President Muhamadu Buhari remains an unbeaten trail-blazer of all times, not only in Nigerian but in African/Global political and socio-economic affairs! It's crystal clear that GOD did not make a mistake in choosing him as Nigeria's President at a time such as this!

When he was the Military Head of State between December 1983 to August, 1985, Buhari was the only Army General who placed public interest above MARTIAL LAWS and took his seat beside the downtrodden masses, attended to their woes, healed their sored souls/economic wounds and poured succour for their diverse needs!

President Buhari does not only possess a CLEAR CONSCIENCE  as he blurted it out innocently to a group of friends who had always supported his political ideas and ambitions, BUT A DAMNED GOOD ONE FOR THAT MATTER FOR A NATURAL MAN IN AN EARTHLY TABERNACLE!
It was no wonder that he was kicked out by "Maradona", the self-styled Military President, Ibrahim Babangida, who ruled with the cunniness of a fox and manipulated everybody into submission and timid servility throughout his long tenure, unlike Buhari, his predecessor in office!

This time around in a democratic process, President Buhari and his Party APC, having fully analysed the economic scenario and the cacophony of agitations for the RESTRUCTURING of Nigeria, have concluded that all the 36 STATES SHOULD NOW POSSESS THEIR POSSESSIONS as contained in a detailed report on TRUE FEDERALISM, recently submitted to the party hierarchy.

But there is a problem with the current illiteracy population which is finding it very confusing and difficult to understand or comprehend between the good intentions of the APC Government and the evil machinations of other mercenary political parties, associations and coalitions which were frienzily formed to attack every positive executive action to revamp the economy, ensure peaceful co-existence and win the intense war against Boko Haram!

The internet, social/print/electronic media, newspapers, magazines, etc, are awash daily with vicious attacks through hate and inciting speeches against the ruling government and especially, the person of President Buhari by those set of uneducated citizens who are bent on overheating the already volatile polity which witnessed an unenvisaged senseless killings between herders/farmers in the Middle Belt, at the beginning of the new year, 2018!

We want to believe that this True Federalism 10-Point Recommendations, if embraced by all and sundry, irrespective of political, social or tribal inclinations, will douse the insecurity tension coupled with petroleum products (especially PMS), artificial scarcity, which took the shine off Christmas 2017/ 2018 New Year festivities and we will be very close to TRUTH and REALITY!

But there is this vexatious cliché which states that, "If you want to confuse an average Nigerian, put your thoughts in a book and give it to him to read. The book will definitely gather dust because he will never open it!" Reading culture is anathema to many Nigerians who are illiterates or half-educated BUT would not admit it, and because of that deficit in articulation, find it very difficult to read articles/books, assimilate or dissect the thoughts of a writer or flow analytically with his message, as in the case of the True Federalism recommendations by the APC!

When the APC Government took over in 2015, SIXTY-FIVE (65), million Nigerians were ILLITERATES according to the United Nations Educational Scientific and Cultural Organisation (UNESCO), research/survey index, but the figure has drastically reduced through the aggressive measures of taking off the streets millions of school-age children by giving them free and compulsory education (including text books/one daily meal), quality teachers, modern libraries coupled with internet facilities, because government was very alarmed and concerned! 
Fresh opportunity to read and write was also given to the adults (about 35 million), through the very famous ADULT LITERACY PROGRAMMES across the nation, to give a second chance of reading and writing to those who were denied or so unfortunate, when they were much younger!

Government believes that the statistic was very alarming for a number of reasons because of its adverse impacts on both the individual and the society at large since the illiterates are the most likely to be socially-vulnerable to face a life-time of poverty, poor health, social exclusion/disorders etc. It worried that illiteracy had affected the economy in workplace productivity and by extension the national Gross Domestic Product (GDP), and that it was a matter of national urgency that the literacy crisis be confronted head on!

ILLITERACY IS THE WORST DISEASE THAT COULD AFFLICT THE HUMAN PERSON!
It alienates its victims from all benefits of goodly-living through deprivation of the basic necessities of life - good food, potable water and shelter!
An illiterate remains an alien to his environment - like a FISH OUT OF WATER! An illiterate is dangerous specie to his society and nation by extension, a Frankenstein Monster, ready to main, kill and destroy through a confused memory imbalance! The BOKO HARAM insurgency began through a confused religious ideology and has been difficult to tame (in these NINE years), because their protagonists/sponsors have cashed in on the illiteracy deficit of the dangerous religious sect

THESE RECOMMENDATIONS OF TRUE FEDERALISM SHOULD USHER GREATER BOND OF UNITY!
In the few years of independence before the military interregnum, true federalism was successfully practiced among the three major regions in a parliamentary system of government, because the founding fathers were conscious of the positive gains of UNITY IN DIVERSITY and now in the 21st Century, the ideology has been recommended through the APC Think Tank Committee of September 2017,which has captured all agitations for the RESTRUCTURING OF NIGERIA. Its submission to its Chairman for further scrutiny by the National Working Committee (NWC), for the eventual onward process through the presidency to the Legislators for necessary constitutional amendments to become legally-binding is therefore the right step in the right direction!

APC has never hidden its penchant for the defence of the poor masses of the 774 Local Government Areas of the Nigerian federation, who were at the receiving end of negative fall-outs of bad governance between 1999-2015, and is bent to fulfil its 8-POINT MANIFESTO which consists of the following promises: AGGRESSIVE ANTI-CORRUPTION CRUSADE, NATIONAL SECURITY, FOOD SECURITY, regular POWER supply, integrated TRANSPORT network, FREE EDUCATION, to bring about DEVOLUTION OF POWER, ensure accelerated ECONOMIC GROWTH as well as AFFORDABLE HEALTH CARE!

WE MAKE BOLD TO STATE THAT APC CANNOT BE FAULTED IN ITS SINCERITY OF PURPOSE BECAUSE IT HAD PURSUED AND ACCOMPLISHED THE PROMISES AS CONTAINED IN ITS MANIFESTO LIKE NO OTHER PARTY OR GOVERNMENT SINCE INDEPENDENCE IN 1960 THROUGH A FORTHRIGHT AND RIGHTEOUS MANAGEMENT TEAM UNDER THE DILLIGENT LEADERSHIP OF PRESIDENT MUHAMMADU BUHARI!

But trust the illiterate and half-educated within the polity; they do not believe in the sincerity of the government which has spent only 32 of the 48 months of its FIRST TENURE, just because 2018 is the pre-election year to the 2019 general elections! This attitude is no doubt the exhibition of warped knowledge or understanding of how the political game of economic spread and sufficiency for all STAKEHOLDERS in a commonwealth should be tactically worked out!

LAUDABLE BENEFITS OF TRUE FEDERALISM AS CONTAINED IN APC's GOLDEN DOCUMENT!
The Governor El Rufai-led Committee on True Federalism, submitted its very detailed report on Thursday 25th January, 2018, on the following planks:
(1) Devolution of powers to the States through Resource Control.
(2) State Police and State Prisons to be run by all States of the Federation in respect of certain crimes.
(3) Independent candidacy which can only be enjoyed if such candidate was not a member of any political party, six months prior to any election.
(4) There should exist constitutional autonomy for the 774 Local Governments, which should be free to legislate freely and create any number of councils as they so desired.
(5) Food, Drugs and poison to be moved to the Concurrent List so that States could constitutionally legislate on those items, while narcotics/psychotropic substances should remain on the Exclusive List. 
(6) Labour issues, trade unions, industrial relations, conditions, safety/welfare, disputes/minimum wages/ industrial arbitration, should be handled by both States/Federal Governments who should enjoy independent legislation.
(7) Mines and minerals, oil fields and mining, geological surveys and natural gas that are ONSHORE will be vested in all States of the Federation, while all OFF-SHORE OIL shall remain vested in the government of the federation.
(8) Registration of Business Names should be on the Concurrent List for companies to choose their areas of operations; State or nationwide.
(9) Collection of Stamp Duties was also recommended to be moved to the Concurrent List, for the States to collect duties from individual and small businesses while Federal Government collects duties from Limited Liabilities Companies.
(10) Issue of Citizenship, Local Government or State of Origin, which had hitherto been discriminatory, "should be replaced with State of Residence", through a proposed amendment to the Federal Character Commission Act to allow people domicile in a place to be considered as INDEGENES of such place.

ALL NIGERIANS ESPECIALLY THE GRASSROOT CITIZENS SHOULD EMBRACE THESE LOFTY RECOMMENDATIONS WHICH WERE DIVINELY INSPIRED BECAUSE DETRACTORS OF PEACEFUL CO-EXISTENCE HAD VOWED THAT PRESIDENT BUHARI WOULD NEVER ASSENT TO RESTRUCTURING OF NIGERIA, BECAUSE THEY ARE IGNORANT OF HIS STERLING VIRTUES!
