Nigerians especially the Niger Delta indigenes deserve a better deal than the clueless economic solutions proffered by the Buhari Administration to solve the 63-year-old all-comers massive robbery in the Petroleum Sector!

They all applauded the President’s victory in 2015 as a civilian leader because of the assumption that he had vast experience to re-order, re-direct, re-invent, re-organize and harness the great potentials of the Oil Industry of the endemic institutional corruption which has been its acclaimed trademark!

He was Military Chairman from 1977-1978 when the Nigerian National Petroleum was created and later Federal Commissioner for Petroleum and Natural Resources when government invested in pipelines and petroleum storage infrastructures and as two term-President (2015-2021), he has jealously kept the Petroleum portfolio under his armpit for closer scrutiny! But in spite of the citizens’ assumptions, the petroleum regime has witnessed its worst hiccups through blatant disregard for accountability and had exposed a brazen penchant for retention of a blank cheque ie, an unspecified percentage of total IGR before remission to the TSA! 

But with the planned incorporation of the NNPC, should Nigerians hope for sanity in the up, middle, and down streams now that the PIA is now assented by Mr. President or the document is another “paper tiger”? 

During Ibe Kachikwu’s tenure as Minister of State for Petroleum the NNPC GMD whose loyalty was to the President allegedly by-passed Kachikwu to award dubious contracts in spite Kachikwu’s seniority as Chairman of the NNPC Board!

Ibe Kachikwu’s bold petition directly to President Buhari at the Aso Villa was discarded because “some animals are more equal than others!”  

WHEN “FUEL SUBSIDY” IS REMOVED, WILL OFFICIAL PRICE OF N165 PER LITRE OF PMS JUMP TO N340 (over 200%), BY JUNE 2022 IN ORDER TO ATTRACT MORE INVESTMENTS TO THE SECTOR ACCORDING TO OLD NNPC GROUP MANAGING DIRECTOR, MELE KYARI? WILL FEDERAL GOVERNMENT PAY N5, 000 AS PALLIATIVES TO 40 MILLION POOREST NIGERIANS TO CUSHION EFFECT OF THE PURPOSED INCREASE TO FULFIL THE NEWLY SIGNED PIA? ANSWER: NONE OF THE ABOVE WILL HAPPEN BECAUSE SUCH MONEY WAS NOT APPROPRIATED IN THE 2022 BUDGET! Is foreign exchange not N560 to one US Dollar – due to the devaluation of the Naira?

WHAT IS LOCAL DEREGULATION OF THE PETROLEUM SECTOR?

1) No downstream deregulation could take place when SUBSIDY of the PMS never existed in the first place! It is a monumental fraud against the poor masses!

2) Nigeria is the third largest producer of crude oil in Africa and yet opted for IMPORTING REFINED FUEL instead of building new Refineries!

3) Presently, there exist in the Niger Delta Region (THE GOOSE that lays the GOLDEN EGG), tens of tens of indigenous MODULAR REFINERIES churning out refined PMS, DIESEL, and other lubricants which SUPPLY all petroleum needs for the people; and they hardly experience any form of SCARCITY!

4) Government is aware of this “illegal” strategic thriving industry which embraces civilians, members of the armed forces, and the police was always patronized just like the official Depots located across the nation but has turned BLIND EYE!

RECOMMENDATIONS:

***Since the implementation of the newly signed PIA document has been put on hold because of policy somersaults, Federal Government should give approval to INGENIOUS LOCAL MODULAR REFINERIES and encourage other INVESTORS to build more!

QUESTION: When will the FOUR COMATOSE NIGERIAN REFINERIES PRODUCE PMS ETC,? HOW MUCH IS BEING PAID FOR REDUNDANT WORKERS WHOM MR. TIMIPRE SYLVA SAYS CANNOT BE SACKED EVEN IF TAKES FOREVER BEFORE THE OFFICIAL REFINERIES TO RESURRECT?

*** Mr. President directed that swearing-in of new NNPC BOARD MEMBERS scheduled for 26th November, 2021, be put on hold because it was a wrong step as we had pointed out in one of our past publications that no board could be in place and be collecting FREE SALARIES when their institution had not become a LEGAL ENTITY!

MUST NIGERIA BECOME THE LAPDOG OF OPEC, IMF OR WORLD BANK AND DANCE TO THEIR DICTATES?

The President and his cohorts may be BEGGARS, all patriotic Nigerians are not and will never be cowed into submission to THE FRAUD CALLED FUEL SUBSIDY! 

 MEMBERSHIP TO AFFECT LOCAL DEREGULATION POLICY? NO!

Out of the belly of Oloibiri, a small community of farmers and fishermen in Ogbia LGA, Bayelsa State, eastern Niger Delta region of Nigeria flowed out the first thousand litres of crude oil “liquid black gold” which was destined to prosper and destroy Nigeria simultaneously! 

Shell Petroleum Development Company (SPDC), in 1956 at this ancient town after half a century efforts of exploration discovered crude oil and in 1958, the country registered as an oil producer and its first oil field delivered 5,100 barrels per day (bpd).

Also in 1958, petroleum was discovered in Ogoni, Rivers South East Niger Delta, with 96 wells which brought nine fields on stream and before oil production ceased in early ‘90s, due to devastating and uncontrollable oil spillages; over two million barrels in 2,976 separate spills polluted the area between 1976 and 1991!

During the last seven years of military occupation of the Nigerian State; 1992-1999, pressure groups agitated for special attention from Federal Government in respect of the upkeep of the region – especially in the areas of CLEAN – UP of polluted lands and prevention of future spillages but some who believed in application of force introduced militancy which forced authorities to pay more attention to the region!

Billions of US dollars have been paid militant groups which took up arms and continuously vandalized oil/gas pipelines to compound the already chaotic insecurity for them to lay down their arms for peace to reign! 

According to the Minister of Environment between a period of four years, 2015 to March 2021, Nigeria recorded 4,919 oil spills and lost 4.5 trillion barrels of oil theft!

And scars of the environmental wounds inflicted on the once aquaculture/agriculturally-friendly Ogoniland in the forms of abandoned/discarded Shell-BP pipelines, are scattered and traverse the condemned, uninhabitable/contaminated land, creeks and waterways!

According to a May 2019 Report by Friends of the Earth International, “over two decades after Shell first was called out for its destruction of the Niger Delta, oil still contaminates the land, compensation is owed and Shell continues to obstruct justice.”

THE BRUTAL MURDER OF KEN SARO-WIWA AND CO!

Twenty-five years ago, late Social Activist and president of the MOVEMENT for the Survival of Ogoni People (MOSOP),  Ken Saro Wiwa was executed along with eight associates (globally acclaimed as the Ogoni Nine), by the government of maximum military head of state, General Sani Abacha, for standing up to Shell’s destructive exploitative operations in their communities and not until Four Nigerian Farmers in conjunction with “Friends of The Earth, Netherlands”, instituted a court case against Shell at the Hague, to hold the Shell Petroleum Development Company culpable for its destruction of the Niger Delta!

SHELL AGREES TO PAY OGONI COMMUNITY N45.9BILLION FOR OIL SPILLAGE AS ORDERED BY THE SUPREME COURT!

It took a period of almost 32 years, but on 11th August, 2021, Shell Petroleum Development Company (SPDC), finally agreed to pay the Supreme Court order of N45.9billion compensation to an Ogoni Community, Ejama-Ebubu in Tai Eleme LGA of Rivers State, which sought damages against Shell for an oil spillage incident after a long-drawn legal tussle which began at the Federal High Court, Port Harcourt which awarded damages in 2010 in favour of the litigants and through to the Appeal Court and finally – the apex court!  

Also on 8th June, 2009, Shell settled out-of-court with the Saro Wiwa family for USD $15.5 million having admitted complicity in military and human rights abuses which untimely terminated Ken and the Ogoni Nine in November, 1995

OGONI CLEAN UP SHOULD NOT BE DELAYED ANY FURTHER!

United Nations Environmental Programme (UNEP), has called on the Federal Government of Nigeria and the Oil and Gas Industry and Communities to begin a comprehensive clean-up of the region and take co-ordinated action to end to all forms of illegal oil bunkering, crude theft and artisanal refining of stolen crude causing oil contamination in Ogoniland! 

 

Although the military junta alleged that Ken Saro-Wiwa and his members incited the murder of five prominent chiefs of the land, the late activist’s agitation for a clean and unpolluted environment of his birth place, Ogoniland did not die with him but miraculously resurrected through President Muhammadu Buhari, who eventually flagged off the clean-up exercise at Gokana Local Government Area of Rivers State on Thursday, 2nd June, 2016!

TARABA INVASION PORTRAYS HIGHEST SECURITY DEFICIT IN NIGERIA!

The Republic of Nigeria is called the “giant of Africa” only because of its population of over 200 million people; not because of exemplary leadership devoted to principles of democracy and social justice based on security and welfare of its people as a core responsibility!

Nigerian politicians since 1999 neither humbled themselves nor sought the face of God for the forgiveness of national sins and healing of the land soaked with tons of blood of innocent citizens who paid the supreme price during 30years of military aberration of the polity!

They were very desperate to have their portion of the “national cake” that they failed to scrutinize the “land mine” 1999 Military Constitution placed into the hands of a soldier-president to execute for Eight years following the “victory” of his party at the general elections supervised by his comrade-in-arms and were therefore alienated from his divine benevolence!

Beginning with institutional corruption which gave birth to insurgency, insurrection, civil disobedience, brigandage, banditry, kidnappings, 12-year-Boko Haram terrorism, farmers/pastoralists armed conflicts, brazen attacks on critical institutional infrastructures – including attempts to overrun some Governors’ Lodges – are the score cards of all consecutive political administrations of ONE PARTY SYSTEM till date!

The Peoples Democratic Party (PDP), was hurriedly formed in 1998 after the demise of military maximum ruler/treasury looter with the aim of CONTINUITY because all pseudo political parties flowed into the MEGA PDP and the partying continued for 16 years when those who felt sidelined in the looting arrangement broke out to also hurriedly formed the All Progressives Congress (APC), which professed a CHANGE AGENDA – and they have all flowed into it to balance the equation!

The minority political leadership cared less about all negative international condemnation of Nigeria as the MOST CORRUPT/ POVERTY CAPITAL OF THE WORLD; THE DIRTIEST COUNTRY, THE MOST INSECURE COUNTRY TO DOMICILE ETC, ETC, but were only interested in accumulating their own share of the BLOOD MONEY at the expense of the vast majority of the poor masses whom the pretend to represent in government at all levels from Federal to States and the Local Government Areas (LGAs)!

IN PRESENT DAY NIGERIA, YOU ARE ON YOUR OWN!

The Minister of Defence and some Governors in the Federation have advised citizens to defend themselves in any case of attack by the criminal elements within the system because the security and welfare of the people was neither their concern nor primary objective and no wonder Nigeria’s ambitious neighbours - Cameroon Ambazonian renegades seeking to carve out a new settlement last week attacked unarmed and defenceless Nigerians in Taraba!   

On Tuesday, 16th November 2021, suspected separatist Ambazonian group from Cameroon, invaded Nigeria’s North-East Taraba State, killed not less than five people, including the Chief of Manga border Village in the Takum Local Government and escaped without any form of confrontation or resistance BUT a ranking member of the National Assembly (NASS), Senate Ali Ndume described the horrendous attack as mere “communal clashes” between communities along the common border of both countries and also claimed that the incident should not be regarded as an external aggression against territorial integrity of Nigeria!

His vituperation was not unexpected because this Senator Ndume representing Bornu South Senatorial District was once alleged to have been one of the sponsors of the Islamist Boko Haram Terrorist in government – an accusation which he vehemently denied when interrogated by the State Security Service (SSS), in November 2011! He is now Chairman, Senate Committee on Army.

However, Chairman of Takum LGA, Taraba State, confirmed the armed invasion as an affront against the sovereignty of Nigeria and said several residents who fled were still missing following the deadly unprovoked attack! He emphasized that several people fell into the rivers while others climbed mountains for safety and added that casualty figure was uncertain and speculative at about nine or eleven!

According to other reports, this attack was not the first! In 2018, many of the Ambazonian separatists who crossed Nigeria borders to inflict mayhem on the defenceless and unarmed rural dwellers were accosted, arrested and detained by law enforcement agents in Nigeria, but were eventually released through diplomatic channels to the Cameroon Government for necessary disciplinary measures!

COULD THIS FRESH ATTACK BE REGARDED AS A REPRISAL AGAINST NIGERIA?

Nigeria covered an area of 923,769 square kilometres (or 356,669 square miles), before “Bakassi Peninsula” which lies between the Cross River estuary, close to the city of Calabar was ceded to neighbouring francophone Cameroon (bordering Nigeria on the east), by the International Court of Justice in August 2008, on the strength of a “Green Tree Agreement” between the two countries!

Several other encroachments had been recorded by Niger (northern border), Chad (north east), and Benin (western border); because the “helpless and corruption-drugged giant” has porous borders of over 450 un-manned all-comers entry points through which criminals and insurgents like the Ambazonians always had field days!

AMBAZONIA SEPARATIST LEADER SAYS ATTACK WAS MASTER-MINDED BY CAMEROON GOVERNMENT!

The separatist leader, Dr Cho Ayaba has claimed that his group was not involved in the attack which he claimed was masterminded by the Cameroonian Government which planned to portray the Ambazonians as Nigeria’s external enemies!

An Armed Forces Military base is believed to be stationed in Takum which always handled communal clashes and regularly deployed to flash points in the area which has no known delineation of land marks or walls/fencing demarcation possibly because of common historical antecedents between communities on both sides of the two countries - Cameroon and Nigeria!

Chief of Defence Staff, Lieutenant General Lucky Irabor, in a reaction to the Taraba invasion said the Nigerian Army was engaged across the nation and would definitely execute professionalism in all areas of assignment in spite commitments in 34 States of the Federation!

ANGLOPHONE SEPARATISTS DEMAND FOR AN INDEPENDENT STATE FROM CAMEROON!

Two Cameroons’ (North and South), existed up to 11th February, 1961, when the Muslim-majority North in a plebiscite opted for a union with Nigeria and its South counterpart voted to join French-speaking Republic of Cameroon with a population of 26.55 million on the Gulf of Guinea, according to a World Bank 2020 figure.  

Octogenarian President Paul Biya (84), Africa’s oldest President, who is unconstitutionally having a third term in office has ruled Cameroon for 39 years (6th November, 1982 to date), and has lost all affection among the citizens except the Armed Forces, Gendarmes/Political jobbers who are supportive and very loyal to him!

Though Cameroon is a very small country in geographical size and economic status when compared to Nigeria but the disputed Bakassi Peninsular aggravated all areas of diplomatic relationship between the two countries because of the claim that the peninsular was endowed with large deposits of oil and natural mineral resources!

In those days before the International Court of Justice 2008 verdict in respect of Bakassi ownership went in their favour, the gendarmes were very aggressive against Nigerian rural dwellers of the peninsular whom they militarily attacked, illegally taxed and looted at random and went scot-free because they has official support!

Border incidents which worsened in the 1980s into the 1990s almost caused a full-scale war between the two countries until the Cameroonian Government filed litigation against Nigeria in 1994 at the International Court of Justice (ICJ), and in spite of the fact that the judgment favoured them those gendarmes were always quick to attack Nigerian border communities at the slightest opportunity up to the year 2017 when the Ambazonians intensified their insurgency against Paul Biya’s Government!

WILL THE NIGERIAN EXECUTIVE UNDER THE WATCH OF PRESIDENT BUHARI MOPE WHILE CAMEROONIAN REBELS MURDER ITS CITIZENS IN COLD BLOOD?

Apart from Taraba State Governor and some Senators who have vehemently condemned the Takum invasion, the Federal Government’s reaction has not been made public but Mr. President’s body language through immediate deployment of large members of the armed forces to the affected areas had spoken loudest and from all indications those culprits would soon be fished out and punished right here in Nigeria!

Governor Darius Ishaku has disclosed that he would discuss details of the unfortunate incident with the President as  soon as he had more facts adding that he had never kept quiet nor idle in respect of past incidents but had taken effective actions as the  Chief Security Officer of the State!

NIGERIAN SOCIO-ECONOMIC RELATIONSHIP WITH CAMEROON!

Bilateral trade relations between Nigeria and Cameroun in the past 24 year had been cordial in spite of the Bakassi dispute. Exports of Nigeria to Cameroon increased annually at 29.7% from USD$1.7million in 1995 to USD$889 million in 2019, the year when it exported USD$10.3 million worth of commodity into Nigeria!

Cameroon imports mineral fuels, oils, distillation products, tobacco, iron and steel, beverages, spirits, vinegar, fertilizers, plastics, vehicles, soaps, lubricants, electrical/electronic equipments etc, annually in millions of dollars and on regular bases. In 2018, according to the United Nations COMTRADE database on international trade, Cameroon imports from Nigeria was USD$342.2 million dollars.

THE GIANT AND THE SOLDIER ANT MUST CO-OPERATE TO ENSURE AFRICA REMAINED THE GLOBAL ECONOMIC DESTINATION OF THE 21ST CENTURY!

Was it not high time Presidents Buhari and Biya mend security fences through all diplomatic channels and nip in the bud all incursions from Cameroonian Gendarmes, Ambazonians into Nigeria once and for all! They MUST be called order without further delay!

The Nigerian Armed Forces are internationally acclaimed as an elite outfit that participate in peace-keeping operations and NEVER invasion of the territorial integrity of other nations therefore must not be dragged into unnecessary diplomatic row with Cameroon!

As for Nigeria’s very selfish and conceited political leaders, there could be no better time than now for them to REPENT and seek the face of God afresh through RESTITUTION ie, by voluntarily returning all aggrandized illicit monies including movable and immovable properties that have been illegally acquired to the TREASURY SINGLE ACCOUNT and to the Federal and State Governments in order to avoid the impending divine judgment upon all INIQUITIES OF MAN in the Earth which will be very devastating!

And for all Faithful Nigerians, be consoled with the Word of God Romans. 8: 18-25; that your present suffering and bondage will give way to freedom and eternal glory sooner that your expectation!

CAN PRESIDENT BUHARI BE CORRUPTED WITH ESTACODES!

As Nigerians kept wondering why Major General Muhammadu Buhari, President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, increased his speed in junketing across the world, in spite of our debt portfolio which has hit a record high of USD$34billion, the Grapevine just quipped, “Maybe because of a very cogent reason that Estacode is the only Forex earner among his 18 Jumbo Official Allowances”!

The President and his Vice are entitled to the following allowances according to Revenue Mobilisation Allocation and Fiscal Commission (RMAFA), which is empowered by Section 32(d) of  Part I, Third Schedule of the 1999 Constitution of the Federal Republic of Nigeria!

Apart of monthly salaries of NGN1, 171,568.00, and NGN1, 010,524.17, respectively, both men are also entitled to monthly: Hardship, Consistency allowances which run into thousands of Naira! Others are; Personal Assistant, Constituency, Vehicle fuelling/maintenance, Domestic staff, Entertainment, Recess, Newspaper/periodicals, Utilities, House maintenance, Security, Special assistance, Furniture, Wardrobe, Duty tour (per night), Accommodation, ESTACODE, and Medical Allowances, which are not published in the public domain! 

Similar jumbo allowances are also paid to other political office holders of the National Assembly (NASS), State Governors, and perhaps some staff of the Judiciary, and MDAs Staff of less than 2 MILLION in population, who take the LION SHARE of the common patrimony while the WORK FORCE is abandoned to take their share through BRUTAL FORCE as it has unfolded in unbridled INSECURITY being perpetrated through terrorists, kidnappers,  bandits,  murderers, assassins gunmen, suicide bombers etc,  under President Buhari’s watch!

AND in spite of the fact that Nigeria is in dire strait with this worst type of complicated insecurity and in spite of the truth that the President has just 18 months to retire from Aso Rock Villa, he had in his second term travelled SIX times – the latest being from 25th October-11th November, 2021, a  period of about 15 days traversed North Africa’s Riyadh/Medina and Mecca, for an Investment Summit;  to Glasgow, Scotland, for a Climate Change Summit,  and  in two days of his return, headed straight to France apart of earlier London journey for MEDICAL TOURISM (30th March, 2021 – 15TH April 2021), which kept him in Britain for 16 days! In 2021 alone he has travelled SIX TIMES outside of Nigeria and at least 52 TIMES SINCE 2015 to 2021 and had expended approximately NGN 4billion in the junketing having visited 30 countries cutting across Four Continents – including Africa!

THE FOREX VALUE OF ESTACODE ISVERY ENTICING!

Early in his first term between May 2015- January 2016, the President spent millions of the very scarce Naira in globe-trotting to Chad, Germany, France, Ghana, India, Iran, United States (twice); many of which should have been designated to his Vice, Ministers, Permanent Secretaries or even Political Aides and squandered the meagre resources left by the malfeasant PDP consecutive Administrations of 16 years!

OR were the foreign trips planned to generate a mass of estacode allowances in such hard times and possibly make up for the 50% Salary Cut which he ordered from his salary and that of his Vice?

BUT President Buhari once told an audience of the Oxford University that his frequent foreign trips were targeted at restoring NIGERIA’S BAD IMAGE caused through brutal military regimes just as Ex-President Aremu Obasanjo, who had a record of 97 foreign trips journey to his credit during his two terms (1999-2007), in office! 

Estacode, a nomenclature for monetary travel allowance in Nigeria is a colonial heritage still in practice among Federal/State civil servants, politicians, diplomatic staff etc, on foreign official assignments! 

Under the British Colonial masters, estacode was officially scrutinized by relevant agencies of government before formal payment was initiated and there was virtually no loophole for malpractices or manipulations but in 61 years of independence the process of implementation has been corrupted that it stinks to high heavens!

According to International Centre for Investigative Reporting (ICIR), estacodes released to Ministries, Departments and Agencies (MDAs), under President Buhari’s watch from 2015-2021 stand at over NGN3.77billion! 

This information was corroborated through the Currency  Operations Department of the Central Bank of Nigeria (CBNs), annual report of 2020, (released Thursday 4th November, 2021), which stated that a total amount USD$3.95 billion was procured in 2019 alone to fund estacode and personal travel allowances to MDAs and also to fund Bureaux De Change operations! 

Allegations of gross abuses in the forms of over-bloated, forged, improvised, non-existent but faked journeys for purpose of fraudulently collecting Estacode Allowances during foreign travels in both the public/civil service had become house-hold gist in Nigeria but because no civil servant nor politician had been brought to justice the racket continued unabated while the Federal Government has approved a comprehensive review of the Financial Regulations in respect of the various allowances being enjoyed by personnel of the MDAs – including the estacode!

Presently, a Committee has been set up by the Accountant General of the Federation (AGF), to consider, review and recommend appropriate Duty Tour, Estacode, Repatriation and Overtime allowances and also consider, review and recommend appropriate imprest amount for relevant public servants and political office holders.

Other allowances enjoyed by MDAs according to Rule 130102 include but not limited to: kilometre, disengagement, hotel accommodation, duty tour books, projects and overtime BUT without admitting glaring infractions of the estacode allowances, the Committee was also charged to recommend additional sanctions against infringements against financial regulations and extant laws! 

QUESTION: What foreign socio-economic assistance have the poor masses of Nigerians gained from Buhari’s Government in SIX-AND-A-HALF-YEARS of his foreign jamboree of hand shaking/speech making other than increase in INSECURITY through the nation’s very porous borders!

UNITED ARAB EMIRATE arrested sponsors of terrorism in DUBAI but Mr. Buhari has not been able to arrest ONE single sponsor in his cabinet! TURKEY’S President came visiting the other day and asserted that some members of the Islamic terrorists who attempted to overthrow him on 15th July, 2016 were resident in Nigeria unknown to Buhari and his security outfits!

PRESIDENT BUHARI SHOULD APPLY THE BRAKES ON FOREIGN SPACE SHUTTLES!

“The fact that President Muhammadu Buhari, had an impeccable antecedent, a humble and distinctive character, a charismatic personality and had always displayed a frugal and Spartan kind of life, in spite of being a soldier for an appreciable period of time could not be faulted by his antagonists, before, during and after the 2015 General Elections in Nigeria! In fact, PMB was and still is an acceptable and likeable global leader who had endeared to himself to the rich and the poor alike. 

“Within the last eight months, President Muhammadu Buhari  (PMB), had made spirited efforts to bolster a new image as the Change crusader for the Nigerian Republic by attracting international attention for support in the areas of security, economy, the industry and general social welfare packages for the majority populace which had been suffocated with corruption as a way of life and could have drowned in the miry clay of national degradation without divine intervention at the last 2015 General Elections!

“The President had met with all of the world powers Presidents, Heads of States and Governments from all the continents throughout the globe and had solicited for all-round co-operation for the revival of the drowning “giant of Africa”

“But tongues are wagging on all sides of the political, social and economic divide, among the opposition and the social media of the TALAKAWAS who now wonder why it should take so many space-shuttles to get the country back on track – especially when ONE SPACE JOURNEY COSTS A WHOOPING US$350.000 – 500.000 million, all expenses paid - ESTACODES and sundry allowances of an enlarged 80-member presidential entourage at such an austere time according to “Black Market” foreign exchange auditors;

ANY GAINS FROM THE GLOBE-TROTTING?

“We did not criticize PMB’s 8-month international trips for the very plausible reasons that they were desirable for the much-needed co-operation mentioned in previous paragraphs and we were very correct in that Nigeria had become the beehive of foreign commercial investments by business entrepreneurs from all countries visited by the President.

.“In the meantime, Mr. President should delegate his overseas trips to his Vice and other diligent subordinates who will perform creditably and make him proud! 

The President’s last journey to France was fraught with danger as it was reported that his aircraft landed amidst very bad weather but we thank God that his detractors did not have the luxury to rejoice over his demise because he is the LORD’S anointed President and deliverer for the nation of Nigeria for eight consecutive years of two terms (2015-2023)!”

BUHARI SHOULD STOP ALL FOREIGN TRIPS, AND TOUR THE 36 STATES OF NIGERIA INSTEAD! 

CONCLUSION OF THE WHOLE MATTER IS THAT THE ECONOMIC AND FINANCIAL CRIME COMMISSION (EFCC), SHOULD BE ORDERED BY MR. PRESIDENT TO SEIZE ALL ESTACODE ALLOWANCES FOUND IN THE BANK ACCOUNTS OF ALL PRIVILEGED (1) MDA  OFFICIALS; (2) THE ENTIRE EXECUTIVE BEGINNING FROM MR. PRESIDENT AND HIS CABINET; (3) NASS LEGISLATORS  (4) ALL STATE GOVERNORS  AND THEIR CABINET MEMBERS; (5) ALL LOCAL GOVERNMENT  CHAIRMEN AND THEIR COUNCILLORS; AND REPATRIATE SUCH INTO THE FEDERATION ACCOUNT TO PAY OFF SOME OF THE MONIES BORROWED FROM THE FOREIGN COUNTRIES IN ORDER TO LEAVE A GOOD LEGACY BEHIND!

NO OFFICER IS EXPECTED TO SAVE UNUSED ESTACODES IN THEIR BANK ACCOUNTS BUT MUST DECLARE THE SURPLUS TO THE ACCOUNTING OFFICERS WHO IN TURN MUST REPATRIATE THEM ACCORDINGLY!  The Eighth Commandment in Exodus. 20:15 says, “Thou shalt not steal”! We shall all give account of our stewardship to GOD at the appointed time!.

GLASGOW CLIMATE CHANGE SUMMIT - AN EFFORT IN FUTILITY!

While world leaders converged in Glasgow, Scotland at a Climate Change Summit tagged COP26, from 31st October 2021, on a two-week brain-storming to find solutions to incessant self-inflicted atmospheric pollution, a new wave of Covid-19 pandemic re-threat of the Delta variant according to WHO, has spread across Europe and inflicting its venom on all age brackets and could pose serious danger to children (ages 5-15), who are encouraged to be vaccinated even in the United States of America!

Scientists and health officials tracking the new mutation of the corona virus labelled AY.4.2 believe it could be more transmissible than the original strain as the World Health Organisation in its weekly epidemiological update confirmed its presence in 42 countries but that vast majority of cases were reported in the United Kingdom which recorded 93% of the sub-variant AY.4.2! India, Israel, the United States and Russia are also among the list infected nations and there are still other lineages of Delta strain like “Lambda strain” being closely monitored by scientists!

Apart from Israel, African countries where public response/compliance to health issues and pandemic protocols had been blatantly ignored were not identified as being threatened by the Delta strain but that is not to assume that the continent is free, because of the deliberate disobedience of the World’s unvaccinated which refuse to admit that Covid-19 is REAL! 

Before 2019, some parts of the world had  experienced life-threatening corona viruses like, Severe Acute Respiratory Syndrome (SARS-CoV), SARS CoV2 (which spread rapidly between 2002-2003), Ebola hemorrhagic fever, Para-influenza 1-4, Malaria, Middle East Respiratory Syndrome (MERS),  (HIV Aids), etc, which were prevalent across Europe, Asia, the Far East and several countries of Africa. 

Scientists declared the new strain Covid-19, as a pandemic not only because it is universal (prevalent in 202 countries), but because of its severe symptoms of trouble breathing due to breakdown of the immune system through person-to person contact!

FUTILITY AND STUPIDITY OF THE HOMO SAPIENS!

Recent scientific researches reveal that although Covid-19 deaths and lockdowns have become less frequent in certain parts of the world, the corona virus still looms large over HUMANITY!

According to a former director of the Centre for Disease Control (CDC), the various variants are still ravaging rich and poor countries, disrupting the supply of everything from “ magnets to cars and altering societies in countless ways...... it seems like the disease will not just go away”!

AND THIS IS CONFIRMATION of our 354th Edition of 24th May 2020, titled “ONLY STUBBORN PEOPLE WILL HENCEFORTH DIE AS CORONAVIRUS RECEDES”, in which the divine prophesy was spiritually revealed!

Imagine if all citizens are sanitation compliant, definitely the pandemic will be reduced to the barest minimum!

BUT the diseases will not go away because they are universally incubated and nurtured through DAILY DEFORESTATION, OPEN DEFECATION, GAS FLARING and all forms of environmental degradation and ECOLOGICAL ABUSE! 

In Nigeria, all OIL-PRODUCING STATES – especially OGONILAND - which attracted United Nations intervention because of the emission of deadly poisonous gases that had become the death of thousands of dwellers in the oil-rich region!

DIVERSION OF  N93.7 BILLION  ECOLOGICAL FUNDS UNDER PRESIDENTS JONATHAN AND  BUHARI’S WATCH!

According to Nigeria Extractive Industries Transparency Initiative (NEITI’s) verifiable audit report, the Federal Government (2012-2016), under the watch of Jonathan/Buhari diverted N93.7billion meant for the Derivation and Ecology Fund and frustrated all efforts of NEITI investigators from nailing the rogues!

According to the Report, Federal Government claimed that the said amount was LOAN which is yet to be paid back in spite of the Auditor’s General’s comment that all budgets from 2017-2021 contained no appropriation for repayment! 

However Nigerians should be consoled that at least one Peoples Democratic Party (PDP’s), former Plateau Governor, Joshua Dariye, was jailed for 10 years for stealing N2billon Ecological Fund! What about others? Sooner than later, they will all be exposed!

 

BRAZIL’S  PRESIDENT IS GUILTY OF COVID-19 SANITATION PROTOCOL OFFENCES!

It is no longer news that over 600,000 people have died in the corona virus pandemic in the South American country of Brazil, because incumbent President Jair Bolsonaro, officially dismissed the virus as “a small flu” and encouraged disobedience of sanitation protocols of social distancing, avoidance of body contacts, wearing of facial masks, washing of hands, and application of sanitizers when people come in contact with objects as they carry out daily chores!

He gave permission for people to open bars, restaurants, salons, schools, private and government offices in spite of lockdown by other countries worldwide! 

Brazil is second to the United States in Covid-19 death casualties and after six months of the Brazilian Senate Investigative Committee, President Bolsonaro has been recommended to be indicted for NINE CRIMES related to his handling of the corona virus pandemic! The President could be impeached or even jailed according to the level of culpability whenever the process was concluded!

POTENT VIRUSES HAVE ALWAYS BEEN WITH CITIZENS OF THE WORLD!

From the European era of Dark Ages, to the Renaissance, Early Middle Ages, High Middle Ages, Later Middle Ages and to the Industrial Revolution,  and the scientific Modern Day Information and Communication Technology (ICT), era, Man has always polluted his environment and by extension the Climate System through poisonous emissions into (1) the Air (atmosphere), (2)Water  (hydrosphere), (3) Ice and permafrost (cryosphere), (4) Earth’s upper rocky layer (lithosphere) and (5) Living things (biosphere); which catastrophic damages are totally irreversible!

Greenhouses gases emission from factories, automobiles and deforestation; the use of the by-products of fell trees (firewood/charcoal), which discharge carbon dioxide/monoxide into the atmosphere also contribute immensely to atmospheric pollution AND in Glasgow, 100 Countries  have pledged to end DEFORESTATION by 2030 with the exception of Nigeria which pledged the year 2060! 

Deforestation can neither mitigate nor reverse Earth’s self extinction!

METHANE POLLUTION MOST PREVALENT IN NIGERIA IS ANOTHER MAJOR ENVIRONMENTAL DISASTER WAITING TO HAPPEN!!!

Another major environmental pollutant is “methane pollution” which emanates from Oil and Gas and which world governments have globally failed to mitigate through any form of legislation.

In Nigeria, atmospheric gas pollution through “gas flaring” since the discovery of crude oil in commercial quantity in the 1970s has been consistent and unabated! 

Gas leakage/hydro carbon emission in the Niger-Delta Geo-Political Zone has also become a regular occurrence through oil exploration and exploitation and Cancer - a major health hazard and product of gas inhalation has also become commonplace among the riverine dwellers! Negativity in climate reaction always occurred through Human nonchalant disrespect and deliberate pollution of the immediate atmosphere through burning of fossil fuels and also through external acts of nature controlled by the SUN (variations in solar intensity), like accumulation of heat-trapping greenhouse gases, volcanic eruptions, violent storms and disastrous floods which spread diseases of pandemic proportions in its trail across the globe like wild and uncontrollable fires!

The atmosphere which envelopes the Earth and extends hundreds of kilometres from the surface upwards consists mostly of natural but combustible gases like Nitrogen, Oxygen, Carbon dioxide. There also exists an Ozone layer which serves as a buffer that blocks the very destructive greenhouse gases/infra-red radiation from the earth to protect it (earth), from burning out!

Earth’s liquid water and ocean also play vital roles in global warming. The ocean covers 71% of Earth’s surface to an average depth of 4 kilometres or 2.5 miles and can hold substantially more heat than the atmosphere which when at boiling point rise in form of marine storms, tornadoes, and tsunamis at ferocious speeds to destroy earth’s infrastructures, vegetations, human and animal population devastatingly!

Clean Air Task Force [CATF], has advocated at Glasgow Summit that governments should reduce methane pollution to below the 1.5C warming target! 

WHAT STUBBORN WORLD CITIZENS SHOULD KNOW ABOUT COVID-19 BEFORE IT KILLS THEM ALL!

Covid-19 Pandemic, the trending very deadly body-contact acute respiratory viral disease which has plagued the world definitely went through a process of uninhibited incubation, possibly in bats and pangolins under the universal unpredictable climate before its first transmission to humans in Wuhan, China, in December, 2019!

CLIMATE is very unpredictable because it is a divine mystery which only GOD, the Creator of the Heaven and Earth can unravel! The challenge of climatic changes is beyond human comprehension or science!

According to biblical records of the account of CREATION, in the Book of Genesis Chapter 1: 1-30, the omnipresent, omnipotent, omniscient, transcendental and sovereign God created the Heaven and the Earth out of nothing that was in existence and He pronounced that ALL CREATION WAS VERY GOOD! God is in total control of Himself and all of His creation!

UNICAMERAL PARLIAMENTARY SYSTEM IS ANTIDOTE TO CORRUPTION IN NIGERIA!

The choice of military presidential system of government in Nigeria since 1999, - a deliberate plan to keep the Electorate in perpetual bondage and slavery succeeded through the bequeathed capitalist, money-laundering Constitution which addicted corrupt politicians found convenient to always attempt to “amend” rather than opt for a brand new unicameral parliamentary document to eliminate systemic prodigality!

Nigeria should have no business with POVERTY if all divinely and richly-endowed solid mineral resources (over 100 types – ranging from industrial metal,  to various precious stones such as gold, lead, zinc, limestone, salt, gypsium, topaz, ruby, sapphire, coal, kaolin, marble, tantalite, etc,), available in all 36 States of the Federation and the Federal Capital Territory (FCT), apart from Oil/Gas, (presently the major foreign exchange earner), were harnessed/exploited for the benefit of the entire population!

HOWEVER institutional corruption which has deprived the masses of their fundamental/socio-economic rights through the practice of oligarchy, nepotism, tribalism favoritism, sectionalism, etc, by successive political administrations at the highest level of governments is responsible for the large scale unemployment of able-bodied men, women and youths who would have been gainfully employed to boost the nation’s IGRs and by extension, the GDP!

DEVOLUTION OF POWERS TO STATES IS IMPERATIVE NOW!

Apologists of All Progressive Congress (APC), oligarchy government who gain from illicit proceeds from the defective 1999 Military Constitution will argue that federating states could explore their solid mineral deposits by obtaining licenses from the Federal Government which has exclusive rights over all mining activities in the country according to the Exclusive Legislative List – a very retrogressive process in s modern democracy!

**IMAGINE if all the 36 States of Nigeria are self-governing and can generate their revenues, remit and agreeable percentage to the Centre under a new arrangement of a UNICAMERAL PARLIAMENTARY CONSTITUTION;

**Imagine if the instrument of REFERENDUM could be applied without further delay to all current States agitations for RESTRUCTURING, Self-Governance will seamlessly materialize and all forms of INSECURITY across the nation would fritter away!

SELF GOVERNANCE WAS PRACTICED BEFORE INDEPENDENCE AND DURING THE FIRST REPUBLIC - 1957-1966! 

Before Independence the establishment of full regional self government for the East, West and Northern Nigeria between 1957 and 1959 was mooted at a London Conference before the 1st October 1960 independence celebrations with a proposal that a Prime Minister  to be appointed by the Governor General, should be at the helm of affairs, while a bicameral legislature should be established at the Federal level to absorb diverse representation of 305 members in the House of Representatives and 44 members of the Senate distributed according to the population of each area of the country. 

Also in September of 1957, the out-going Colonial Governor General, appointed Sir Abubakar Tafawa Balewa, from the North as the first Prime Minister. 

At independence in 1960, Nigeria as a sovereign State enjoyed a cost-effective and virtually transparent bicameral system of government which was enacted by the British Order-in-Council so as to come into force immediately at Independence while the very First Constitution of Nigeria retained Queen Elizabeth II, as ceremonial head of State/Queen of Nigeria and represented by Dr. Nnamdi Azikiwe (from the East), as Governor General.

THE 1963 CONSTITUTION USHERED THE FIRST REPUBLIC. 

This second constitution based on the Westminster system established the country as a federal republic with Dr. Azikiwe as the first President with effect from 1st October 1963 and the political arrangement which was embraced by the founding fathers also produced three Regional Premiers for the North, East and West respectively while the bicameral parliament worked smoothly UNTIL military adventurist Major Chukwuma Nzeogwu intervened in the peaceful scenario of democracy!

He and his misguided accomplices on 15th January, 1966 forcefully took over the democratic government in an unprecedented bloody coup-de-tat (first-in-Africa), with the barrels of the gun that terminated the lives of Northern and Western political leaders to the exclusion of those from the East and Nigeria has never known peace till date!

COUP LEADERS ACCUSED POLITICIANS OF INSTITUTIONAL CORRUPTION AMONG OTHER “CRIMES!”

Is it not an irony of fate or reversal of the coup makers’ LIE that after almost 30 years of usurpation of political power, the soldiers handed over the country to civilians, worse than when they took it by force – seething and completely devastated with incurable, endemic corruption that almost turned Nigeria into a most-stigmatized nation in the world!

From 1999, a diarchy headed by ex-military head of state Aremu Obasanjo, continued the massive robbery of the TREASURY through a political party called Peoples Democratic Party (PDP), and Nigeria became universally acclaimed as the most-corrupt nation in the world! And in a shocking press interview the PDP President, Ebele Jonathan, who concluded the 16th year of the party’s woeful consecutive administrations in 2015, categorically defended institutional corruption and queried whether “stealing was corruption”?

CORRUPTION IN NIGERIA HAS BECOME A CONSTANT PHENOMENON SINCE MILITARY INTERREGNUM!

From independence to ex-president Jonathan’s tenure in 2012, Nigeria was estimated to have lost over USD$400 billion to corruption and in 2018, three years into President Muhammadu Buhari’s first term, Nigeria ranked 144th in the 180 countries listed in Transparency International’s Corruption Index (with Somalia at 180th, being the most corrupt, and DENMARK, the least).

Corruption is a sociological malaise which manifest (1) dishonesty, (2) falsification, (3) fraudulence, (4) alteration (5) criminal act, (6) abuse of power for personal gain, (7) acquisition of illicit benefits, etc, is usually be perpetrated by a person or persons in position of authority or an organisation which is entrusted with the management of resources to acquire illicit benefits and abuse such position for personal gain.

Political Corruption may involve many activities which include parochialism, nepotism, patronage, graft, lobbying, stealing, bribery, embezzlement, gratification or looting of government treasury held in trust for personal aggrandizement while holding public office!

Causes of corruption include but not limited to the following social disorders: lack of pedigree through bad parentage/upbringing, moral latitude, acquired kleptomania tendencies due to uneven distribution of social amenities, uncertain political and economic environment, the criminal desire for pecuniary gains etc.

CORRUPTION WILL BE ELIMINATED IF THE FOLLOWING STEPS ARE RELIGIOUSLY IMPLEMENTED THROUGH REFERENDUM!

For the umpteenth time we call for the invocation of REFERENDUM to settle all agitations for POLITICAL RESTRUCTURING of Nigeria once and for all along the following popular DEMANDS:

 Legislative processes must commence NOW to establish: (a) STATE POLICE authorities in all 36 States of the Federation according to one of the 13 recommendations of the 23-Member El Rufai Restructuring Committee of January 2018, which is now THREE YEARS OLD! (b) Derivation Principles. (c) Fiscal federalism and revenue allocation. (d) Devolution of powers. (e) Resource control (exploitation and revenue sharing of resources from oil /minerals) through constitutional amendments. (f) Local Government Autonomy. (g)REFERENDUM: SERIOUS National or State issues should be decided by a referendum (currently absent in the constitution), but which insertion can be quickly done through URGENT Amendment. (h) Independent Candidacy which precluded citizens from being forced to join any political party – this recommendation also needs amendment. All of the above recommendations MUST be implemented without further delay to drastically reduce the tension of insecurity and restore confidence in the people.

NIGERIAN SENATE MUST BE SCRAPPED BEFORE 29TH MAY, 2023!

There can be no better time for national introspection for Nigerians to achieve political emancipation, than NOW and break the yoke of mercenaries in government, off their necks through a collective decision to sack them from office! We still maintain our advocacy that the National Assembly (NASS), is the MAJOR DRAIN PIPE OF THE NIGERIAN ECONOMY and has outlived its “usefulness”! In this age of technology the HOR requires only 74 members ie: Two Reps. from each State of the Federation and the FCT, on part time basis – and with civil servants attached to their Secretariat for quick delivery and efficiency!

****With SENATE scrapped and all other wastages blocked in the THREE TIERS, a conservative estimate of saved funds could amount to over ONE TRILLION NAIRA which can be ploughed in AGRICULTURE for every interested Nigerian to engage in modern farming, become gainfully employed and feed the nation!

NO POLITICAL OR MILITARY ADMINISTRATION EVER CARED FOR THE POOR MASSES! THE ALL PROGRESSIVES CONGRESS (APC) EL-RUFAI  COMMITTEE ON RESTRUCTURING OF NIGERIA IN JANUARY 2018, HAD RECOMMENDED THAT URGENT NATIONAL ISSUES WHICH SHOULD NOT BE DELAYED THROUGH NATIONAL ASSEMBLY (NASS) PROTOCOL OF UNENDING DEBATES SHOULD BE QUICKLY RESOLVED THROUGH A REFERENDUM, PUBLIC VOTE, POPULAR VOTE OR PLEBISCITE!

QUESTION: What is Referendum?  A general vote by the electorate on a single political decision which has been referred to them for a direct decision.

How does it work? Voting in a Referendum is similar to casting a vote in the Federal election – the key difference is what voters are required to write on their Referendum ballot paper. In a Referendum, voters are required to write either “Yes” or “No” in the box opposite each question on the ballot paper.

Why is Referendum important? It allows citizens, through the petition process to refer acts of the Legislature to the ballot before they become law. The Referendum also permits the Legislature itself to refer proposed legislation to the electorate for approval or rejection.

What makes a Referendum successful? An overwhelming support by all stakeholders as a united front in ensuring succour for the masses and for popular opinion to hold sway!  

Is a Referendum legally binding? Referendums are not legally binding, so legally the Government can ignore their results: for example, even if the result of a pre-legislative referendum were a majority of “No” for a proposed law, Parliament could pass it anyway, because Parliament in some democracies is sovereign.

BUT in Nigeria, SOVEREIGNTY BELONGS TO THE PEOPLE, and as such Referendum would DEFINITELY SAIL THROUGH WHEN PUT TO TEST!

NIGERIA’S HUMONGOUS 2022 BUDGET IS A PANDORA BOX!

The ritual of annual budget presentation – 2022 Edition - by Nigeria’s Head of State has come and gone but not without the sound of the broken record of the Chief Executive who announced to the world for the umpteenth time with impunity that his insensitive administration would continue to borrow for “critical infrastructure” for as long as he remained in office!

On 7th October, 2021, President Muhammadu Buhari, told a joint gathering of budget hackers as he blurted out a staggering and the highest total figure of N16.39 trillion from the 2015 figure N4.5 trillion in 2015 to a mesmerized 220million population of Nigerians!

BUT the budget beneficiaries concurred and giggled all the way for the fresh opportunity to swell their accursed accounts at the expense of over 80% of the taxpayers who have been reduced below poverty level as they promised to devote accelerated attention to the document for presidential approval before 31st December, 2021!

THE PANDORA BOX BUDGET AND BUHARI’S LEGACY OF INCURABLE DEBTS!

The 2022 Budget Appropriation can be likened to a clandestinely opened “Pandora Box” or “A Can of Worms”, which negative consequences of addictive borrowings had spread beyond the present generation of the borrowers to permanently enslave Nigerian posterity into the hands of foreign lenders, who are very eager to RE-COLONIZE and subject the innocent citizens into further sufferings!

The Debt Management Office (DMO), record as at March 2021, puts Nigeria’s total debt profile, Federal and States, at N33.107 ( or USD$87,239 billion), while Senate approved additional USD$8.3billion and Euro 490, as the Federal Government 2018-2020 external borrowing rolling plan in July 2021! Other external loans sought for in the 2022 Budget from World Bank, French Development Agency, EXIM Bank,, and IFAD in a total sum of USD$4,054,476,863 million dollars and Euro 710 million and grant components of USD$125 million dollars.

Nigeria has borrowed massively from China, International Monetary Fund (IMF), African Development Bank (AfDB), France and numerous others not excluding Promissory Notes in the sum of N940, 220 billions, issued to settle inherited arrears of the Federal Government to State Governments, Oil Marketing Companies and Local Contractors!

The stage is definitely set by President Buhari and his cabal to bequeath a LEGACY OF RHINOCEROS and gluttonously incurred DEBTS which could have been side tracked if prudent management of the economy had been meticulously applied at every step of both fiscal and monetary engagements through professional, effective and meticulous management of resources by RIGHTEOUS administrators – especially those of the current Mr. Integrity’s Kitchen Cabinet!

THE ANNUAL FEAST OF BUDGET BUTCHERS IS SET!

The current crop of legislators at both Federal and State levels (with very few insignificant exceptions), are a very ravenous species!

Their salaries, allowances and other forms of official pecks like brand new vehicles, monthly N3.5/N3 million “working stipend” etc, etc, at the Federal level though very outrageous since 1999, these heartless and sadistic law makers still collect between N120 -150 billion - of every annual budget for other frivolous expenses including SEVERANCE ALLOWANCE for serving for four/eight years while millions of PENSIONERS die without collecting one kobo!

In addition to that haul of regular “official income”, the constitutional duty of “oversight functions” on all sectors of the economy (especially the annual BUDGET), regularly provided for them, billions of naira through professional PADDING which is a public domain conversation at home and the Diaspora! Year on year, National Assembly (NASS), legislators [with the exception of VERY FEW], get richer through budget dissection, butchering, re-writing, re-positioning, re-inventing, re-adjusting and padding etc, for the vindictive purpose of cutting big chunks of the total package outside of “legitimate earnings” for themselves with the succinct connivance of corrupt Civil Servants and to date in spite of all facts and figures presented by INSIDERS to the  Economic Financial Corruption Commission (EFCC) and Department of State Security (DSS), no one had either been arrested or prosecuted for the annual criminality and bare-faced robbery of the Budget by the malfeasant law makers who behave with brazen impunity!

DIVINE INTERVENTION EVENTUALLY EXPOSED NASS MALFEASANCE! 

It took divine intervention in August 2016 for Hon. Jibrin Abdulmumin, of the ruling All Progressives Congress (APC), to expose “an annual budget-padding practice” which made multi-billionaires of some principal officers whose arrow head was the then Rebel Speaker Yakubu Dogara, of that era!

Jibrin, Chairman, House Committee on Appropriations, told the Department of State Security (DSS), confessed in the following statement how they padded and shared the illicit gains from the annual budget of that year 2016 in particular:

“HOW WE SHARED THE MONEY” – ACCORDING TO      HON. JIBRIN ABDULMUMIN!

 "I got N650 million as my running cost as the Chairman of Appropriation Committee. Speaker Yakubu Dogara got N1.5 billion, His Deputy Yusuf Lasun got N800 million. House Majority Leader Femi Gbajabiamila got N1.2 billion; Deputy Majority Leader Buba Jibrin got N1.2 billion. House Whip Alhassan Ado Doguwa got N1.2 billion, Deputy House Whip got N700 million. House Minority Leader Leo Ogor got N1.2 billion, Deputy Minority Leader Onyema got N800 million. Minority Whip got N700 million, Deputy Minority Whip got N700 million. I have documents to back up these facts.”!

He was eventually relieved of his position for being so brazen and “suspended for one legislative year! BUT, through divine intervention again, Jibrin took the matter to the Court which vindicated him, re-instated, and ordered House of Representatives management to pay all of his salaries, allowances, and other entitlements privileges etc, during the period of his forced absence from the Green Chamber! 

GOVERNOR NASRI EL RUFAI ALSO EXPOSED THE LEGISLATORS! [Read below excerpts from a past publication: VOL. 6. NO. 192, Edition of 16th April, 2016.]

GOVERNOR EL-RUFAI EXPOSES LEGISLATORS SQUADERMANIA ON SPURIOUS PROJECTS!

That Nigeria still grapples with the avalanche of looting of the national treasury by those who should be its custodians, came to the fore when Kaduna State Governor, Nasir El-Rufai challenged Speaker, Yakubu Dogara, over the National Assembly, [NASS], excessive budget spending and challenged him to make public, the institution’s annual budget which had been shrouded in secrecy for over TEN YEARS! 

“El-Rufai had challenged NASS to make its budget public because the budget of 469 members was larger than the capital budget of 10 million inhabitants of Kaduna State and also lager than the entire budget of several Nigerian States. He also claimed that over a period of TEN YEARS, from 2008, NASS as an institution has cost the country over a TRILLION NAIRA WITHOUT ANY DETAIL ON HOW THE AMOUNT WAS ALLOCATED AND SPENT! THE NATIONAL ASSEMBLY APPROPRIATES TO ITSELF A WHOOPING SUM OF BETWEEN N120 - N150 billion annually which they always claimed was “just 2%” of the total budget.”

VICE PRESIDENT ‘YEMI ALSO QUERIED 2017 BUDGET PADDING BY NASS!

In his acting capacity as President, Professor ‘Yemi Osinbajo, SAN, in 2017, faulted the NASS for tampering with the Budget proposal as presented by the Executive. He said legislators had no right to insert new projects in a budget proposal noting that  “there were some grey areas especially funds lifted from key projects, to introduce new projects by NASS!”   

BREAKDOWN OF THE 2022 BUDGET, MTEF, FSP, ETC!

From the Working Sheet for the 2022 to 2024 Medium Term Expenditure Framework and (MTEF) Fiscal Strategy Paper (FSP), the following deductions could be established:

*As usual Nigeria is confronted with another DEFICIT Budget 2022 in which the CRUDE OIL still remains its “life line” at daily production estimate of 1.88 million barrels (including of Condensates of 300,000-400,000 barrels per day) to accrue N3.16trillion naira with non-oil taxes of N2,13trillion naira!

*International oil benchmark fixed at USD $57 dollars per barrel – with the hind sight to garner some surplus funds if current Brent price remains at USD$85 dollars? 

*Federal Internally-Generated/Distributable Revenue (IGR), estimates are N17, 70 trillion and N12, 72 trillion naira, respectively.   

*In spite of its tag “Budget of Economic Growth and Sustainability” the new 2022 Document of N16.39 trillion (the highest in six years), as against N13.588trillion in 2021, has increased the rising debt profile with N5.1trillion naira of its N6.25trillion deficit which is 3.39% of Gross Domestic Product (GDP)! Debt Servicing is N3, 61 trillion naira; Sinking Fund is N292, 71billion naira; Capital Expenditure – N5, 35trillion naira including the capital component of Statutory Transfers.

*Exchange rate is pegged at N410, 15 naira to USD$1 dollar!

*Federal Government apologists agreed that it has surpassed borrowing threshold by .39% according to Fiscal Responsibility Act (FRA), but believed it was still within sustainable management in spite of TWO RECESSIONS OF 2016-2017! 

*Available revenue to fund the 2022 Budget is estimated at N10, 13trillion naira in totality of Grants and Aid of N63, 38billion naira plus revenues of 63 Government-Owned Enterprises (GOEs)!  

*Inflation at two digits of 13% has created over 400% in goods and services – as local staple food prices, beverages, cooking oils, etc, are sold according to forex benchmark now pegged at official N510 naira to USD$1 dollar!

*Deficit will be financed by fresh borrowings just like monies were borrowed to finance past Recurrent Expenditures in the payment of salaries, allowances etc, of less than TWO million population of the Executives, Legislators, Judiciary and the Federal Civil Servants!

POLITICAL ENTREPRENEURSHIP/MERCHANDIZE OF NIGERIA BY HEARTLESS POLITICIANS WILL SOON BE TERMINATED THROUGH DIVINE INTERVENTION!

O FOOLISH NIGERIAN YOUTHS, WHO HAS BEWITCHED YOU!

There were shootings and fatalities at the Lekki Toll Gate on 20th October 2020, during the #EndSARS#EndPoliceBrutality peaceful protests and now one year after the sordid event which memories of sadness, pain, melancholy, anguish, bitterness and irreparable loss still lingers, some fifth columnists have urged the youths to engage in a memorial protest in spite of government’s ban on public protests in honor of the dead!

We want to believe that the mystery “whiz kids”, who planned, masterminded and actually executed last year’s event, are not the adamant arrowheads of the commemoration slated for the same day and the same venue at LEKKI on 20th October, 2021 – they should be WISER!

State-sponsored protesters are on the prowl to hi-jack any form of procession and give government opportunity to deploy SWAT (SARS replacement) to hit the streets and show the stuff they are made of!

PLANNED COMMEMORATION OF THE DEAD SHOULD BE LIMITED TO CHURCHES AND MOSQUES AS IT WERE! YOUTH SHOULD DIVERT THEIR STRATEGIES TO INTENSIVE VOTERS EDUCATION AMONG THEIR PEERS NOW AND TAKE OVER THE REIGNS OF POLITICAL/ECONOMIC POWERS FROM THE LAST OLIGARCHY!

It is common knowledge that any form of protests in the last SIX years of the worst kind of insecurity lapses ever perpetrated in Nigeria always afforded fresh opportunities for state actors to go on killing sprees therefore, no sensible youth WHO COULD BECOME THE NEXT PRESIDENT would put his/her head for the slaughter!

ANY GAINS OF THE OCTOBER 2020 #ENDSARS#END POLICEBRUTALITY MASS PROTESTS?  

SARS Operatives are not the only bad eggs of the Nigerian Police Force [NPF]! The regular policemen at the numerous stations, including those on the beats across the nation have found it difficult to hide the art-in-trade. Going by the several reports of human rights infringement since the disbandment of SARS which was replaced with Special Weapon Tactical Team (SWAT), it is obvious that police brutality in Nigeria would only come to an end when articulate/patriotic youths seize the opportunity of their POPULATION to run for political posts,, win elections at all levels of administration and RUN HUMANE GOVERNMENTS!

BUHARI HAS NEVER LOVED NIGERIAN YOUTHS!

 President Buhari kept quiet when he should have addressed the Youths at Lekki as a Father with soothing words to disperse them without fatalities through the military which denied involvement until factual evidences were produced! 

And even at that, Federal Government claimed alibi that soldiers were only invited by the Lagos State Governor to maintain law and order!

QUESTION: Are these kids not kidding themselves to believe that President Muhammadu Buhari loves them because he signed into law, the “Not-Too-Young-To-Rule Bill shortly before his SECOND TERM BID in 2019? 

The President is a rooted OLIGARCHY and did not fail to continue a trend which had been his hallmark as military head of state!

If he could promise the entire population - *provision of adequate security; *head-long confrontation and destruction of Corruption; and *building up “the very weak economy” bequeathed by PDP in 2015 – but in SIX YEARS have COMPOUNDED all issues, including penchant for addicted borrowing which reached N33.107 trillion naira (about USD $87.239 billion dollars), according to the Debt Management Office (DMO), as at 31st March, 2021.  

NIGERIAN YOUTHS SHOULD NOT FALL FOR “DIVIDE AND RULE” TACTICS OF MR. PRESIDENT!

Over the years We developed much passion for compulsory, qualitative education for the nation’s multitude of youths who occupy majority position and unequivocally advocated that UNESCO’s recommendation that at least 26 per cent of every nation’s annual budget should be appropriated to  education – but to no avail in Nigeria where INSTITUTIONAL CORRUPTION had given birth to over 13 million street children and thousands of hardened criminals some of whom it engaged to hi-jack legitimate/peaceful #EndSars processions across the nation!

 We have published several papers in support of the Constitutional Rights of the citizens - with emphasis on the youth emancipation to sensitize consecutive administrations from 2013 till date to no avail BUT We have never given up nor will ever UNTIL the needful is done!

We can testify that Nigerian Youths are resourceful, resilient, ebullient, dogged, rugged, indefatigable, purposeful, united and boisterous because they successfully pulled off the #END SARS #END POLICE BRUTALITY peaceful protests across major capital cities on 20th October, 2020, which shocked and surprised the entire population because it was flawlessly organized, and conducted by cerebrals, who believe that PEACE could only be achieved through dialogue!

And although their emboldened action which dominated the social media across the world further accentuated the restriction on government activities due to the universal Covid-19 Pandemic which began in January of that year yet their collective observation of all sanitation protocols, coupled with hospitality to Police security operatives assigned to officially protect their well-intended peaceful protest from being hi-jacked by criminals, endeared the Federal Government to accept in-toto, all of their FIVE VERY SENSIBLE AND MEANINGFUL DEMANDS! 

1) Immediate release of all arrested protesters. 

2) Justice for all deceased victims of police brutality and appropriate compensation for their families.

3) Setting up an independent body to oversee the investigation & prosecution of all reports of police misconduct (within 10 days).

4) In line with the new Police Act psychological evaluation & retraining (to be confirmed by an independent body) of all disbanded SARS officers before they can be re-deployed.

5) Increase police salary so that they are adequately compensated for protecting lives and property of citizens.

**** In the aftermath of the crisis Federal Government directed Judicial Panels/Commissions of Inquiry to be set up in 28 affected States – and the Federal Capital Territory – to investigate allegations of violations of human rights leveled against members of the NPF, other Security Agencies – especially member of the disbanded SARS and it believed that most of them have submitted interim/final reports to Government.

Nigerian Youths should BREAK THE YOKE OF BEWITCHMENT OF THE OLD BRIGADE and give PEACE a chance!

It will take just one bold, passionate, patriotic and devoted YOUNG NIGERIAN to turn the scale around and end the vicious circle of all forms of insecurity, insurgency, terrorism, brigandage, crime, criminalities, lawlessness, institutional impunity, corruption, annual budget padding, “execution” of unconstitutional constituency projects by legislators, acrimony, poverty, nepotism, tribalism, ethnic agenda, institutional indebtedness, wastages and all forms of social malaise that had bedeviled Nigeria from independence till date! 

QUESTION: “Was it not high time you redeemed the covenant between you and President Muhammadu Buhari, who told you in desperation for a second term before the whole world, that you should support him and then come on board at his departure?

SHOULD ABACHA RECOVERED LOOTS BE RE-LOOTED? 

In spite of the strict conditions placed by governments of the United States, United Kingdom, Switzerland, New Jersey etc, that all “ABACHA LOOTS” recovered from their countries must be channeled towards social life-changing infrastructures that would positively affect the lower-rung of the citizens, successive Nigerian Administrations have woefully failed to give credible account of recovered stolen monies totaling about USD$2.2 billion dollars, according to Transparency International (TI), recent report!

In its SIX years of governance, the Buhari Administration had found it very difficult to present a total verifiable figure of such monies collected and a table of positive utilization of the recovered funds which has given vent to claims by political/economic watchers that it was being re-looted by its custodians!

It was rumored that a Nigerian facilitator to some of the recoveries was to be paid a whopping sum of USD$100 million for his efforts AND Buhari’s Government has neither confirmed nor denied the allegation!

BUT in piecemeal, President Buhari’s spoke persons had shed some light on how some of the funds had been unethically disbursed at government’s whims and caprices! Below are some excerpts of Senior Special Assistant to the President on Media and Publicity, Mallam Shehu Garba when the sum of USD$311 million dollars was returned in May 2020 – his very words:

 *The money had been allocated for infrastructure development in the country.

*Part of the returned loot In 2019, from Switzerland - some “$320 million dollars are already being for government’s Free School-Feeding Scheme, a stipend for millions of disadvantaged citizens and grain grants for those in severe food hardship and without these funds, the fight against Covid-19 would be even tougher.”

*The recent FUNDS in May 2020 – some USD$311 million dollars returned from the United States have already been  allocated for vital and decades-overdue infrastructure development like the SECOND NIGER BRIDGE, LAGOS-IBADAN AND ABUJA-KADUNA-KANO EXPRESSWAYS AND IN THE MAMBILLA POWER PROJECT, which when completed will provide electricity to some three million homes – over ten million citizens- in our country and also creating tens of thousands of Nigerians construction jobs and local skills which can be useful in future projects 

According to Shehu, the return of the USD$311million dollars stolen from the citizens of Nigeria during the Abacha regime from the United States and Jersey and the ones before was a testament to the growing and deepening relationship between both governments!

He claimed that the Buhari Administration had “total and zero tolerance to corruption both in politics and public administration and would neither squander nor re-steal the stolen monies”, - the EXCUSE some foreign countries gave in the past for refusing to return such recovered funds to Nigeria! NO MENTION OF FIGHT AGAINST INSECURITY!

NIGERIANS EXPECT A CREDIBLE AND DETAILED STATEMENT OF ACCOUNT IN RESPECT OF RECOVERED FUNDS FROM THE BUHARI ADMINISTRATION AND NOT RHETORIC! 

Every Wednesday, President Buhari constitutes an illegal and unconstitutional “Federal Executive Council (FEC)”, where contracts were gleefully awarded to cabinet ministers without DUE PROCESS and billions of naira and dollars have been distributed to fund phantom projects while the poor citizen bear the brunt!

All over the nation INSECURITY is having free reign! Kidnappers are being paid RANSOMS in billions of naira! Boko Haram terrorists who have surrendered in their thousands are being DE-RADICALIZED according to Buhari’s Administration and yet SECURITY INSTITUTIONS – Military, Police – INEC, FRSC, buildings and equipments are being touched with ignominy, Governors convoys are being attacked by bandits/gunmen etc, etc!

President Buhari and his handlers cannot wish this plethora of security lapses away with untruths! He has to listen to the PEOPLE TO WHOM SOVEREIGNTY BELONG!

He must devolve Power from the Federal to the States; He must dissolve the SENATE and embrace a Parliamentary system to save RISING COSTS THAT HAVE GIVING BIRTH TO ANOTHER 2022 DEFICIT BUDGET OF N16.93TRILLION NAIRA BUDGET WHICH WAS ONLY N4.8TRILION IN 2015!

All of the above can be achieved through REFERENDUM before December 2021, if he truly wants to leave a “good legacy” behind – according to his fervent desire! “A WORD IS SUFFICIENT FOR THE WISE”      

The Story of late General Sanni Abacha, (20 September, 1943 – 8th June, 1998):

1) According to Wikipedia, he was a Nigerian military general who served as the military Head of State from 1993 until his death in 1998,

2) He was Army Chief of Staff between 1985 to 1990; Chief of Defence Staff between 1990 to 1993; and Minister of Defence.

3) In 1993, Abacha became the first Nigerian Army officer to attain the rank of a full military general without skipping a single rank.

4) His rule saw the achievement of several economic feats and also recorded human rights abuses and several political assassinations. 

5) He was dubbed a kleptocrat and a dictator by several commentators.

6) Abacha was born and brought up in Kano, attended the Nigerian Military College, Kaduna and was commissioned in 1963 after he had attended the Mons Officer Cadet School in Aldershot, England.

7)  In 1969, he fought during the Nigerian Civil War as a platoon and battalion commander and later became Commander of the 2nd Infantry Division in 1975.

8) In 1983, Abacha was general Commanding, 2nd Mechanized Division and was appointed member of the Supreme Military Council. 

9) From the rank of a second lieutenant, at the 3rd Battalion in Kaduna, Abacha was reported to have been involved all military coups from July 1966 till he became Head of State in 1993!

10) Abacha played a prominent role in the 1983 coup which brought General Muhammadu Buhari to power and the 1985 coup which removed Buhari and brought General Ibrahim Babangida to power to whom he became Chief of Staff and later Minister of Defence in 1990!

11) In September 1994, General Abacha as Head of State and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, he placed his military government through a Decree above the Judiciary and as such possessed absolutes power! He then proceeded to issue another Decree that gave him the right to detain anyone for up to three months without TRIAL!

12) Through his Chief Security Officer, Major Hamza al Mustapha, Abacha assembled a personal security force of 3,000 men trained in North Korea; re-trained personnel of the Nigerian Police Force with which he cracked down on criminals and dissidents especially, members of the National Democratic Coalition (NADECO), many of who were arrested for  allegedly detonating bombs across the country in protest against his military junta!

13) He clamped Moshood Abiola into jail for proclaiming himself President of Nigeria and charged him with treason following the JUNE 12 1993, Presidential Election which Abiola was acclaimed to have won AND also detained ex-President Aremu Obasanjo, for treason and for plotting a coup with ex-General Oladipo Diya and late General Shehu Yar’ Ardua who died in detention!

Sanni  Abacha, 10th Nigerian Head of State, was an authoritarian, “maximum” ruler whose five-year human rights record was adjudged to be very poor and yet schemed to  become a civilian president by October 1998, having coerced all FIVE Political Parties to nominate him as their consensus candidate, were it not for the unfortunate hand of death!

NATIONAL ECONOMY UNDER GENERAL SANNI ABACHA!

The Military ruler was credited with major increase in Nigeria’s foreign exchange reserves, reduction in external debt burden, involvement in major road construction across the nation, reduction inflation rate BUT in spite of all those “unprecedented economic achievements”, Abacha was reported to have looted, and transferred large sums of money to overseas accounts through his National Security Adviser (NSA), Ismaila Gwazo and his son Mohammed Abacha, through provision of FAKE NATIONAL SECURITY FUNDING REQUESTS”, which Abacha as Head of State approved!

According to a preliminary report published by ex-General Abdusalam Abubakar, transitional Government in November 1998, the funds were usually sent in cash or travelers’ cheques by the Central Bank of Nigeria (CBN). To Gwarzo, who took them to Abacha’s house and eventually laundered by one Mohammed Sada to offshore accounts and that an estimated sum ofUSD$1.4billion dollars in cash was delivered in that way!

Sanni Abacha was listed Number 4 among TEN most self-enriching leaders of two previous decades during which Abacha and his family were alleged to have embezzled between USD$1billion-$5billion!

THE UNITED STATES DEPARTMENT OF JUSTICE CONFIRMS ABACHA’S MASSIVE MONEY LAUNDERING!

On 7th August 2014, the US States Department of Justice, announced the forfeiture of USD$480million, described as the largest in its history to the Nigerian Government. Jersey discovered more than USD$267million dollars in funds that were allegedly laundered through US Banking System and deposited in a Jersey account (£210million in British pounds).

According to the official report, the US Department of Justice, Jersey Courts and the Federal Government of Nigeria, have completed a civil asset forfeiture against the funds and they will be divided between those countries! 

However, judgment favored Nigeria and the total amount of USD$480dollars had been collected from the US Government by Abubakar Malami (SAN), the Attorney General and Minister of Justice!  

Other repatriated Abacha loots include; USD$321million dollars from New Jersey/Switzerland; AND between 1999 and 2021, a total some of over USD$2.16 BILLION have been recovered according to Transparency International (TI)! 

TESTIMONY OF EX-GENERAL JERRY USENI – ABACHA’S BEST FRIEND!

In a media interview, ex-General Jerry Useni, vehemently claimed that Sanni Abacha never looted the Nigerian Treasury in spite of ex-General Abdusallam Abubakar’s official report!

“Abacha was neither a criminal nor as bad as people thought; nor was he corrupt. He was not aware that he looted the nation’s treasury because they were not involved in financial matters! Can what we are losing today be compared with what they claimed Abacha stole?    

“I am not aware of the allegation that Abacha stole USD$1BILLION-5BILLION DOLLARS! Most of the monies recovered were from his boys!”
