MUST not be further humiliated or molested considering that he had served his country meritoriously. He joined the Nigerian Police Force in 1990 and will turn 60 years on 5th May, 2022! President Buhari should not sow a seed of discord in EFCC as the Chief Crusader against corruption!

BREAKING NEWS- (1): “About 300 girl students of the Government Girls Secondary School in Jangebe town, Talata Mafara LGA, with pick-up vehicles and motorcycles between 01-05am on Friday 26th February, 2021!” In our last publication [ Page 3 of Edition 393, 21st February, 2021, titled, “NIGERIA WTO VICTORY TURNED SOUR WITH KAGARA KIDNAP!”], We asked a pertinent question, “WHICH BOARDING SCHOOL IS NEXT IN THE LINE OF ABDUCTION?”  Kagara Kidnap was just TEN days old when the bandits struck again!

Nigerian bandits are sadistic killjoys! While the whole world rejoices that Nigeria has produced the very first female Director General of the prestigious UN World Trade Organization (WTO), those criminal delinquents struck early Wednesday, 17th February , 2021, to disrupt Western Education at the Government Secondary School [GSS], Kagara, Niger State!

They succeeded in abducting some teachers, an unspecified number of students and ferried them to, unknown destination!

This latest affront has further proved governments ineptitude to handle the holistic protection of citizens at all levels because the abduction of boarding school students have now become a recurring decimal considering the frequency [especially in the Northern States], and whereas, the Federal Government on whose shoulder rests the entire spectrum of the nation’s security architecture always claimed it “was doing its best”!

BUT contrary to such claims – even by the Commander-In-Chief - glaring derelictions, policy somersaults, lack of co-ordination between security agencies at the highest levels of command, operational discrepancies and outright mismanagement, of authentic, credible and reliable free citizens information from patriotic Nigerians, have remained the bane to meaningful operational success!

WE HAVE NOTICED A LABYRINTH OF OFFICIAL COLLUSION IN ALL OF THE ABDUCTIONS!

Beginning with CHIBOK, ex-president Ebele Jonathan, dismissed with a wave of the hand the breaking news report of 14/15 April, 2014  that  over 276 girl students of the girls secondary school were abducted by militant Islamic Boko Haram terrorists! In a recorded statement he said that the news was, “politically-motivated by the opposition to embarrass his administration” until he was proved wrong by ugly unfolding events! Comments: In spite of the campaign promises of his successor [President Muhammadu], to “bring back the girls”, over 100 of them are yet to be re-united with their families till date!
DAPCHI: One hundred and ten [110], students of the Government Girls Science and Technical College, Yobe  [GGSTC], abducted on 19th February, 2018, were rescued without payment of ransom, except for Leah Sharibu , a Christian who refused to renounce her faith, within few days of their abduction and has remained in the custody of Boko Haram terrorists for over two years? Comments: In all of these months, Federal and Yobe  State Governments are still making “frantic efforts” to actualize her release without success according to official sources though rumor has it that she was already a nursing mother having been married off to one of the bandits!
KANKARA: Bandits struck in Kankara, Katsina State, and abducted 350 boys out of about 800 boarding house residents of the Government Science Secondary on Friday 11th December, 2020, when President Buhari decided to visit his state on an official duty and succeeded to embarrass him and his overstretched, disoriented/disorganized security outfits! Comments: The cattle herders association MACBAN – which is an offshoot of Boko Haram terrorism – was engaged by the Federal/Katsina State Governments as official NEGOTIATOR and within Five days on Thursday 17th December, 2020, all the children were released “without payment of ransom” according to the Katsina State Governor!

KAGARA ABDUCTION - ONE TOO MANY!

It was officially confirmed that 42 people including 27 students of  Kagara Science College, were in fact abducted on the fateful day when the bandits overwhelm the “school’s security detail” according to Governor Abubakar Sani Bello.
At a news conference, he expatiated that twenty-seven students, three staff and 12 members of their families were kidnapped while one student was unfortunately shot dead!
President Muhammadu Buhari was reported to have dispatched security chiefs as usual “to co-ordinate rescue operation” and gave assurance that terrorism and banditry would be defeated according to spokesman Shehu Garba.
The Nigerian Army said it was working with the Department of State Security [DSS], to reinforce security in Kagara and pursue the abductors!

From the onset Boko Haram Islamic terrorists showed disdain for Western education and had been attacking educational facilities, especially when secondary schools students in the Northern States were included in their abduction package, government and its security operative apparatuses knew very well that with each successful outing those scoundrels would always return for bigger hauls?

WAS RANSOM PAID TO BANDITS DURING NEGOTIATIONS?

Your guess is good as ours! But for how long will Nigerian leaders subject innocent adolescents to inhuman treatments in their desperation to always squeeze illicit monies out of the system, whether the minors survived or perished!
WHICH BOARDING SCHOOL IS NEXT IN THE LINE OF ABDUCTION?

Where is the position of the “Safe School Initiative” [SSI], introduced by the Federal Government in November 2014, after the Chibok shocking abduction to prevent future occurrences in all of the preceding scenarios?
Why were the Boarding facilities not suspended or cancelled to forestall continuous abduction of school children?

From all indications, was the retention of the boarding system not a deliberate ploy to continue to prosper illicitly in naira and dollars by the syndicates of officials and bandits?

During ex-president Ebele Jonathan’s tenure, SCHOOL CHILDREN WERE ATTACKED BY SUICIDE BOMBERS BUT NOW THEY ARE KIDNAPPED FOR RANSOM! DID BUHARI ADMINISTRATION INHERIT SSI?

Who says that children could not have good education outside of the Boarding House? During the Covid-19 Pandemic lock downs in 2020, were boarding facilities exempted from the national clamp down?

It is gratifying to hear that Niger State Government has directed the immediate closure of all boarding schools in Rafi, Munya, Shiroro and Mariga Local Government Areas as a result of the insecurity situation in the Area.

Excerpts of our publication, Edition 66 of 16th November, 2014, on SSI are reproduced below:
“THE SAFE SCHOOL INITIATIVE [SSI]:  DESERVES MAXIMUM SECURITY!

The rate at which Nigerian school children are being eliminated by Boko Haram bombs should be of great concern to all genuine citizens, who believe in the divine law of succession which emphasizes that the young would grow to succeed their forebears!

The right to life and the dignity of the human person should always take priority of place with every serious administration as no government can function without its Human Capital assets and desperate measures MUST be employed to save these future leaders and endangered species at all cost!

Chapter IV, Section 33(1) of the 1999 Nigerian Constitution states that every person has a right to life, and no one shall be deprived intentionally of his life, save in the execution of the sentence of a court in respect of a criminal offence of which he has been found guilty in Nigeria.

NB: Had security measures been in place on 10th November 2014, at the Government Comprehensive Senior Science Secondary School, Potiskum, Yobe State, only the suicide bomber who attacked the facility would have died instead of the 47 who died with 79 others fatally injured!

Also in Yobe State on February 25, 2014, 59 boys of the Federal Government College of Buni Yadi would not have been burnt to death at night while they slept in their boarding apartments when their apartments were set on fire by terrorists!

THE SAFE SCHOOL INITIATIVE (SSI), was launched with an initial $10million US dollars in response to the growing number of attacks on the right to education in the North East States and in solidarity the Federal government agreed to match the amount with an additional $10million, in a meeting between President Jonathan and the UN Special Envoy for Global Education.
One hundred ($100million US dollars), is set target for the SSI to which more funds would be raised according to the Envoy who promised his assistance.

This joint effort on the protection of the right to learn in Nigeria is based on best practices from global standards which emphasizes that Safe Schools must be prioritized for continuity in education, even in HIGH RISK AREAS!”

COMMENTS: THE SAFE SCHOOL INITIATIVE SEEMS TO BE A PAPER TIGER & A FRAUD! Where is the initial USD$20 million dollars contributed for the scheme? PRESIDENT BUHARI SHOULD SPEAK UP IF HE INHERITED THE MONEY AND EXPLAIN HOW IT HAD BEEN DISBURSED!

COMMUNITY POLICING is sheer PROPAGANDA! Rural schools lack any form of security protection since most of them are neither fenced nor patrolled by policemen! How many schools employ CCTV cameras to monitor their classrooms or surroundings? How many of the staff know what steps to take in an ABDUCTION emergency? Are school Head teachers and staff connected to POLICE EMERGENCY OPERATION ROOMS AND HOT LINES?

Are Parents Teachers Associations [PTAs], in existence in all schools to strategize on security issues and liaise with law enforcement agencies on how to forestall all forms of crimes and criminalities – especially kidnappings of their wards?
The answer to all of the above is NEGATIVE and all of the blames should be heaped at the DOOR STEPS OF THE FEDERAL AND STATE GOVERNMENTS which have failed in their constitutional responsibilities in spite of the billions of SECURITY VOTES AT THEIR DISPOSAL!!  

I’M A TRADE EXPERT SAYS OKONJO-IWEALA!

In spite of Trump Administration’s opposition to her appointment as DG WTO, it is gratifying that President Joe Biden wasted no time to give his nod and her only major contender, South Korea’s Trade Minister, Yoo Myung-hee, whom the US earlier supported, had no choice than to honorably step down for Nigeria’s Ngozi-Iweala.
During lobbying for the hotly-contested post, the Nigerian candidate was adjudged as inexperienced in Trade matters, but rose against such insinuation in July 2020, when she flaunted her well-studded resume as (1) A development economist (2) World Bank trade policy reform engagements (3) Trade facilitation as Nigeria’s two-time Finance Minister who coordinated ECOWAS common external tariffs.
“Those who say I don’t have trade are mistaken. I think the qualities I have are even better because I combine development economics with trade knowledge, along with finance, and you need those combination of skills to lead the WTO. I think I have the skills that are needed. I am a trade person.”

We join to congratulate Nigerians and Dr. Mrs. Ngozi Okonjo-Iweala for the laudable international achievement and trust that she would match word with action to ensure that Nigeria benefited tremendously from the WTO under her watch, NOW THAT THE NATION JUST EXITED THE 2020 LAST QUARTER ECONOMIC RECESSION IN THE FIRST QUARTER [MID-FEBRUARY], OF 2021!

MUST NIGERIA GO THE SOMALIA WAY?

In his fourth and last desperate attempt to mount the saddle of Nigeria’s plum seat as a civilian president of Nigeria, retired Major Muhammadu Buhari, one time military head of state, was quoted to have said in an interview that he would want to protect the country from sliding into “a State of Somalia”!
Somalia is a sovereign easternmost country in the Horn of Africa bordered by Ethiopia to the West, Djibouti to the northwest the Gulf of Aden to the north, the Indian Ocean to the East and Kenya to the southwest. This country, endowed with the longest coastline on Africa’s mainland with a population of just 14.065 million people and total area of 637,657 square kilometers, is adjudged the most FAILED STATE in the world according to the annual ranking by Foreign Policy and The Global Fund for Peace!

Although, proclaimed as “The Republic of Somaliland” in May 1991, (in consideration to an understanding between British and Italian Trust Territory of 1960), Somalia which controls about one quarter of its land mass, had not received international recognition as of July 2020 and its government not in control of the small space as of September of last year – most especially due to an ongoing presidential election!
Somali is well known as the home country of the pirates who terrorize the key trade waters near the Horn of Africa and reputed to be worse than DR Congo, Sudan, South Sudan Chad, Yemen and Afghanistan and has topped the list of the most failed states every year since 2008!
Violence is rampant, with tribal factions, war overlords, military elements from Somalia and abroad and Islamic extremists constantly doing battle!

IS NIGERIA GRADUALLY BECOMING A FAILED STATE ACCORDING TO CRITICS OF BUHARI’S GOVERNMENT?

Following public outcry over the spate of insecurity across Nigeria and the intensification of crimes and criminalities through escalation of terrorism by Boko Haram Islamic insurgency of 11 years, farmers/herders clashes, kidnappings, highway robberies etc, the Federal Government launched a fresh National Security Roadmap Document on Wednesday 4th December, 2019, to revitalize the previous 2014 document which was due for review every five years!

DETAILS OF THE REVISED NATIONAL SECURITY STRATEGY 2019 AS PUBLISHED IN OUR EDITION 330TH OF 8TH DECEMBER, 2019.

“According to the President, who vowed to further enhance social security, the new document was a product of painstaking and rigorous deliberations by relevant stakeholders which was committed to achieving a safer, more secure Nigeria from internal/external threats. He confessed that the plethora of security challenges confronting the nation, especially the insurgency could become the albatross to national development, investment, growth and prosperity and called on all segments of the society/all elements of the national power to embrace and support the new initiative.

The President specifically addressed efforts at ending the insurgency in the North East and laying the foundation for sustainable peace and development in the region, the conflicts between farmers and herders and banditry! He revealed that the document elicited contributions from security, intelligence, law-enforcement agencies, armed forces including, Ministries, Departments and Agencies (MDAs), and the civil society adding that overall security  entailed unity of purpose because it was a “a bottom to top” operation which must not suffer failure at any level!

The National Security Adviser, Babagana Monguno, had disclosed at the occasion of the presidential launch of the Security Document that “ a comprehensive approach to address, POVERTY, HEALTHCARE DELIVERY CHALLENGES AND OUT OF SCHOOL CHILDREN, PARTICULARLY THE ALMAJIRI SYSTEM – were all embedded in the new strategy document!  He stated that the document also captured current and future threats and has proffered appropriate strategy for government to address them holistically – especially, the security implications in respect of out-of-school-children to safeguard the fast-growing population of youths because the issues of poverty and illiteracy were synonymously linked!

OUR COMMENTS: *The Almajiri phenomenon must no longer be treated with kid gloves - it MUST be addressed headlong to avoid another decade of insurgency/terrorism! These innocent children MUST be afforded opportunities of FREE AND COMPULSORY early education –Islamic and Western – simultaneously as provided for in the Constitution of the Federal Republic of Nigeria, 1999,  Chapter II, Section 18, but (“NOT AS AND WHEN PRACTICABLE”), to stimulate their intellectual capabilities from tender ages.

They should also be given opportunities in vocational/technical studies, exposed to land cultivation and basic entrepreneurship at secondary levels. (It is their inalienable right!).
Government should remember that illiterate street youths who were easily manipulated by some Qura’nic religious turncoats formed the nucleus of the Boko Haram terrorists group, which scars have formed indelible marks on the nation’s socio-economic identity. Aggressive pursuit of Internally-Generated Revenues (IGRs), through the combined efforts of Federal and State Governments, should occupy the front burner of their economic thrusts while wastages in government through illicit acquisition of wealth at the expense of FREE EDUCATION must cease!

Corruption with impunity should be discouraged as righteous leaders take the lead from henceforth! It is common global knowledge that eradicating poverty in all its forms had been the greatest challenge that faced Africa which accounts for 80% of the people living in extreme poverty and that in spite of efforts by the United Nations and international donor agencies to redress the ugly situation through the platforms of Millennium Development Goals (MDGs, 2000-2015), and Sustainable Development Goals (SDGs, 2015-2030), no nation could boast of having achieved 3% success in that direction – though the social goals were quite honorable and achievable! Nigeria must not allow the World Bank/IMF predictions come true by quickly taking the above analyzed intervention steps, very seriously and religiously.

BUHARI WILL TAKE 100 MILLION NIGERIANS OUT OF POVERTY IN 10YEARS?

In October 2019, President Buhari, in anticipation of the security blue-print, promised to take 10 million Nigerians annually from poverty in 10 years; but the idea was greeted with massive disbelief on the social media because he had less than 4 years to end his final term in office!

OUR COMMENTS: We believe that the ambition is practicable if the following drastic measures were implemented: –
Continuous partial land border closure until 2030. If China could do it Nigeria also can! In 1974, there were about 800 million Chinese who lived in poverty but as at 2019, efforts are being intensified by President Xi Jin Ping to remove the less than 20million still in poverty out of that level!
Drastic reduction of civil service/political appointments to cut down on remunerations/allowances, wastages, leakages through annual budget paddings, dubious/questionable contract awards and total cancellation of inexistent CONSTITUENCY PROJECTS for genuine CAPITAL PROJECTS that would benefit the masses!
Upgrade of budget appropriation to the Education Sector to at least 26% of the annual budget in compliance to UNESCO recommendation!
SCRAPPING OF THE NIGERIA SENATE LEGISLATION BEFORE YEAR 2023 AND REDUCTION OF HOUSE OF REPRESENTATIVES LEGISLATORS TO 74 MEMBERS ON PART-TIME BEFORE THE NEXT ELECTIONS!
Judicious compliance with the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), salary Chart for all government employees at all levels!
Complete stoppage of annual humongous SECURITY VOTES (of at least N300 billion per Governor), cancellation of ridiculous SEVERANCE ALLOWANCES, paid to ex-State Governors and recovery of all monies already paid to them!
Implementation of aggressive agricultural/mineral exploitation revolution must be sold to all Nigerians who must be given lands to cultivate to SUSTAIN FOOD SECURITY and opportunities to explore/exploit natural mineral deposits to boost the nation’s foreign reserve!
The Land Use Act (1978), must be reviewed to accommodated all land owners in NON-CADASTRAL AREAS, for them to use their God-given birthright to acquire bank loans for businesses in SMSES to boost the economy!
The Central Bank of Nigeria (CBN), intervention programmes, especially in the agricultural sector and graduate employment opportunities must be strongly supported by the Federal Government in other to actualize the determination to truly get 10 million Nigerians out of poverty annually, since government administration is a continuum! The immediate implementation of all these suggestions will definitely provide multiple funds for the Treasury Single Account (TSA), reduce internal/external borrowings/debt servicing and increase employment opportunities for jobless youths and able-bodied adults!
We advocate that President Buhari will give marching orders for quick implementation! Time and tide waits for no man!”
QUESTION: WHERE IS THAT ALL-IMPORTANT DOCUMENT NOW? IT MUST BE GATHERING DUST IN THE PRESIDENT’S CABINET!
….. Because no significant change in the nation’s security architecture has been noticed in the one year, two-and-a half- months of the launch fanfare – instead, all negative security indices had increased by leaps and bounds because it (document), failed to mention THE ALL-IMPORTANT SECURITY CHALLENGE POSED BY ROAMING COWS AND ARMED FULANI PASTORALISTS!

We have severally suggested that COWS SHOULD BE REMOVED FROM NIGERIAN ROADS AND BE RANCHED OR “RUGA-ED”, because more Nigerians farmers and rural dwellers are being killed for resisting nomad herders cattle from grazing and destroying their farmlands!

THE WORST THREAT TO NATIONAL INSECURITY ARE THE COWS!

Governor Abdulahi Ganduje of Kano State and the Governors Forum are now on the same page that RANCHING OF CATTLE must be adopted by all states of Nigeria where animal husbandry was so desired!
This move must be supported and sponsored by the Federal Government within a very short space of time to avoid further destructions to lives and properties! Aggrieved citizens are poised to resort to self defence because IF FULANI NOMAD HERDSMEN COULD PUBLICLY CARRY AK 47 RIFLES FOR SELF DEFENCE ACCORDING THE BAUCHI STATE GOVERNOR, BALA MOHAMMED, IT WOULD NOT TAKE LONG FOR ALL CITIZENS TO BE ARMED IN DEFENCE OF THEIR TERRITORIES AND EVENTUALLY TURN THE NATION INTO A SOMALIA WHICH PRESIDENT BUHARI VOWED NEVER TO PERMIT!

The President’s integrity is at stake! He should REDEEM his pledge! According to 2020 Global Peace Index, Nigeria is THE SIXTEENTH (16), most dangerous country in the World! MUST Nigeria go the way of SOMALIA? ‘’Better is it that thou shouldest not vow, than that thou shouldest vow and not pay.’’ (Eccl 5:5).

CAN PRESIDENT BUHARI EXTEND HIS OWN TENURE BEYOND 29TH MAY 2023?

Contrary to the 1999 Constitution and the “rule of law” and with a display of brazen executive impunity, President Muhammadu Buhari, on Thursday, 5th February, 2021, extended the tenure of a RETIRED Inspector General of Police, Ibrahim Adamu, [1st February, 1986- 1st February, 2021], for three months!

Though appointed by the President on 15th January, 2019, Adamu attained the mandatory retirement service period of 35 years on 1st February, 2021, and should have processed his retirement papers three months before that date and not after, according to the letters and spirit of the Police Act 2020, but the Minister of Police Affairs, Maigari Dingyadi, was quick to  justify the shameless act without batting an eye lid!
His Press Briefing: “Mr. President has decided that the present IGP Mohammed Adamu will continue to serve as IG for the next three months to allow for a robust and efficient process of appointing a new IGP ...I think this is not unconnected with the desire of Mr. President not only for a smooth handover and ensure that the right officer is being appointed into that position.”

Long before 1st February, 2021, the social media had speculated on likely successors to Adamu assuming that he would naturally bow out at the appointed time; but NAY! He believed he should be an exception to the rule since similar concessions had been made to the Service Chiefs and some other civil servants in past administrations! He strategically waited for the president to return from his home town Daura, Katsina State, to pronounce an extension which he now relishes in spite of its ILLEGALITY!
It is on record that ex-President Aremu Obasanjo extended the tenure of ex-Inspector General, Sunday Ehindero for ONE YEAR, when he tried to pull a stunt for THIRD TERM ELONGATION which died on arrival!

VERY STRONG LEGAL OPINIONS AGAINST THE ADAMU’S EXTENSION!

Senior Advocate of Nigeria (SAN), Mike Ozekhome, described the president’s action as, “unconstitutional, illegal, unlawful, unconscionable, arbitrary, whimsical and capricious” and added that President Buhari usually engaged in fire brigade approach to appoint members of his cabinet!
He quoted Section 7, sub section 6 of the Nigeria Police Act 2020, which states that the IGP shall serve for four years, and Section 18 sub section 8 of the same Act which unambiguously stated that the IG shall retire from office when he would have served for 35 years or he has attained the age of 60 years!

Another SAN, Ebun-Olu Adegboruwa was also reported to have faulted the extension of Adamu’s tenure and described it as “illegal, unconstitutional and runs foul of the law” adding that it defied provisions of Sections 215 (1)(a), and 216 (2), of the 1999 Constitution which deal with appointment and removal of an IGP; and that as presently constituted, the Federal Republic has “no IGP properly so recognised by law”!    
He also referred to Paragraph 27 of the Third Schedule to the 1999 Constitution which also stipulated that, “The Nigeria Police Council shall comprise the following members: the President who shall be the chairman; the governor of each of the federation; the chairman of the Police Service Commission and the Inspector General of Police.”

NEGATIVE EFFECTS OF THE THREE MONTHS EXTENSION!

Question: How many DIGs & AIGs will retire from the Nigerian Police Force between 1st February 2021 and 1st May 2021? Answer: Apart from Adamu, THREE DIGs and TEN AIGs are due to retire on 1st February 2021, with Mohammed Adamu!
QUESTION: Now that Adamu is enjoying Presidential fiat to remain in office of three months extension, what will happen to his course mates?
Answer: They must bow out according to the Police Act and lose forever the opportunity of one of them to have ever become IGP!
Through his arbitrariness, the President has deliberately introduced disaffection, bad blood, rancour, rivalry, hustling, resort to godfather syndrome and destruction of morale among the top echelon of the force with a view to completely erase what is left of the flagging Zeal of the Force following the #End Sars #End police Brutality Youth Protests which occurred under the watch of Adamu who retired from the Nigeria Police Force with effect from 2nd February, 2021!

THE OPPOSITION PDP ALSO CONDEMNED PRESIDENT BUHARI’S UNILATERAL ACTION!

‘Kola Ologbondiyan, Peoples Democratic Party, Publicity Secretary, commented that President Buhari and his Party, All Progressives Congress were laws unto themselves and not respecters of the 1999 Constitution!
HAS PRESIDENT BUHARI BEEN A PRUDENT MANAGER OF CONSTRUCTIVE CRITICISMS THESE FIVE YEARS?
It is our candid opinion that President Buhari has learnt absolutely nothing from genuine criticisms, suggestions, solution from passionate Nigerians who believe in good governance and convinced that only RIGHTEOUSNESS would exalt Nigeria and that INSTITUTIONAL CORRUPTION would always give birth to POVERTY AND CRIMINALITY IN THE NATION!
He is still surrounded by charlatans whose penchant for manipulating the system to their advantage was so perfected that they were always found in the corridors of power of every government!
Only himself and very few others that can be counted on finger tips are bona fide APC members, all others in his cabinet – ministers and advisers – are political prostitutes who have given him nothing but bad image!
President Buhari should know  by now that he had neither “locus standi” to re-appoint, re-absorb nor extend the tenure of the officer in question without recourse to the NIGERIA POLICE COUNCIL which did not play any in the ONE MAN SHOW, but was goaded to “carry go” by his highly-remunerated advisers!
Where were Chief of Staff Ibrahim Gambari and Minister of JUSTICE, Ibrahim Malami in the whole SAGA! HAS the President not cleared the way for another preferred candidate in line with his nepotistic agenda?

OTHER ACTS OF OFFICIAL IMPUNITY BY PRESIDENT BUHARI!

1) In spite of public outcries, President Buhari, retained TIRED AND SPENT Service Chiefs who could not restore peace to Nigeria for over eighteen months after their statutory retirement dates with absolute disregard or respect to THE CITIZENS who suffer degradation and insecurity through atrocities by Boko Haram terrorists and systematically wallow in squalor and abject poverty in the midst of plenty everyday!
2) Mr Idris Ahmed, Accountant-General of the Federation, clocked the retirement civil service age of 60 years in November 2020, but is still being retained by the president in spite of protests by Labour Unions! Labour and Employment Minister, Chris Ngige, says the president’s action was constitutional according to Section 171 of the Constitution of the Federal Republic of Nigeria as amended. He claimed that although that Idris was appointed in June 2015 by the president, re-appointed in June 2019, and although he clocked the retirement age of 60 years in November 2020, President Buhari had the powers under the Constitution to retain him until June 2023 – when he Mr. President would have exited his seat on 29th May, 2023!Section 171, according to the minister also granted powers to the president to extend the tenure of “heads of extra-ministerial departments or agencies, permanent secretaries, secretary to the government of the federation, ambassadors and high commissioners”!
3) The recently retired Commandant General of the  Nigerian Security and Civil Defence Service Corps [NSCDC], Abdulahi Gana, enjoyed a six-month extension of tenure from 17th July, 2020 to January 2021, instead of FIVE years, “to further grow the organization to the standard expected of an international organization like civil defence”, according to spokesman Emmanuel Okeh!
4) Comptroller General, Nigerian Immigration Service Muhammad Babandede, had his service tenure extended for six months alongside his counterparts at the Civil Defence, Correctional, and Fire, Services in 2020 by Minister of Interior, [to whom the President delegated his authority], though they had exceeded the mandatory age limit and number of years of service! Babandede is said to be the longest serving CG of NIS. He joined the Service in June 1985 and has spent 35 years and is still “SERVING”! He hails from Jigawa State!

The tenure of the NCoS Comptroller General, Jafaru Ahmed,  was initially extended by President Buhari for one  year from 21st July, 2019,to 21st July 2020 “due to his track record of pioneering innovative reforms in the prison service”, although he clocked 60 years in 2019 and mandatory 35 years in service in 2020!
He also had his tenure extended for the second time for six months by Interior Minister, Mr. Rauf Aregbesola, [Chairman of all the paramilitary services], for him “to consolidate and implement some key programmes and policies, especially on human rights compliance, infrastructural development and welfare of staff and inmates”! Ahmed was appointed CG on17th May, 2016. And whereas, all of these paramilitary agencies are reeking of fraudulent deals, misappropriation of funds and institutional looting through unremitted funds to the Treasury Single Account [TSA], UNUTILIZED APPROPRIATIONS, AND REVENUES generated by some of them!

From all of the ABOVE, should anyone be surprised that this administration is run by some mediocre who find it very difficult to study their Constitution, all corresponding Acts and Statutes in other to think outside of the box to get things right in a 21st Century World! THERE IS NO NIGERIAN STATE THAT CANNOT PRODUCE EGG-HEADS/CEREBRALS TO FILL ALL AVAILABLE VACANCIES AT THE TOP!
President Buhari should sack all those surrogates who are denting and destroying his image, integrity on a continuous basis, flouting the Constitution and gradually dragging his name into the MUD, with immediate effect! The departure year 2023 is just a stone throw! It is not too late for the President to REVERSE IGP Adamu’s three-month extension!
