BUHARI’S (2019) NATIONAL SECURITY STRATEGY DOCUMENT, IS A PAPER TIGER!

Nigeria’s Security Roadmap Document is a strategic policy paper usually published by the Office of the National Security Adviser to the President every five years to improve administrative thrust in all areas of national development, investment growth and prosperity in spite of the persistent offensive security challenges!

When President Major General Muhammadu Buhari assumed office in 2015, he wasted no time to entrench his manifesto which was predicated on three planks: First, assurance of adequate and very tight security against all forms of insurgency terrorism vandalism kidnappings etc for citizens will dwell in safety.
Second he emphasized war against corruption in all its ramifications and Third he laid premium thrust on the economy to boost local and foreign investment portfolios by encouraging ease of doing business to eradicate poverty.

However, in spite of the fact that in his first four years in office, institutional corruption was aggravated, Buhari still won the 2019 Presidential Election to serve a second term according to prophecy of the Servant of God in Zion.

TRANSPARENCY INTERNATIONAL (TI), SCORED NIGERIA VERY LOW IN THE YEAR 2020.

In the year 2020 transparency International corruption perception index ranking which scored Nigeria only 25% did not surprise social critics political watchers and patriotic citizens at home and abroad because it was very glaring is that all the noises made by the major general before the 2015 elections was all braggadocio! 

In that year Denmark and New Zealand topped the index chart with 88 points while Syria, Somalia and South Sudan came last with 14, 12 and 12 points respectively.
Nigeria scored 26 points out of 100 in the 2019 corruption perception index reported by TRANSPARENCY INTERNATIONAL but between 1996 and 2019 Nigeria's scores hoovered between 26 - 27 while the ratings were 144 and 146 out of 180 countries of the world – a report which underscores the fact that the country never woke up from the stupor of corruption both in the military and civilian administrations!

DAMNING WORLD BANK REPORT ON HUMAN CAPITAL DEVELOPMENT, RECESSION, POVERTY AND INSECURITY IN NIGERIA!

In another damning report on the overview of Nigeria's economy the World Bank stated that  Nigeria made some significant progress in socio-economic index in recent years but its human capital development remained weak due to under investment and that it ranked 152 of 157 countries in the World Bank's 2018 Human Capital Index.

This assessment was no doubt predicated on the seemingly insecurity challenges of the nation which also mentioned that if International crude oil price slided below USD $50 dollars Nigeria would go into recession and that by the year 2030 at least 30 million Nigerians would have become the poorest of the poor globally!

THE REVISED NATIONAL SECURITY STRATEGY OF 4TH DECEMBER, 2019 UNDER THE WATCH OF PRESIDENT BUHARI.

Undaunted by those negative reports President Buhari who vowed to further enhance social security said that the new document was a product of painstaking and rigorous contributions by relevant stakeholders which was committed to achieving  a safer and more secure Nigeria from internal or external threats.

He believed that the new document would revitalise the previous document which was last reviewed in 2014 and confessed that the plethora of security challenges confronting the nation, especially the insurgency, could become the albatross to all his strategies and called for an assessment of the society and all elements of the national power to embrace and support the new initiative.

During that launch which is over two years, the President specifically addressed efforts at ending the insurgency in the North East and laying the foundation for sustainable peace and development in the region, the conflicts between the farmers and herders and also banditry!
He revealed that the document elicited contributions from security, Intelligence, law enforcement agencies, armed forces including ministries, departments and agencies MDAs and the civil society adding that overall security entailed unity of purpose because it was “a bottom to top operation” which must not suffer failure at any level.

RETIRED MAJOR GENERAL BABA GANA MONGUNO IS CURRENT NATIONAL SECURITY ADVISER TO MR. PRESIDENT.

The NSA disclosed at the occasion of the presidential launch of the security document that a comprehensive approach to address poverty, healthcare delivery challenges and out-of-school children particularly the Almajiri system - were all embedded in the new strategy document. He stated that the document also captured current and future threats and has proffered appropriate strategy for government to address them holistically especially the security implications in respect of out-of-school children to safeguard the fast-growing population of the youths because the issues of poverty and illiteracy were synonymously linked.

The following are quotations from the NSA’s Statement at the launch:
“These innocent children must be afforded opportunities of free and compulsory early education - Islamic and western - simultaneously as provided for in the Constitution of the Federal Republic of Nigeria 1999, Chapter II Section 18, but ,(“not as and when practicable”) to stimulate their intellectual capabilities from tender ages. “They should also the given opportunities in vocation and technical studies exposed to land cultivation and basic entrepreneurship at secondary levels. (It is their inalienable rights).
“Government should remember that illiterate Street youths who were easily manipulated by some Quranic religious turncoats formed the nucleus of the Boko Haram terrorist group, which scars have formed indelible marks on the nation's socio-economic identity.
“Aggressive pursuit of internally generated revenues (IGRs), through the combined efforts of Federal and State Governments should occupy the front burner of the economic thrusts while wastages in government through illicit acquisition of wealth at the expense of free education must cease.
“Corruption with impunity should be discouraged as righteous leaders take the lead from henceforth! It is common global knowledge that eradicating poverty in all his forms had been the greatest challenge that faced Africa which accounts for 80% of the people living in extreme poverty and that in spite of efforts by the United Nations and International donor agencies to redress the ugly situation through the platforms of Millennium Development Goals (MDGs, 2000-2015) and Sustainable Development Goals (SDGs 2015-2030),  no nation could boast of having achieved 3% success in that direction - though the social goals were quite honorable and achievable! 
“Nigeria must not allow the World Bank or IMF predictions come true by quickly taking the above analysed intervention steps very seriously and religiously.” 

ANALYSIS OF BUHARI AND HIS NATIONAL SECURITY ADVISER’S SPEECH AT THE SECURITY DOCUMENT LAUNCH.

It's tantamount to criminal negligence for an administration to make promises without fulfilling them as it is said that talk is very cheap and that's exactly what happened when the president launched a fresh national Security road map document on Wednesday 4th December 2019 to revitalize the previous document which was last reviewed in 2014.

Up to the time of this publication the Almajiri out-of-school children are still roaming the streets in their thousands of thousands and like every other social commitment which government reneged in the past two and a half years – the Covid-19 Pandemic and Boko Haram insurgency had been blamed for failure to deliver!

Insecurity in the North East has spread to the North West, North Central, in fact there’s insecurity everywhere in the country.
State Governments depend on the feeding bottle system of collecting monthly allocations from the Federation Account which holds remittances from the crude oil sales without bothering to aggressively pursue IGR's according to the document's recommendation.

The Sustainable Development Goals, (SDGs) 2015-2030 is not being implemented by the organizers in any direction and nothing has been done to debunk the World Bank prediction that by year 2030, 30 million Nigerians will become poorest of the poor globally!
Free and compulsory education whether Islamic or western is not being practiced anywhere in the country except by private educational bodies etc, etc.
HAS BUHARI’S APC GOVERNMENT FAIRED BETTER IN THE WAR AGAINST CORRUPTION INSECURITY OR IMPROVED ECONOMY IN THE PAST SEVEN YEARS OF HIS DESPERATION TO RULE NIGERIA? NO!

The president once said that he has done his best which means the presidential system of government in Nigeria has no more solutions to the myriad of demands and agitations by the citizens for a better administration.

Therefore he should quickly support the demand for REFERENDUM to quickly resolve all contentious issues in respect of the future of this great nation by constituting a Constituent Assembly which will draft a brand new Unicameral Parliamentary Constitution within the next three months to address the 2023 General Elections and produce a PRIME MINISTER!

The only miracle for peace and stability for Nigeria is this Parliamentary Constitution which will make provision for  INDEPENDENT CANDIDACY and douse all tensions being created by the two disreputable major parties the All Progressives Congress and the Peoples Democratic Party.

The brand new constitution will destroy the inordinate ambitions of all renegade politicians who want to become Presidents, Governors and Senators from the next dispensation of Nigeria’s true democracy!

THE ZEAL OF THE LORD WILL PERFORM THIS MIRACLE SO THAT INNOCENT NIGERIANS WILL NOT CONTINUE TO DWELL AS SLAVES IN THEIR OWN COUNTRY AMEN!
