2021 BUDGET OF A DEBTOR NATION OF OPULENT POLITICIANS AND AN AMBITIOUS MILITARY!!

No Nigerian patriot is a friend of the Military! But soldiers over the years have cleverly “invaded” all 774 Local Government Areas with all manner of social palliatives to pacify 200 million Nigerians for past injuries inflicted on DEMOCRACY during 30 years of illegal occupation of the nation! New barracks accommodation of the Armed Forces personnel (Nigerian Army, Air Force and Navy), complimented with medical primary health/eye optical centres, educational infrastructures of nursery, primary and secondary schools have dotted the geo-political zones to appease the already traumatized rural dwellers whom they and the politicians failed to educate! They support States’ social infrastructural programmes of bridges/roads constructions in various communities to complete UBIQUITOUS MILITARIZATION which had in no way deterred insecurity!
The duties of the military which are clearly spelt out in the Constitution of the Federal Republic of Nigeria  include defence of the nation from external aggression, protection of its borders from invasion by external forces, complimentary support for internal security operations when the POLICE is overstretched, remain apolitical and subject itself to CIVIL AUTHORITY! However in recent times the military which forcibly ruled the nation for about 30 YEARS, is subtly coming through the BACK DOOR to endear itself to the CITIZENS!

WERE THERE ANY MILITARY OR CIVILIAN DIVIDENDS OF 60 YEARS OF INDEPENDENCE?
Recently, YOUTHS took over Nigerian streets in protest against the police organization called Special Anti-Robbery Squad (SARS),  and are demanding in a very peaceful manner, an end to the sadistic activities this organization that have been a thorn in the flesh of innocent law-abiding youths whose fundamental rights are covered by the 1999 Constitution of the Federal Republic of Nigeria! Apart from the youths, many innocent people were also killed in cold blood by this horrible organization which has now been disbanded by President Muhammadu Buhari! Why would the Nigerian Army initiate an intimidating nationwide “EXERCISE CROCODILE SMILE VI” on CYBER CRIME (WHILE PATROLLING THE STREETS), from Tuesday 20th October, 2020, to coincide with the Youths demonstration? But it is sad that the military has subtly threatened Nigerians that they will not tolerate any act of lawlessness and promised to deal decisively with law-breakers adding that their allegiance was to Mr President and the Constitution and pretending to forget that POWER BELONGS TO THE PEOPLE OF NIGERIA UNDER THE 1999 CONSTITUTION WHICH WAS HANDED OVER TO EX-PRESIDENT AREMU OBASANJO’S PEOPLE’S DEMOCRATIC PARTY (PDP), GOVERNMENT!

POWER BELONGS TO THE PEOPLE!
We want to make it clear to the military that they must remain subjected to civil authority and must restrict themselves therefore to their constitutional duties alone and remain in the barracks and that renegade soldiers must realize that military coup was no longer fashionable and would not be tolerated on the Continent of Africa !

#End SARS/#End Police Brutality Youth protesters have made their statement and we believe that the government will fulfil their own end of the bargain, protect lives and property by ensuring that adequate nation-wide security is entrenched in the country.It is a known fact the military always got the biggest share of every annual budget and even in the 2021 Budget, the military has a total sum of N 840,559,082,105 billion naira allocated to the Ministry of Defense above all other Ministries – even more than the Nigerian Police Force which MUST forcibly go through very rigorous REFORMS now that the YOUTHS have woken from their SLUMBER! This PLATFORM in the past SEVEN YEARS had called on youths to take their rightful place as FUTURE LEADERS and stop being SUBSERVIENT to discredited politicians who had enslaved them as THUGS, BALLOT BOX SNATCHERS, HOODLUMS ETC, at every election since Independence without success until the same politicians have now unleashed SARS/SWAT terrorists in uniform against them! When the NOT-TOO-YOUNG-TO-RULE ACT debuted, Nigerians believed that Youths would seize the great opportunity to become liberated from the shackles of very selfish politicians who ferried their own children abroad for safety, but misuse, abuse and eventually dump such un-ambitious youths! Now that they are wiser We all should further encourage them to take more interest in GOVERNANCE, ECONOMICS, SOCIAL ACTIVITIES, MONITOR ALL ANNUAL BUDGETS AND MONITOR JUDICIOUS IMPLEMENTATION OF ALL REVENUE ET ALL, for them to take their rightful place in the scheme of good/decent politics!

BUDGET OF ECONOMIC RECOVERY AND RESILIENCE!
Who would not be surprised at Nigeria’s very ambitious 2021 debt-ridden Appropriation Bill, totalling an incredible amount of N13.8 trillion naira at this austere period of the Covid-19 pandemic/threatening economic recession, other than the super rich political leaders whose penchant for budget padding in the forms of “re-writing, re-inventing, re-engineering, re-producing, etc, has become classic in presentation, such that at the stage of final approval, the Constitutional Author of the Bill is flung in different directions of confusion; a feat that has not been rivalled in any part of the world! According to figures submitted by the President in this particular budget, a whooping sum of N3.1TRILLION NAIRA would be SPENT on DEBT SERVICING ALONE AND NOT DEBT RE-PAYMENT!   From 1999 till date, no Nigerian Executive-prepared Budget had ever had a smooth sail through National Assembly Legislators who misinterpret, misuse and abuse their oversight functions over other tiers to mean manipulation of the FINANCIAL DOCUMENT (which determines the fate of the economy, citizens’ livelihood and security), to expressly bloat their whims and caprices through surreptitious appropriation of funds to dubious constituency projects that were never executed by the law makers!
HON. JUBRIL ABDULMUMINI, one time Committee Chairman for Finance and Appropriation, House of Representatives, during the 8th NASS, ruffled to hornet’s nest when he disclosed the massive “robbery of the National Treasury” through budget padding between 2011 and 2015 and up to date, all legislators fingered in the dastard economic/financial crimes, are still walking the streets as FREE MEN while some are holding on to political appointments with impunity! No Budget had ever been 100% executed and funds of unexecuted budgets were never returned to the TREASURY! WHO OVERSIGHTS THE NASS LEGISLATORS - THE HAWKS WHO ALWAYS FEAST ON ANNUAL BUDGETS!

HIGHLIGHTS OF THE REVISED 2020 AND 2021 APPROPRIATION BUDGETS.
President Muhammadu Buhari, in his presentation of the 2021 Appropriation Bill, tagged, “Budget of Economic Recovery and Resilience”, to the joint chambers of the National Assembly on 8th October 2020, disclosed that Revenue and Expenditure budgets for the fiscal year 2021, would amount to N13.08 trillion inclusive of a fiscal deficit of N4.65 trillion!
Major Assumptions according to the Ministry of Budget and National Planning, Year 2020 Appropriation Act are as follows:
Bench Oil Price Mark: 2020 Revised/2021 Proposed Budgets - US$28 & $48 per barrel respectively in items (1) – (12).
Oil Production Volume (barrel per day): 1.80 million/1.86 m.
Inflation rate (%). Two digits of 14 & 11.95.
Exchange rate. US$ 360/$ 379 to One dollar.
GDP Growth Rate:  -4.42 and 3 %.
Capital Expenditure: N 2.69 trillion and N 3.85 trillion.
Statutory Transfer: No. 43 trillion and No. 48 trillion.
DEBT SERVICING: N 2.68 trillion naira and N 3.12 trillion naira.
Recurrent Expenditure (non debt), N4.94 trillion and N5. 65 trillion naira.
Total Revenue: N 5.84 trillion and N8.43 trillion.
Total Expenditure N10.81 trillion and N13.08 trillion.
Fiscal Deficit: N4.98 trillion and N4.65 trillion.

HOW WOULD ACCUMULATED DEBTS BE PAID BACK?
Stop further borrowings! Block all wastages in the Executive and Legislative! Introduce UNICAMERAL LEGISLATURE OF 74 Lawmakers! THE SENATE MUST BE SCRAPPED disbanded, dissolved deleted, erased to pay off substantial part of that aggravated debt! It is long overdue for the upper house of the NASS to be locked up and its keys thrown into River Niger! Nigeria's Senate of the FOURTH REPUBLIC from 1999, had served - with very few exceptions - as a CONFLUENCE OF GREEDY POLITICIANS (discredited ex-governors, expired civil servants, ex-Commissioners/Ministers, political jobbers, etc), who are sworn enemies of downtrodden masses who neither voted for them nor were even aware of their representation, to date!
Negotiate for DEBT FORGIVENESS with Foreign Lenders, World Bank, International Monetary Fund (IMF), London Paris Club in view of the negative effects of Covid-19 pandemic on World economy including a threatening universal recession!
Diversify massively into agriculture, the extractive, entertainment, film, tourism etc.

In spite of the HUGE DEBT BURDEN the President was optimistic that the 2021 Budget, would deliver on the Government's Economic Sustainability Plan goals, accelerate the pace of Nigeria's economic recovery, promote economic diversification, enhance competitiveness and ensure social inclusion with the support of the Finance Bill 2020 to be passed along with the fresh budget! The Debt Management Office (DMO), has disclosed that Nigeria’s total debt Stock (Foreign and Domestic), as at JUNE 2020, hit N31.01 trillion naira or US$ 85.9 billion dollars.”Nigeria’s public debt grew by US$22.09 billion in the last FIVE YEARS of President Buhari’s Administration, indication an increase of 34.6%!  WHO WILL PAY ALL THOSE DEBTS? The President and his Economic Team MUST answer to the PEOPLE NOW! “Righteousness exalts a nation; but sin is a reproach to all people.” (Proverbs. 14:34)
