O FOOLISH NIGERIAN YOUTHS, WHO HAS BEWITCHED YOU!

There were shootings and fatalities at the Lekki Toll Gate on 20th October 2020, during the #EndSARS#EndPoliceBrutality peaceful protests and now one year after the sordid event which memories of sadness, pain, melancholy, anguish, bitterness and irreparable loss still lingers, some fifth columnists have urged the youths to engage in a memorial protest in spite of government’s ban on public protests in honor of the dead!

We want to believe that the mystery “whiz kids”, who planned, masterminded and actually executed last year’s event, are not the adamant arrowheads of the commemoration slated for the same day and the same venue at LEKKI on 20th October, 2021 – they should be WISER!

State-sponsored protesters are on the prowl to hi-jack any form of procession and give government opportunity to deploy SWAT (SARS replacement) to hit the streets and show the stuff they are made of!

PLANNED COMMEMORATION OF THE DEAD SHOULD BE LIMITED TO CHURCHES AND MOSQUES AS IT WERE! YOUTH SHOULD DIVERT THEIR STRATEGIES TO INTENSIVE VOTERS EDUCATION AMONG THEIR PEERS NOW AND TAKE OVER THE REIGNS OF POLITICAL/ECONOMIC POWERS FROM THE LAST OLIGARCHY!

It is common knowledge that any form of protests in the last SIX years of the worst kind of insecurity lapses ever perpetrated in Nigeria always afforded fresh opportunities for state actors to go on killing sprees therefore, no sensible youth WHO COULD BECOME THE NEXT PRESIDENT would put his/her head for the slaughter!

ANY GAINS OF THE OCTOBER 2020 #ENDSARS#END POLICEBRUTALITY MASS PROTESTS?  

SARS Operatives are not the only bad eggs of the Nigerian Police Force [NPF]! The regular policemen at the numerous stations, including those on the beats across the nation have found it difficult to hide the art-in-trade. Going by the several reports of human rights infringement since the disbandment of SARS which was replaced with Special Weapon Tactical Team (SWAT), it is obvious that police brutality in Nigeria would only come to an end when articulate/patriotic youths seize the opportunity of their POPULATION to run for political posts,, win elections at all levels of administration and RUN HUMANE GOVERNMENTS!

BUHARI HAS NEVER LOVED NIGERIAN YOUTHS!

 President Buhari kept quiet when he should have addressed the Youths at Lekki as a Father with soothing words to disperse them without fatalities through the military which denied involvement until factual evidences were produced! 

And even at that, Federal Government claimed alibi that soldiers were only invited by the Lagos State Governor to maintain law and order!

QUESTION: Are these kids not kidding themselves to believe that President Muhammadu Buhari loves them because he signed into law, the “Not-Too-Young-To-Rule Bill shortly before his SECOND TERM BID in 2019? 

The President is a rooted OLIGARCHY and did not fail to continue a trend which had been his hallmark as military head of state!

If he could promise the entire population - *provision of adequate security; *head-long confrontation and destruction of Corruption; and *building up “the very weak economy” bequeathed by PDP in 2015 – but in SIX YEARS have COMPOUNDED all issues, including penchant for addicted borrowing which reached N33.107 trillion naira (about USD $87.239 billion dollars), according to the Debt Management Office (DMO), as at 31st March, 2021.  

NIGERIAN YOUTHS SHOULD NOT FALL FOR “DIVIDE AND RULE” TACTICS OF MR. PRESIDENT!

Over the years We developed much passion for compulsory, qualitative education for the nation’s multitude of youths who occupy majority position and unequivocally advocated that UNESCO’s recommendation that at least 26 per cent of every nation’s annual budget should be appropriated to  education – but to no avail in Nigeria where INSTITUTIONAL CORRUPTION had given birth to over 13 million street children and thousands of hardened criminals some of whom it engaged to hi-jack legitimate/peaceful #EndSars processions across the nation!

 We have published several papers in support of the Constitutional Rights of the citizens - with emphasis on the youth emancipation to sensitize consecutive administrations from 2013 till date to no avail BUT We have never given up nor will ever UNTIL the needful is done!

We can testify that Nigerian Youths are resourceful, resilient, ebullient, dogged, rugged, indefatigable, purposeful, united and boisterous because they successfully pulled off the #END SARS #END POLICE BRUTALITY peaceful protests across major capital cities on 20th October, 2020, which shocked and surprised the entire population because it was flawlessly organized, and conducted by cerebrals, who believe that PEACE could only be achieved through dialogue!

And although their emboldened action which dominated the social media across the world further accentuated the restriction on government activities due to the universal Covid-19 Pandemic which began in January of that year yet their collective observation of all sanitation protocols, coupled with hospitality to Police security operatives assigned to officially protect their well-intended peaceful protest from being hi-jacked by criminals, endeared the Federal Government to accept in-toto, all of their FIVE VERY SENSIBLE AND MEANINGFUL DEMANDS! 

1) Immediate release of all arrested protesters. 

2) Justice for all deceased victims of police brutality and appropriate compensation for their families.

3) Setting up an independent body to oversee the investigation & prosecution of all reports of police misconduct (within 10 days).

4) In line with the new Police Act psychological evaluation & retraining (to be confirmed by an independent body) of all disbanded SARS officers before they can be re-deployed.

5) Increase police salary so that they are adequately compensated for protecting lives and property of citizens.

**** In the aftermath of the crisis Federal Government directed Judicial Panels/Commissions of Inquiry to be set up in 28 affected States – and the Federal Capital Territory – to investigate allegations of violations of human rights leveled against members of the NPF, other Security Agencies – especially member of the disbanded SARS and it believed that most of them have submitted interim/final reports to Government.

Nigerian Youths should BREAK THE YOKE OF BEWITCHMENT OF THE OLD BRIGADE and give PEACE a chance!

PRESIDENCY 2023 IS YOUR INHERITANCE – MISS OUT AND BE DOOMED!

“NO MORE STREET PROTESTS, TAKE OVER IN 2023 IN PEACE!

It will take just one bold, passionate, patriotic and devoted YOUNG NIGERIAN to turn the scale around and end the vicious circle of all forms of insecurity, insurgency, terrorism, brigandage, crime, criminalities, lawlessness, institutional impunity, corruption, annual budget padding, “execution” of unconstitutional constituency projects by legislators, acrimony, poverty, nepotism, tribalism, ethnic agenda, institutional indebtedness, wastages and all forms of social malaise that had bedeviled Nigeria from independence till date! 

QUESTION: “Was it not high time you redeemed the covenant between you and President Muhammadu Buhari, who told you in desperation for a second term before the whole world, that you should support him and then come on board at his departure?

There can be no better time for you to begin your preparation to take over the mantle of leadership in this country once and for all!

POLITICS IS A GAME OF NUMBERS and you have at least 70 per cent of 220million population. All you need do is to join forces together peacefully as you did during the #EndSars #EndPoliceBrutality Protests in October 2020!”

“YOUTHS SHOULD SUPPORT ADVOCACY FOR UNICAMERAL LEGISLATURE FROM 2023!

We on this platform have consistently advocated that President Buhari should, without further delay call for a REFERENDUM TO SHUT DOWN THE SENATE AND REDUCE THE HOUSE OF REPRESENTATIVES MEMBERS FROM 360 TO 74!

Nigeria can now boast of a band of articulate, empowered, resourceful, unified, cohesive, focused, ebullient, bonded and freshly branded YOUTHS rising from the ashes of 60 years of deliberate neglect, abandonment, disorientation, manipulation and 

disenfranchisement of all inalienable human rights to assume positions of authority!

YOU CAN DO IT BY PRUDENTLY EXECUTING RIGHTEOUSNESS AND SHUNNING ALL FORMS OF INSTITUTIONAL CORRUPTION AND MALADMINISTRATION PERMANENTLY FROM THE SYSTEM WHEN YOU TAKE OVER! THE ALMIGHTY GOD IS ON YOUR SIDE!

SHOULD ABACHA RECOVERED LOOTS BE RE-LOOTED? 

In spite of the strict conditions placed by governments of the United States, United Kingdom, Switzerland, New Jersey etc, that all “ABACHA LOOTS” recovered from their countries must be channeled towards social life-changing infrastructures that would positively affect the lower-rung of the citizens, successive Nigerian Administrations have woefully failed to give credible account of recovered stolen monies totaling about USD$2.2 billion dollars, according to Transparency International (TI), recent report!

In its SIX years of governance, the Buhari Administration had found it very difficult to present a total verifiable figure of such monies collected and a table of positive utilization of the recovered funds which has given vent to claims by political/economic watchers that it was being re-looted by its custodians!

It was rumored that a Nigerian facilitator to some of the recoveries was to be paid a whopping sum of USD$100 million for his efforts AND Buhari’s Government has neither confirmed nor denied the allegation!

BUT in piecemeal, President Buhari’s spoke persons had shed some light on how some of the funds had been unethically disbursed at government’s whims and caprices! Below are some excerpts of Senior Special Assistant to the President on Media and Publicity, Mallam Shehu Garba when the sum of USD$311 million dollars was returned in May 2020 – his very words:

 *The money had been allocated for infrastructure development in the country.

*Part of the returned loot In 2019, from Switzerland - some “$320 million dollars are already being for government’s Free School-Feeding Scheme, a stipend for millions of disadvantaged citizens and grain grants for those in severe food hardship and without these funds, the fight against Covid-19 would be even tougher.”

*The recent FUNDS in May 2020 – some USD$311 million dollars returned from the United States have already been  allocated for vital and decades-overdue infrastructure development like the SECOND NIGER BRIDGE, LAGOS-IBADAN AND ABUJA-KADUNA-KANO EXPRESSWAYS AND IN THE MAMBILLA POWER PROJECT, which when completed will provide electricity to some three million homes – over ten million citizens- in our country and also creating tens of thousands of Nigerians construction jobs and local skills which can be useful in future projects 

According to Shehu, the return of the USD$311million dollars stolen from the citizens of Nigeria during the Abacha regime from the United States and Jersey and the ones before was a testament to the growing and deepening relationship between both governments!

He claimed that the Buhari Administration had “total and zero tolerance to corruption both in politics and public administration and would neither squander nor re-steal the stolen monies”, - the EXCUSE some foreign countries gave in the past for refusing to return such recovered funds to Nigeria! NO MENTION OF FIGHT AGAINST INSECURITY!

NIGERIANS EXPECT A CREDIBLE AND DETAILED STATEMENT OF ACCOUNT IN RESPECT OF RECOVERED FUNDS FROM THE BUHARI ADMINISTRATION AND NOT RHETORIC! 

Every Wednesday, President Buhari constitutes an illegal and unconstitutional “Federal Executive Council (FEC)”, where contracts were gleefully awarded to cabinet ministers without DUE PROCESS and billions of naira and dollars have been distributed to fund phantom projects while the poor citizen bear the brunt!

All over the nation INSECURITY is having free reign! Kidnappers are being paid RANSOMS in billions of naira! Boko Haram terrorists who have surrendered in their thousands are being DE-RADICALIZED according to Buhari’s Administration and yet SECURITY INSTITUTIONS – Military, Police – INEC, FRSC, buildings and equipments are being touched with ignominy, Governors convoys are being attacked by bandits/gunmen etc, etc!

President Buhari and his handlers cannot wish this plethora of security lapses away with untruths! He has to listen to the PEOPLE TO WHOM SOVEREIGNTY BELONG!

He must devolve Power from the Federal to the States; He must dissolve the SENATE and embrace a Parliamentary system to save RISING COSTS THAT HAVE GIVING BIRTH TO ANOTHER 2022 DEFICIT BUDGET OF N16.93TRILLION NAIRA BUDGET WHICH WAS ONLY N4.8TRILION IN 2015!

All of the above can be achieved through REFERENDUM before December 2021, if he truly wants to leave a “good legacy” behind – according to his fervent desire! “A WORD IS SUFFICIENT FOR THE WISE”      

The Story of late General Sanni Abacha, (20 September, 1943 – 8th June, 1998):

1) According to Wikipedia, he was a Nigerian military general who served as the military Head of State from 1993 until his death in 1998,

2) He was Army Chief of Staff between 1985 to 1990; Chief of Defence Staff between 1990 to 1993; and Minister of Defence.

3) In 1993, Abacha became the first Nigerian Army officer to attain the rank of a full military general without skipping a single rank.

4) His rule saw the achievement of several economic feats and also recorded human rights abuses and several political assassinations. 

5) He was dubbed a kleptocrat and a dictator by several commentators.

6) Abacha was born and brought up in Kano, attended the Nigerian Military College, Kaduna and was commissioned in 1963 after he had attended the Mons Officer Cadet School in Aldershot, England.

7)  In 1969, he fought during the Nigerian Civil War as a platoon and battalion commander and later became Commander of the 2nd Infantry Division in 1975.

8) In 1983, Abacha was general Commanding, 2nd Mechanized Division and was appointed member of the Supreme Military Council. 

9) From the rank of a second lieutenant, at the 3rd Battalion in Kaduna, Abacha was reported to have been involved all military coups from July 1966 till he became Head of State in 1993!

10) Abacha played a prominent role in the 1983 coup which brought General Muhammadu Buhari to power and the 1985 coup which removed Buhari and brought General Ibrahim Babangida to power to whom he became Chief of Staff and later Minister of Defence in 1990!

11) In September 1994, General Abacha as Head of State and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, he placed his military government through a Decree above the Judiciary and as such possessed absolutes power! He then proceeded to issue another Decree that gave him the right to detain anyone for up to three months without TRIAL!

12) Through his Chief Security Officer, Major Hamza al Mustapha, Abacha assembled a personal security force of 3,000 men trained in North Korea; re-trained personnel of the Nigerian Police Force with which he cracked down on criminals and dissidents especially, members of the National Democratic Coalition (NADECO), many of who were arrested for  allegedly detonating bombs across the country in protest against his military junta!

13) He clamped Moshood Abiola into jail for proclaiming himself President of Nigeria and charged him with treason following the JUNE 12 1993, Presidential Election which Abiola was acclaimed to have won AND also detained ex-President Aremu Obasanjo, for treason and for plotting a coup with ex-General Oladipo Diya and late General Shehu Yar’ Ardua who died in detention!

Sanni  Abacha, 10th Nigerian Head of State, was an authoritarian, “maximum” ruler whose five-year human rights record was adjudged to be very poor and yet schemed to  become a civilian president by October 1998, having coerced all FIVE Political Parties to nominate him as their consensus candidate, were it not for the unfortunate hand of death!

NATIONAL ECONOMY UNDER GENERAL SANNI ABACHA!

The Military ruler was credited with major increase in Nigeria’s foreign exchange reserves, reduction in external debt burden, involvement in major road construction across the nation, reduction inflation rate BUT in spite of all those “unprecedented economic achievements”, Abacha was reported to have looted, and transferred large sums of money to overseas accounts through his National Security Adviser (NSA), Ismaila Gwazo and his son Mohammed Abacha, through provision of FAKE NATIONAL SECURITY FUNDING REQUESTS”, which Abacha as Head of State approved!

According to a preliminary report published by ex-General Abdusalam Abubakar, transitional Government in November 1998, the funds were usually sent in cash or travelers’ cheques by the Central Bank of Nigeria (CBN). To Gwarzo, who took them to Abacha’s house and eventually laundered by one Mohammed Sada to offshore accounts and that an estimated sum ofUSD$1.4billion dollars in cash was delivered in that way!

Sanni Abacha was listed Number 4 among TEN most self-enriching leaders of two previous decades during which Abacha and his family were alleged to have embezzled between USD$1billion-$5billion!

THE UNITED STATES DEPARTMENT OF JUSTICE CONFIRMS ABACHA’S MASSIVE MONEY LAUNDERING!

On 7th August 2014, the US States Department of Justice, announced the forfeiture of USD$480million, described as the largest in its history to the Nigerian Government. Jersey discovered more than USD$267million dollars in funds that were allegedly laundered through US Banking System and deposited in a Jersey account (£210million in British pounds).

According to the official report, the US Department of Justice, Jersey Courts and the Federal Government of Nigeria, have completed a civil asset forfeiture against the funds and they will be divided between those countries! 

However, judgment favored Nigeria and the total amount of USD$480dollars had been collected from the US Government by Abubakar Malami (SAN), the Attorney General and Minister of Justice!  

Other repatriated Abacha loots include; USD$321million dollars from New Jersey/Switzerland; AND between 1999 and 2021, a total some of over USD$2.16 BILLION have been recovered according to Transparency International (TI)! 

TESTIMONY OF EX-GENERAL JERRY USENI – ABACHA’S BEST FRIEND!

In a media interview, ex-General Jerry Useni, vehemently claimed that Sanni Abacha never looted the Nigerian Treasury in spite of ex-General Abdusallam Abubakar’s official report!

“Abacha was neither a criminal nor as bad as people thought; nor was he corrupt. He was not aware that he looted the nation’s treasury because they were not involved in financial matters! Can what we are losing today be compared with what they claimed Abacha stole?    

“I am not aware of the allegation that Abacha stole USD$1BILLION-5BILLION DOLLARS! Most of the monies recovered were from his boys!”

BUHARI’S OBSESSION FOR ONE NIGERIA TRIUMPHED IN NEW YORK!

[In Commemoration of Nigeria’s 61st Independence Anniversary].

Organized secessionist activities planned to embarrass Nigeria at the recently-concluded 76th United Nations General Assembly (UNGA), by some disgruntled Igbo and Yoruba tribes, fell like a pack of cards when President Buhari’s aides presented an ACE CARD of professional protesters to end the clandestine game!

Before the “one-million-man-march” protesters of 84-year-old Nigerian Historian Professor ‘Banji Akintoye, and Nnamdi Kanu’s Independent Peoples of Biafra (IPOB), motley crowd could gather at the lawns opposite the UN Buildings in New York, USA, “Nigerian placard-carrying men and women” had filled the arena in solidarity for one indivisible, indissoluble, inseparable, united Nigeria nation to outshine all other groups that were probably denied VISA to America!

The common aim of the duo dissident groups was to lobby the UN Body for support to secede for reasons of marginalization without following the process of legality!

SEPARATISTS MUST TOW THE LINE OF LEGALITY!

AND whereas one of the social intervention strategies of the Vienna Convention emphasizes that the principle of Self Determination embodied in Article 1 of the Charter of the United Nations as a legal right of people to decide their own destiny in a peaceful, democratic and equitable international order, not through armed secession, brigandage, partition, separation, dissension culminating in  total break-up of law and order!

Nigeria is grappling with multiple agitations to settle the vexatious issue of MARGINALIZATION through REFERENDUM by several groups from north to south who are being manipulated by misguided separatists like IPOB which believes that only violent secession could proffer such desire! 

ARE KANU’S DISSIDENTS ABOVE THE LAW? 

Prior to IPOB’s failed UNGA outing, the group had ordered that all workers, traders, artisans and citizens TO SIT AT HOME ON MONDAYS in protest against their leader’s trial for treason/treasonable offences and threatened  penalty of DEATH for defaulters! 

The proscribed terrorist group also ordered that the Nigerian Flag should not be flown on all Government institutions on October 1st 2021 celebration of Nigeria’s 61st Independence Anniversary!

From very recent reports: 

One trailer-driver who flouted IPOB orders on a Monday had his articulated vehicle loaded with motorcycles burnt down with the merchandize by Kanu’s henchmen on the prowl! 

Another trailer conveying TOMATOES to a market place was also intercepted on a Monday and all the perishable fruits off-loaded and destroyed together with the vehicle! 

One trader who also defied the sit-at-home-order, was allegedly killed with his HEAD severed and in spite of all these atrocities, no official arrests of the culprits have been made!

THE IGBO TRIBE HAD NEVER BEEN COWARDS!

Historians have adduced the myth of bravery and incredible mastery of warfare to the Igbo Tribe and from time immemorial they were never a PUSH OVER in any encounter against external aggressions 

BUT it is a SHAME that in this 21st Century universe they have CHICKENED OUT that a few misguided youths and ILLITERATE miscreants could brow-beat them with threats of death?

QUESTIONS: 

ARE THERE NO MORE OF THE LEGENDARY AND RENOWNED “OKONKWO WARRIORS” AMONG THE FIVE IGBO STATES OF THE SOUTH-EAST GEO-POLITICAL ZONE WHO COULD CALL THE BLUFF OF THESE POLITICAL LEACHES AND PARASITES?

WHITEWASHING NNPC FOUR TOWERS OF CORRUPTION?

Nigeria’s brand new Petroleum Industry Act (PIA), signed by Mr. President on 16th August 2021, has developed a hiccup even before the Seven-man Implementation Committee could commence sitting because the substantive veteran Minister of Petroleum Resources since the military junta suddenly returned the aged-document to the National Assembly (NASS), for an “urgent amendment”!

The “amendment” which had to do with an increase to the Nine- Member Board list that would run the affairs of a proposed NNPC Limited  yet to be  “incorporated”  was sequel to the fact that some of the “lackeys” who missed the TRAIN, had to come on board!

According to a letter forwarded to the Senate on16th September, 2021, before he travelled to New York to BEG FOR DEBT FORGIVENESS at the 76th United Nations General Assembly (UNGA), 2021, the President stated that he needed to appoint FOUR more non-executive members to increase the Board’s composition from nine to thirteen as provided for by the Act to reflect balanced geo-political representation and requested that Sections 11(2)(b) and 34(2)(b) which provide  for the Administrative Structure of the PIA 2021.

The President also proposed a deletion of Sections 11(2)(f), 11(2)(g), 34(2)(f), and 34(2)(g) from the PIA to ensure the removal of the Ministries of Petroleum and Finance from the Board of the Nigerian Petroleum Regulatory Authority  and Upstream Regulatory Commission which already have  constitutional responsibilities of either supervision or inter-governmental relations without being in the Board. 

He also sought for amendments to Sections (11)(3), and 41(2) for diverse reasons. 

COMMENTS: The avalanche of all the amendments in the previous paragraphs point to the fact of ineptitude of both the part of the OUTGOING SENATE AND PRESIDENCY, which only pre-occupation in politics is aggrandizement whereas PIA mission is planked on attracting serious foreign/local investors into the very strategic and critical oil/gas sector with a view to reducing the unemployment deficit among the host community dwellers!

But Buhari’s apologetics were quick to posit that he initially detected the errors in question BUT assented to the Bill in order to forestall further delay in the implementation of the age-long Bill that had passed through THREE Administrations before the present All Progressives Congress Government!

QUESTIONS: *Did that make any sense? *Now that he has returned the PIA to the National Assembly, will the amendments be processed within few hours, days, weeks or months? *Assuming that the process was fast-tracked to be concluded within few “DAYS”, concurrence with two-thirds of State Houses of Assembly and two-thirds of the Senate/House of Representatives would still be needed before it could be forwarded afresh to the President for new approval!

*What would be the fate of the appointed “Board Members” in-waiting since NNPC Limited was yet to be incorporated? 

*Would they be relieved of their appointment with or without remuneration?  

*Are we looking at another scenario similar the Niger Delta Development Commission (NDDC) Board Members-In-Waiting whose “supposed functions” have been usurped by an INTERIM BOARD which was set up by President Buhari to probe activities of the Commission from inception year 2000 before handing over to the “bona fide” board? And as usual, President Buhari who listens only to the Cabal group of his Kitchen Cabinet, turned deaf ear to sundry protests/criticism by the critical masses of VOTERS/TAX-PAYERS !

BUT THE FOLLOWING CRITICAL POINTS MUST BE CONSIDERED!

*It would take the Implementation Committee 12 months from the day of Presidential Assent to prepare the ground for the incorporation of a new Nigerian National Petroleum Limited and within another period of SIX months [totalling 18 months], the outfit MUST hit the ground running according to the PIA!

*Is President Buhari’s government on the count-up or count-down stretch? But Grapevine says 29th May 2023 is sacrosanct departure DATE! 

*And what would be the fate of the NNPC Board members-in-waiting? Our bet is that they would be prominently highlighted in the HAND-OVER NOTES of Mr. President to his successor who may be destined to implement the albatross called PIA! 

NNPC TO OPERATE AS LIMITED LIABILITY COMPANY BUT THE PRESIDENT HAS PUT THE CART BEFORE THE HORSE!

President Buhari had, on Sunday 19th September 2021, directed the incorporation of the Nigerian National Petroleum Corporation (NNPC), into a company in accordance with relevant provisions of the Constitution and Section 53(1) of the PIA, 2021, in consultation with the Minister of Finance, Budget and National Planning on the nominal shares of the new company within six months of commencement of the Act. And yet, the PIA Implementation Committee Members that would work for 12 months had not even sat once!

Section 59(2) of PIA 2021 also empowers the President to approve the appointment of board members with effect from the date of incorporation of the company ie, 12 months from 16th August, 2021, when he appended his assent to the Bill! But he has done the opposite!

PRESIDENTIAL TESTIMONY OF THE INFAMOUS NNPC FOUR TOWERS OF CORRUPTION!

AND out of the blues, Mr. President through his spokesman, ’Femi Adesina, announced on 26th August, 2021, that NNPC has declared a N287 billion profit after tax (PAT).

President Buhari who is the substantive Minister of Petroleum Resources admitted that NNPC had been “a loss-making entity renowned for anomalies, undue political interference and shades of burden” but claimed that the development was a fulfilment of an earlier pledge to publicly declare the financial position of the corporation.

The Group Managing Director, NNPC. Mr Mele Kolo Kyari, also gleefully confirmed the President’s statement as follows:

 “I am pleased to announce the declaration of profit after tax of N287 billion in 2020 by the NNPC. This is sequel to the completion of the statutory annual audit exercise for 2020.

“The NNPC losses were reduced from N803 billion in 2018 to N1.7 billion in 2019 and the eventual declaration of a net profit in 2020 for the first time in its 44-year history, he added to further orchestrate the yet to be officially-released; too-true-to-believe-report which is still baffling local/forensic auditors, economists, financial experts, political scientists and the entire educated population – and perhaps Minister of State, Petroleum Resources, Timipreye Silva who has his portfolio full of billions of dollars to RESUSCITATE NNPC REFINERIES?

Prior to the enactment of the PIA, the NNPC functioned as a “Corporation under the Ministry of Petroleum Resources” and enjoyed numerous waivers (mostly especially fiscal incentives), because of its status as a “revenue-generating agency of the Federal Government” – which could retain certain percentage of generated revenue as “operational costs/expenses/incentives – as decided through the whims and caprices of the management”!

With its corporation’s status, NNPC was immune from all forms of litigations – could not sue nor be sued? 

MASSIVE CLAMOUR FOR UNBUNDLING NNPC!

The process of unbundling of NNPC should not have been hamstrung with any form of amendment especially by the President who knows that he has very short period left in office! Will Heaven fall if those lackeys were excluded from the Board? Who are the cabal henchmen behind the scene holding the President’s jugular? Is there more to this than meet the eye? Are there some skeletons in the cupboard of the man of integrity?

Why not shelve those errors that only have to do with “federal character and omissions” for now to allow the much-delayed PIA to hit the ground running instead of building and demolishing at the same time! He should have left the “the sleeping dog lie” and leave the arena to litigants just as the Military dumped a mumbo-jumbo 1999 Constitution on Nigeria which the politicians are still trying to UNRAVEL/AMEND” simultaneously in 21 years!

All progress on the implementation have now stalled; for without the contribution of the Committee, the NNPC Limited, could not be incorporated in SIX months of assent according to the PIA and the Committee is expected to work for at least 12 months!

The President should by now have regretted his error of commission and omission BUT it is too late for him to make any amendments!

DISSECTING MEMBERS OF THE NEW NNPC BOARD?

Who are these virtually non-existent Board Members of the NNPC Limited now struggling with the force of gravity? 

Critics say that the yet-to-be-inaugurated Board headed by a Senator was more of a gathering of businessmen rather than professionals/technocrats!

 What should be at stake now as far as We are concerned is the antecedent/pedigree of the team which have NOT been found to be in question yet! They should be allowed to function and monitored when the time is ripe please!

BORROWED MONEY IS BLOOD MONEY!

The Federal Government has formally admitted that foreign loans are seamlessly scammed from the Central Bank of Nigeria by economic saboteurs who sold them to Bureau de Change (BDC), operators and who in turn sold the foreign exchange to criminals who use it to import weapons to harm Nigerians and promote different forms of terrorism!

According to CBN Governor, Godwin Emefiele, the institution under his watch “won’t support the corrupt tendencies of those who illegally buy dollars from our forex market, carry them in aircraft, buy arms and ammunition and bring them back into the country and conduct crimes. Whether it Boko Haram, banditry and other nefarious activities!”

Emefiele who made the startling revelation at the Monetary Policy Committee meeting held in Abuja on Friday 17th September, 2021, also queried, “Why will CBN give people our forex to go and buy arms? And this is what people want us to continue to do. We cannot do that,” he added. Earlier he had disclosed that unpatriotic Nigerians purchased forex from CBN but end up selling them to BDC  that promote illegal activities and who are involved in graft and corrupt practices.

PURPOSES OF FOREIGN LOANS!

And whereas foreign loans should have injected fresh life into the very heart beat of Nigeria’s economy, support Small and Medium Scale Enterprises (SMSEs) to flourish under the watch of the National Economic Council (NEC), and provide succor for the generality of the masses who suffer the brunt of maladministration at every turn of events!

 Without expatriate loan, the Federal Government could neither plan annual Mid Term Expenditure Framework (MTEF), activities nor execute regular Budgets!

BUT all critical infrastructures in the various sectors of the economy, which should produce basic necessities of life have remained comatose because scammers in government regard loans as veritable sources of corruption!

ADMINISTRATIVE INTERVENTION FROM THE NCC!

The Nigerian Communications Commission (NCC), a Federal Government Agency had since August 2021, consistently warned citizens to BEWARE of Cyber Scammers who were on the rampage to rob citizens’ accounts through dubious financial offers! 

One NCC Cyber Alert read, “DO NOT carry out financial, transactions or any activity you consider sensitive on public WiFi. Your data can be stolen. #BeCyberAware.”

Another warned: “Do not click on links offering free credit, Data, Gifts, Lottery Wins, etc.  If something seems too good to be true, it usually is!” #BeCyberAware.”

And yet another sms alerted the citizens in similar manner: “DO NOT respond to any call/message that says you get a bonus after making a number of financial transactions. It is a SCAM!” #BeCyberAware.”

WE regard all of the above advertisements as NCC’s corporate social responsibility initiative which should portray it as a caring and responsible outfit; BUT IT TURNED BLIND EYE TO THE EXPOSURE OF THE most offensive, obnoxious and worst SCAMMERS who are the very corrupt key players at both the Federal and State levels of Government and who are OBSESSED with the idea that POLITICS is the surest avenue to get wealthy overnight without QUERY FROM ANY QUARTERS!

AND IN THEIR DESPERATION, HAVE MORTGAGED THE DESTINY of present and unborn generations with A CURRENT DEBT BURDEN OF N33.107 TRILLION  NAIRA (about USD$87.239 billion dollars), AS AT 31ST MARCH 2021, according to the Debt Management Office (DMO)!

ALSO between the end of March 2021 (Quarter 1), and July-September (Q 3, 2021), the Federal Government under the watch of PMB has made fresh overture through the National Assembly (NASS), on 14th September, 2021, for additional foreign loans to the tune of USD$4 BILLION DOLLARS and 710 Euros?

BUT surprisingly, NCC, under the watch of the untouchable Minister of Communications, ISA PANTAMI, did NOT alert citizens that the worst scammer was the Federal Government because he would not want to lose his job!

ALL LOANS ARE BEING “SERVICED ANNUALLY”, NOT PAID BACK!  

The deficit-riddled and debt-ridden 2021 Federal budget which totaled N13.6trillion naira was not only higher by 26% above the N10.8 trillion 2020 figures but DEBT SERVICING financing was thrice above total allocation to Education and Health combined at 24.5% of the total budget!

New borrowings were 12% higher than 2020 levels at N4.7trillion naira, shared equally between domestic/foreign.

Projected internally-generated revenues, over the years had been very infinitesimal due to over-dependence on oil and gas above agriculture/natural mineral resources AND for budget year 2021, it was not clearly specified but believed would be 37% higher than 2020 through increase in oil prices and sundry incomes from revenue-generating agencies, taxes etc.

DOMESTIC DEBT- FEDERAL GOVERNMENT’S SHARE!

Federal Government’s share includes FGN Bonds, SUKUK and Green Bonds used to finance infrastructure and other capital projects as well as the N940.220 billion Promisory Notes!

HOW MUCH LOAN HAS BUHARI COLLECTED IN SIX YEARS?

From China alone Buhari’s Government has borrowed N830 Billion or USD$2.02 dollars and still counting!

Who will pay back all these loans?

WHAT SAYS THE FISCAL RESPONSIBILITY ACT IN RESPECT OF BORROWING?

All of the above boil down to the fact that the 1999 Military Constitution bequeathed to the people of Nigeria has metamorphosed into a yahoo worksheet document that makes millionaires of deft/smart politicians who capitalize on loopholes deliberately created through quasi-conspiracy by the duo to perpetually keep dumb Nigerians in servitude by playing them on their Corruption Chessboard and by MIGRATING seamlessly through wholesale DEFECTION unchallenged from one political to another in spite of the unconstitutionality of the process!

Party members, who had beneficiaries of all previous loans [external/internal], have given thumbs up for the retired military Major General whom they described as a man of integrity who would deploy the “gbese” (debt), to finance (1) development projects, (2) critical infrastructure projects for economic growth, (3) create jobs in the nation’s interest, (4) to reduce poverty and (5) improve the general well-being of the citizenry!

FINANCE MINISTER CONCURS WITH APC!

In August 2021 the Minister of Finance Budget and National Planning, Zainab Ahmed, claimed that the borrowing level at 23% of GDP was quite sensible and responsible. She also claimed that government borrowed to invest in critical infrastructure, including power, water roads and rails required to enhance business productivity in the country in accordance with Fiscal Responsibility Act 2007, No. 31 Section 3 (1a-e).

BUHARI GOVERNMENT HAS NO CLEAR STRATEGIES TO SAVE THE AILING ECONOMY!

There are no clear national strategies nor major investments to justify APC CLAIMS in spite of all the propaganda and shenanigans! – There MUST be deep cut in EXPENDITURES at all level of government from the Executive –Legislature –Judiciary; from the Federal through to the States and the Local Government Areas (LGAs)!

FOR THE UMPTEENTH TIME, WE DEMAND THAT COST OF PRESIDENTIAL SYSTEM OF GOVERNANCE BE CAST OVERBOARD THROUGH THE DISBANDMENT OF THE SENATE BEFORE 2023!

Nigeria should opt for a PARLIAMENTARY system from 2023 with a reduced membership of 74!

There should be a very CLEAR INDUSTRIAL CUM NATIONAL STRATEGY BASED ON massive investments and PRODUCTION!

It has become imperative that international and foreign lenders should BLACKLIST NIGERIA FROM FURTHER BORROWINGS!

KATSINA GOVERNOR HAS READ THE RIOT ACT TO BANDITS!

Who would have thought that Governor Aminu Masari could be a push over after all! 

When he was Speaker of the House of Representative 2003 to 2007, he applied “superior tactics/arguments” to thwart ex-President Aremu Obasanjo’s subtle attempts to ride rough-shod over the legislative Green Chamber!

Just like his predecessor, Alhaji Ghali Na’abba, whom Obasanjo prevented from a second term opportunity for overreaching himself during his first term, Masari could also not enjoy two-term tenure, but he kept his head high and protected his dignity until another opportunity placed him in the spotlight as Governor of President Muhammadu Buhari’s home State!

BUT in the current terrorist-dominated governance, Bello Masari who stared at Obasanjo, “eye ball to eye ball” now laments that he was the FIRST Governor to fraternize and negotiate with bandits, a norm that was contrary to best international practice!

WHO OR WHAT CHANGED MASARI’S ACCLAIMED EFFONTERY – COULD IT BE THREAT TO HIS LIFE?  

He was never cowardly, nor easily browbeaten by the ugly situation and circumstances of insecurity heightened through orchestrated banditry in Katsina State but applied all equitable measures to counter every onslaught until he was forced to negotiate with hardened criminals in order to save his citizens lives and properties!

CARROT AND STICK APPROACH WITH BANDITS?

At the height of banditry, brigandage coupled with terrorism from 2016 and by August 2019, when EIGHT frontline Local Government Council Areas (LGAs), were under attack by the ruthless bandits who kidnapped, killed and maimed unabated and unrestrained, Masari succumbed, caroused and virtually begged the outlaws to “stop killing his innocent and helpless citizens” while he invited them for a peaceful conversation!

He was condemned by all and sundry for extending red carpet to bandits at the State House where TRUCE was brokered -   deadly AK 47 Rifle were exchanged for heavy payments and pictures taken with the Governor in the presence of WITNESSES which included, the Deputy Governor, head of security agencies, Emir of Kasina District Heads, Secretary to the Government and representatives of the Myyeti Allah and Fulani Herdsmen.

Governor Bello Matawalle, Masari’s Zamfara State North West counterpart in May 2019, also reached out to Fulani Group Leaders in a peace deal package which were both faulted and condemned by Nigerians who described the TWO Governors as failures for negotiating with criminals!

BUT THE KATSINA PEACE DEAL COLLAPSED LIKE A PACK OF CARDS DUE TO INSINCERITY OF BANDITS!

In June 2020, the insincere bandits betrayed the peace deal resume fresh attacks as Governor Masari belatedly regretted his action because his trust through the amnesty achieved the opposite as the criminals seized the window to gain more grounds!

He lamented that in his effort to honor the said agreement and to avoid further loss of innocent lives and properties and in that up till June 2020, the bandits honored the agreement, “his government cancelled all vigilantes and volunteer groups and allowed the bandits to continue with their normal activities in the State!”

He complained that the bandits always violated the peace deals and that his government HAD BEEN BETRAYED TWICE (2016 and in November 2020, granted amnesty to TWO bandits)! 

The Governor who has now vowed never to negotiate with bandits again quickly collaborated with all security agencies to apply new tactics to defend the State from all forms of insecurity and with his neighbor, Zamfara’s Matawalle, had also taken far-reaching and strategic security measures to take the WAR to the bandits HIDEOUTS to stop further kidnapping for ransom, rape, arson and cattle rustling!

*******DESPERATE SITUATIONS DEMAND DESPERATE MEASURES! *********

Governor Masari inaugurated a 13 - Member Monitoring and Enforcement Committee On Security Challenges…through an Executive Order of 31st August, 2021 (backed by Section 176 Sub Section 2 of the Constitution of the Federal Republic of Nigeria and the State of Assembly). He said the State has not infringed on citizens fundamental rights but had taken extra ordinary measures to protect their lives and properties as legitimately as possible.

Katsina State is considering a law that would BAN Open Grazing in the State.

 Movement of motorcycles including vehicles transporting animals would be intensified.

Petrol Stations in remote areas would be shut down as they have been identified as selling PMS to bandits to fuel their motor bikes.

Two stations will operate in urban centers of LGAs and no sales of fuel would be allowed in plastic containers. 

Taxi cabs will be painted in Government colors and no vehicle would carry more than three to four passengers whose identities could be verified.  

All decisions are based on Section 176 Sub Section (2) of the Federal Republic of Nigeria Constitution, 1999.

Majority of the bandit (over 20 separate groups) are of the FULANI EXTRACTIONS they are not ALIENS… and they lack both Islamic or Western basic education. This is the salient TRUTH whether anybody likes it or not. We have identified and interacted with them! They are criminal and bandits who have neither ideological nor religious beliefs who are only what they could grab from government!

They live in the forests which terrains are difficult to penetrate but which modern technology of the combined forces of the ARMY AND AIR FORCE would overcome and they will be flushed out and eliminated!

Anybody who lives in the forest is a criminal or bandit… they must be destroyed.. 

Our biggest problem are the unpatriotic informants who aid and abet the bandits with very vital security information but we have taken stringent measures to block and frustrate their sinister operations! 

Our people should defend themselves with whatever weapon they possess…. even g – u –n - s ?

Governor Masari has ordered closure of COMMERCIAL PHONE CHARGING POINTS by the telecommunications network in the most affected 13 LGAs in Katsina forest areas from Friday, 3rd September, 2021, to enable security operatives to flush the criminals out of their hideouts!

The feat which is producing amazing results as the criminals have taken flight to neighboring States, was in collaboration with the National Communications Commission (NCC), and confirmed by the Minister of Communications and Digital Economy, Isa Pantami, who confirmed that the measure would be reviewed as soon as security situation improved in the State!

Similar measures were taken simultaneously in synergy with Zamfara, Niger and other North West Nigeria to enable security agencies carry out required operations in relation to the pervasive security challenges!.

LESSONS FROM THE KATSINA SECURITY IMBROGLIO!

For President Muhammadu Buhari – He should follow the footsteps of his LANDLORD, Governor Aminu Bello Masari, dissolve the Committee On Cattle Grazing Routes and STOP his subordinate, Mr. Minister of Defence from disclosing to the terrorists/bandits ALL the capabilities of the newly acquired TUCANO JETS [especially,  BOKO HARAM TERRORISTS WHO HAVE SHOT DOWN THREE AIR FORCE JETS IN THE PAST!]OUTCOME OF SECURITY MEETINGS SHOULD NOT BE DISCLOSED IN PUBLIC OR THE MEDIA WHICH ARE ACCESSIBLE TO LOCAL AND INTERNATIONAL CRIMINALS!

FOR ALL NORTHERN STATES GOVERNORS - They should unite under one umbrella, join hands with Governor Masari by taking similar measures to put terrorism, banditry, including all forms and criminalities in permanent check! NIGERIANS DESERVE AN ALL-INCLUSIVE AND LASTING PEACE!

NIGERIAN SENATE WITH THOSE MINISTERS DESERVED THE SACK!

Cabinet reshuffle is an age-long practice of governance and there is nothing novel about it! 

Presidents or Heads of State have the prerogative to wield their big stick of “hire and fire” to improve service delivery and therefore neither deserved the unusual hullabaloo nor the accolades that greeted President Buhari’s sack of only TWO ministers?

If he had begun the process of REFERENDUM to SHUT the SENATE and to decentralize the lopsided political structure which favours the Federal Government against federating States and DEVOLVE POWER to them according to all popular demands, he would have laid the requisite foundation for bequeathing an enviable LEGACY for posterity and Nigerians would have given him a very loud and standing ovation!  

The sack of two cabinet ministers of the APC Government should be likened to the treatment of skin rashes instead of rooting out the leprous disease which had eaten deep into the body polity of a nation under the watch of some strange leaders who revel in feudalism, oligarchy, tribalism and nepotism with great relish! 

The man who swore in his 2015 campaign promises to destroy Boko Haram terrorists, crush the cankerworm of CORRUPTION and improve on the weak economy came on board and muddled up the entire government machinery as a confused person who found himself in the presidential seat by accident!

According to official sources which emanated on 1st September, 2021, the two Ministers of Power, Sale Mamman and Agriculture, Sabo Nanono, were relieved of their posts sequel to the “tradition of subjecting our projects and programs implementation to independent and critical self-review” through sectors reporting during Cabinet meetings and Retreats that helped to identify “weak areas, close gaps, build cohesion, and synergy in governance, manage the economy and improve the delivery of public good to Nigerians”; and found “culpable” if We may ask?

Interestingly the President who promised to emphasise the 9 priority areas of governments for the second term failed to deal decisively with INSECURITY WHICH HAS RUBBISHED ALL HIS ACCLAIMED ACHIEVEMENTS IN SIX YEARS OF GOVERNANCE!   

Till date, “Out of School Children” WHO HAVE NOW INCREASED TO 13 MILLION are still roaming Nigerian streets; while all 774 Local Government Areas (LGAs), of the country are swarming with bandits, gunmen, kidnappers etc, and no one now including them (the politicians/security agents), can claim to be safe anymore!

QUESTIONS: 

Why would the President employ incompetent personnel at all? Answer: Because he practises NEPOTISM! Sabo Nanono (75), was an old crony way back and Sale Mamman, (63), also, his “AREA person!”

If the doctrine of “Federal Character” was strictly observed, every State would produce cerebrals who can stand the test of time in any clime; then why sideline competency for mediocrity? Answer: Maybe because they were nominated by the CABAL whose wishes must be obeyed?

DID PRESIDENT BUHARI STUDY JONATHAN’S HAND-OVER NOTES?

We have kept wondering whether he read ex-President’s Ebele Jonathan’s Hand-over Notes of 2015 and took judicious notice of the portion which lamented over the infiltration of the extremist “Boko Haram Sympathisers” in his cabinet!

While attending the Armed Forces Remembrance Day Church Service in Abuja in the year 2012, Mr Jonathan said and We quote, “....some of them are in the executive arm of government, some of them are in the parliamentary/legislative arm of government, while some of them are even in the judiciary, .... some are also in the armed forces, the police and other security agencies”; adding that the situation was “even worse than the civil war we fought”!

The ex-President also said, “During the civil war, we knew and we could even predict where the enemy was coming from .... but the challenge we have today is more complicated!”

“Somebody said that the situation was so bad that even if one’s son was a member, one would not even know. That means that if the person will plant a bomb behind your house, you won’t know”, Mr Jonathan lamented! 

In January 2012, he declared State of Emergency in Yobe and Borno,(North East), Plateau and Niger States, (North Central), while Adamawa was placed under curfew following a surge in ethnic and sectarian violence!

IN 2021 GRAPEVINE SAYS BOKO HARAM NOW HAVE SPONSORS IN BUHARI’S GOVERNMENT - TRUE OF FALSE? TRUE!

Otherwise, the President would not be escalating the current bloodshed being perpetrated by armed Fulani herdsmen on the entire 200million citizens of Nigeria by insisting on tracing the out-dated CATTLE OPEN GRAZING ROUTES Gazette of 1965 (a first Republic Grazing Reserve Law, specifically addressed to open grazing activities, rights and land titles to Fulani Pastoralists in Northern Nigeria and passed by the Legislative Assembly), and for setting up a Committee chaired by his Chief of Staff, Ibrahim Gambari, having earlier settled for CATTLE RANCHING AS THE BEST OPTION?

The CoS and his committee wasted no time in identifying “368 (non-existent), grazing routes across 25 States of Nigeria” which the Federal Government intended to “REVIEW” in spite of massive oppositions from the citizens! 

We believe that it was a mission in futility which recommendations would end up in the trash bins in spite of the fact that public funds had been illegally dispensed for the exercise in futility!   

It is inconceivable that a Fulani President would play a divisive role in a diversified country as Nigeria by insisting that the Federal Republic of Nigeria, 1999, Constitution (as amended), which guarantees freedom of movement and ownership of immovable properties in any part of the country, could also be applicable to ANIMALS – especially Fulani Cows and so brazenly backed up by the Attorney General of the Federation who should know better!

However it is heart-warming that seventeen (17), Southern Governors, united along bi-partisan platform, had collectively passed  State Laws prohibiting any form of animal open grazing and also introduced local community policing to enforce obedience.

THE KATSINA RANCHING PACKAGE!

Interestingly, it was revealed recently that the Federal Government had now adopted a “pilot project option” for its National Livestock Transformation [ranching] Plan (NLTP), with the President’s Katsina State as the first “BENEFICIARY” packaged with a whooping take-off grant of N6.25 billion of public funds for the private or is it Katsina State Government enterprise?

ARE THE BOKO HARAM SPONSORS IN BUHARI’S GOVERNMENT MORE POWERFUL THAT GOD? NO!

“If this is so, then the Lord knows how to rescue the Godly from trials and hold the unrighteous for punishment on the day of Judgement”. (2 Peter. 2:9).

FOOD FOR THOUGHT: President Buhari must urgently address FOOD SECURITY, FOOD INFLATION and POOR PURCHASING POWER of the masses in spite of his pressing CATTLE OPEN GRAZING PROJECT!

Nation’s inflation of goods and services especially of food between January and April Q1, 2021, according to a Consumer Price Index report released by the National Bureau of Statistics (NBS), sky-rocketed from 17.33% on to 18.17% then 18.12% and climbed to a zenith of 20.57% to debunk any official claim of food surpluses/security since 2018!

These ridiculous and outrageous statistics are the highest year-on-year in over 11 years of Nigeria’s flagging economy which like other nations got a bashing from the unfortunate Covid-19 Pandemic, insecurity of lives/property through terrorism, banditry and the unabated institutional corruption by politicians in government circles!
