[In Commemoration of the 2nd Anniversary of the Change Administration of APC.]

TWO YEARS into President Muhammadu Buhari's Administration, the TEMPO AND TESTIMONIES of good governance of righteousness, probity, equity, faithfulness, dedication, diligence, determination, resilience, sincerity, selflessness, courage, through steadfast/rugged and stubborn faith in GOD, have been blazed by patriotic citizens, not only across the length and breadth of Nigeria, but throughout the global communities by political/economic watchers!
American, European, Asian and African leaders, have at various times in the past 377 days of the Change Mantra, collectively showered encomiums on the courageous posture of the new administration, to ROOT-OUT AND DESTROY BOKO HARAM INSURGENCY, ELIMINATE ENDEMIC INSTITUTIONAL CORRUPTION AND REVAMP THE ECONOMY which was terribly bastardized by previous administrations. In spite of contrary opinion by his detractors, Buhari's war against corruption was not one-sided - the Judges, the Secretary to Federal Government (SGF)! and the Director General of the NIA are few examples that the President cared less whose ox is gored!

The Buhari/Osinbajo's Government of HOPE AND TRUST IN GOD, is a clear departure from the "ALI BABA AND THE FORTY THIEVES" style of past regimes of the Military and the Peoples Democratic Party (PDP), because right from the onset, the duo and their THINK TANK opted for the TREASURY SINGLE ACCOUNT (TSA), which blocked all the "fast fingers and pick pockets" left behind by the in-experienced Ex-President Jonathan who toyed with TSA and quickly dumped it because he surrounded himself with HAWKS, VULTURES, PREDATORS AND CANNIBALS!
That the Nigerian State is still classified as a "DEVELOPING NATION" by the United Nations notwithstanding the fact that the nation achieved her independent status in 1960 should be attributed to one negative major factor, which is the dearth of positive leadership! Nigerian politicians who had the opportunity of some level of education like the erstwhile Ph.D President, have failed to impact the polity with any positive values from their acquired knowledge - instead, they pursued personal, selfish and greedy agendas to amass illicit riches and wealth from the very system that gave them the opportunity of education.

(1) How did the Nigerian nation crash into the pool of economic recession in 2016, which birthed food insufficiency/insecurity and more poverty-stricken citizens across the nooks and crannies of the nation, in spite of the many "educated" leaders who had been at the helm of political affairs for 57 years?

(2) Why are the Nigerian Labourers denied of their wages and Pensioners sent to early graves without collecting their inalienable rewards, having served the nation meritoriously?

(3) Why is the infant/child/maternal mortality rate still on the high side? 

(4) Why are there over 30 million school-age children roaming the streets of Nigeria and forced child labour/abuse/early marriage/prostitution, the VOUGE in Nigeria?

(5) Why have able-bodied and employable youths resorted in frustration to acts of brigandage like, armed robbery, kidnapping, cattle rustling, oil/gas pipes vandalization, assassinations, insurgency/terrorism, cyber crimes etc.?

(6) Why has massive corruption become a national culture and the brazen robbery of the common wealth by its official custodians, a tradition in this nation?

When Senator Alimodu Sherrif, now the Chairman of a faction of PDP, was the Governor of Bornu State for eight years, (1999-2007), he employed school-aged youths as political thugs whom he fed at the gates of the Government House, Maiduguri and paid peanuts as salaries for their ill-conceived/illicit employment for the period in question - only for him, to discard them when he no longer needed their services! Two years after he left office, the IDLE HANDS metamorphosed into the Islamic terrorist Boko Haram group, in 2009! With that singular act by one Governor who had the privilege of being educated but failed to spread to others the same opportunity, those youths whom he denied Western Education now hate it with such venom that for the past eight consecutive years, have attacked innocent Nigerians with weapons of mass destruction of lives and properties through bombings, heinous murders, gun attacks, decapitations, etc! With the advantage of hind-sight that the new All Progressives Congress (APC), Government, is poised to improve the lot of the downtrodden - the actual WORKFORCE, TAX PAYERS and back-bone of Nigeria's economy, would it not tantamount to policy somersault if one of APC's educated senator should initiate and champion an unfriendly ROAD TAX BILL which negates the very thrust of the Special Intervention Programmes (SIPs) of government?

SENATOR IBRAHIM GAYA - FRIEND OR FOE OF THE TALAKAWAS?
To the ordinary mind, 65-year-old Senator Gaya (Kano South, 2007 to date), and a one-time executive governor of Kano State (January 1992- November1993), did a brilliant job through the first and second readings of a Federal Road Authority Bill from the way he was applauded - but a deeper study of the Bill, reveals that it is workers- unfriendly and anti-masses! Kabiru Gaya, like every youth while growing up had the privilege of government primary and secondary education which parents in contemporary times are finding very hard to impart to their children because they have neither regular salaries nor living wages to cater for "such luxury" as education!

The ignominious FEDERAL ROAD AUTHORITY BILL (FRA), sponsored through the Senate Committee on Works, passed second reading in the Senate on 12th October 2016, even as members also proposed the return of TOLLS BACK ON MAJOR NIGERIAN ROADS!
Leading the debate, Gaya told his colleagues then that the bill sought to repeal the Federal Roads Maintenance Agency (Establishment) Act 2002 (as amended), FERMA and replacing it with FRA and also to promote the management of the federal roads network and the operation of the road sector in Nigeria.

The FRA Bill which was rejected by the House of Representatives was re-introduced on the floor of the Senate by Gaya who also disclosed that bulk of FRA funding shall be gotten from annual appropriation, including donors, financial institutions, the proposed National Roads Fund and internally-generated revenue. But, from whichever side of the divide FRA debacle is argued, one thing is certain, THE PRIVILEGED RICH OF THE NIGERIAN STATE ARE BENT ON KEEPING THE POOR MASSES IN PERPETUAL PENURY WHICH MUST BE RESISTED BY ALL WELL-MEANING AND PATRIOTIC CITIZENS.
Nigerian roads can be maintained without further anguish to the ELECTORATE and the majority peasants of the nation. THIS MOVE IS ANTI-SPECIAL INTERVENTION PROGRAMMES OF THE APC GOVERNMENT! IT MUST BE KILLED AND THROWN OUT AT IMMEDIATELY!
Confirming this development a Daily Times report states that :
(1) the lawmakers who began with the consideration of the FRA Report, however stepped down the consideration of the National Roads Fund (NRF), report to another legislative day. In that report, the panel listed the sources of fund to include A FUEL LEVY OF N5.00, chargeable per litre on any volume of petrol or diesel products imported into the country and on locally refined petroleum products.
(2) Other sources are axle load control charges and tolls not exceeding 10% of any revenue paid as user charge per vehicle on any federal road designated as a toll road, which will not be applicable to roads under public-private partnership plan.
(3) The panel also recommended international vehicle transit charges and inter-state mass transit user charge of 0.5% deductable from the fare paid by PASSENGERS to COMMERCIAL MASS TRANSIT OPERATORS on inter-state roads, etc.

We of the Editorial Board of the Zion B-BC Newsletter, vehemently condemn this obnoxious, unthoughtful, insensitive, malicious, inconsiderate and very unwise bill - coming from KANO INDEGENE IBRAHIM GAYA WHO SHOULD KNOW BETTER! THE ALMAJIRIS - CHILDREN OF SCHOOL AGE -, WHO ARE ROAMING THE STREETS OF KANO BECAUSE THEIR INDIGENT PARENTS COULD NOT AFFORD THEIR EDUCATION, ARE FAR MORE THAN THOSE OF THE THREE NORTH EAST STATES AFFECTED BY BOKO HARAM INSURGENCY!
If indigent parents cannot afford school fees in this austere period of receding recession with petrol and diesel prices at N145.00 and N120.00 respectively, how would they cope when the prices are increased?
Did Gaya pre- meditate this EVIL BILL in order to further impoverish the masses of the downtrodden peasants and create more monstrous youths WHO WOULD CARE LESS WHETHER THEY WERE RECRUITED BY BOKO HARAM OR ISLAMIC STATE TERRORISTS!
IN SOME OF OUR PAST PUBLICATIONS, OUR PACIFICATION OF THE MASSES WAS LARGELY INSTRUMENTAL TO THE GRAVE-YARD PEACE WHICH GREETED A WHOOPING INCREASE FROM N87.00 NAIRA TO N145 ON PETROL WITHOUT RIOTING OR SHEDDING OF BLOOD BY THE CHANGE GOVERNMENT ON WEDNESDAY 11TH MAY, 2016!
NO PRESIDENT BEFORE MUHAMMADU BUHARI - THE CHARISMATIC, GOD-FEARING AND MASSES-LOVING, ANTI-CORRUPTION CRUSADER EVER ACHIEVED SUCH A FEAT! WHY MUST KABIRU GAYA OF THE RULING APC GOVERNMENT ROCK THE BOAT, TURN HIMSELF INTO AN EGYPTIAN TASKMASTER AND TURN BACK THE HANDS OF CLOCK?
WE REJECT THIS EVIL BURDEN ON BEHALF OF 170 MILLION NIGERIANS MINUS THE HEARTLESS LEGISLATORS! We repeat our request that the LEGISLATURE SHOULD BE COMPOSED OF ONE CHAMBER OF TWO REPRESENTATIVES EACH FROM THE 36 STATES OF THE FEDERATION AND THE FEDERAL CAPITAL TERRITORY WHO SHOULD WORK ON PART-TIME BASIS AND ON MEAGRE SITTING ALLOWANCES! THEIR PRESENT OUTRAGEOUS SALARIES AND ALLOWANCES WOULD EVENTUALLY CRIPPLE THE NATION'S TSA! THEY ARE THE BLOOD SUCKERS, NOT THE PEASANTS!
