NIGERIA’S NEW SECURITY ROADMAP MUST ERADICATE POVERTY!

In spite of the hues and cries, massive protests and demands for the removal of all the Service Chiefs, except the Inspector General of Police who was appointed in 2018, President Muhammadu Buhari, of Nigeria refused to succumb because he trusted their potentials, capabilities, diligence, professionalism/resourcefulness. Instead, he upgraded and rewarded bravery, hard work, resilience and patriotism amongst the rungs of the ladder, for better and unbroken performances, in all theatres of war across the nation!

It is common knowledge that the socio-economic survival of any nation depended largely on the quality of security architecture/services provided by the government in power and Nigeria is not an exception. Insecurity is the absence of peace! It is the prevalence of violence chaos, anarchy, insurgency or terror; and no people or community could survive under such horrible conditions! Nigeria ingested its first dose of insecurity when Military adventurists who had no business in politics or governance took over the mantle of leadership with the barrels of the gun in January 1966!
The ripple effects of maladministration throughout military occupation continued to take its toll even at the debut of another attempt at democracy in the year 1999, because the 30 years of military dictatorship had distorted the psyche of the products of the first set of politicians which had no other choice than to produce a die-hard “retired” Army General, as its number one citizen!

REVIEW OF THE NATIONAL SECURITY ROADMAP DOCUMENT.
Realising that posterity would never forgive this generation of political leaders, if the current trend of threatened security was not reversed, President Muhammadu Buhari, who was the most conscientious, both as military/civilian citizen  launched a fresh National Security Roadmap Document on Wednesday, 4th, December, 2019, to revitalize the previous document which was last reviewed in 2014! The document is revised every five years.

DETAILS OF THE REVISED NATIONAL SECURITY STRATEGY 2019!
According to the President, who vowed to further enhance social security, the new document was a product of painstaking and rigorous deliberations by relevant stakeholders which was committed to achieving a safer, more secure Nigeria from internal/external threats. He confessed that the plethora of security challenges confronting the nation, especially the insurgency could become the albatross to national development, investment, growth and prosperity and called on all segments of the society/all elements of the national power to embrace and support the new initiative.
The President specifically addressed efforts at ending the insurgency in the North East and laying the foundation for sustainable peace and development in the region, the conflicts between farmers and herders and banditry! He revealed that the document elicited contributions from security, intelligence, law-enforcement agencies, armed forces including, Ministries, Departments and Agencies (MDAs), and the civil society adding that overall security  entailed unity of purpose because it was a “a bottom to top” operation which must not suffer failure at any level!

PRIORITIES FOR SECOND TERM: Include, pursuit of improvements in education, healthcare and agriculture; enhance social security as a means of improving physical/human security

THE ALMAJIRI THREAT! The National Security Adviser, (NSA), Mohammad Babagana Monguno, while giving an overview of the new Security Strategy Document, raised fresh concern in respect of Almajiri System in the North and opined that it could no longer be swept under the carpet. The retired Army Major General said the issue must be addressed as part of the solution to insecurity in the country before it could become one of the regrettable security threats to the nation!

LATEST WORLD BANK REPORT  HINGED  ON WEAK HUMAN CAPITAL DEVELOPMENT, RECESSION/POVERTY AND INSECURITY!
According to its overview on Nigeria’s Economy, the global bank believed that though the country made significant progress in socio-economic terms in recent years, its human capital development remains weak due to under-investment and that it ranked 152 of 157 countries in the World Bank’s 2018 Human Capital Index. (This assessment was no doubt predicated of the seemingly insecurity challenges of the nation!).
*That if international crude oil price slide below US $50 dollars, Nigeria would go into recession! *That by the year 2030, thirty million Nigerians would become poorest of the poor globally!
Comment: World Bank has freedom to publish figments of their imaginations because greedy leaders have not stopped fleecing the nation’s commonwealth to render the vulnerable illiterate masses financially, economically and socially incapacitated!

MEASURES AGAINST WORLD BANK PREDICTIONS BY BUHARI ADMINISTRATION!
The National Security Adviser, Babagana Monguno, had disclosed at the occasion of the presidential launch of the Security Document that “ a comprehensive approach to address, POVERTY, HEALTHCARE DELIVERY CHALLENGES AND OUT OF SCHOOL CHILDREN, PARTICULARLY THE ALMAJIRI SYSTEM – were all embedded in the new strategy document!  He stated that the document also captured current and future threats and has proffered appropriate strategy for government to address them holistically – especially, the security implications in respect of out-of-school-children to safeguard the fast-growing population of youths because the issues of poverty and illiteracy were synonymously linked! 
COMMENTS: *The Almajiri phenomenon must no longer be treated with kid gloves - it MUST be addressed headlong to avoid another decade of insurgency/terrorism!
These innocent children MUST be afforded opportunities of FREE AND COMPULSORY early education –Islamic and Western – simultaneously as provided for in the Constitution of the Federal Republic of Nigeria, 1999,  Chapter II, Section 18, but (“NOT AS AND WHEN PRACTICABLE”), to stimulate their intellectual capabilities from tender ages. They should also be given opportunities in vocational/technical studies, exposed to land cultivation and basic entrepreneurship at secondary levels. (It is their inalienable right!). Government should remember that illiterate street youths who were easily manipulated by some Qura’nic religious turncoats formed the nucleus of the Boko Haram terrorists group, which scars have formed indelible marks on the nation’s socio-economic identity.

Aggressive pursuit of Internally-Generated Revenues (IGRs), through the combined efforts of Federal and State Governments, should occupy the front burner of their economic thrusts while wastages in government through illicit acquisition of wealth at the expense of FREE EDUCATION must cease!

Corruption with impunity should be discouraged as righteous leaders take the lead from henceforth! It is common global knowledge that eradicating poverty in all its forms had been the greatest challenge that faced Africa which accounts for 80% of the people living in extreme poverty and that in spite of efforts by the United Nations and international donor agencies to redress the ugly situation through the platforms of Millennium Development Goals (MDGs, 2000-2015), and Sustainable Development Goals (SDGs, 2015-2030), no nation could boast of having achieved 3% success in that direction – though the social goals were quite honourable and achievable! Nigeria must not allow the World Bank/IMF predictions come true by quickly taking the above analyzed intervention steps, very seriously and religiously.

BUHARI WILL TAKE 100 MILLION NIGERIANS OUT OF POVERTY IN 10YEARS!
In October 2019, President Buhari, in anticipation of the security blue-print, promised to take 10 million Nigerians annually from poverty in 10 years; but the idea was greeted with massive disbelief on the social media because he had less than 4 years to end his final term in office!
COMMENTS: We believe that the ambition is practicable when the following drastic measures were implemented: –

(1) Continuous partial land border closure until 2030. If China could do it Nigeria also can! In 1974, there were about 800 million Chinese who lived in poverty but as at 2019, efforts are being intensified by President Xi Jin Ping to remove the less than 20million still in poverty out of that level!
(2) Drastic reduction of civil service/political appointments to cut down on remunerations/allowances, wastages, leakages through annual budget paddings, dubious/questionable contract awards and total cancellation of inexistent CONSTITUENCY PROJECTS for genuine CAPITAL PROJECTS that would benefit the masses!
(3) Upgrade of budget appropriation to the Education Sector to at least 26% of the annual budget in compliance to UNESCO recommendation!
(4) SCRAPPING OF THE NIGERIA SENATE LEGISLATION BEFORE YEAR 2023 AND REDUCTION OF HOUSE OF REPRESENTATIVES LEGISLATORS TO 74 MEMBERS ON PART-TIME BEFORE THE NEXT ELECTIONS!
(5) Judicious compliance with the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), salary Chart for all government employees at all levels!
(6) Complete stoppage of annual humongous SECURITY VOTES (of at least N300 billion per Governor), cancellation of ridiculous SEVERANCE ALLOWANCES, paid to ex-State Governors and recovery of all monies already paid to them!
(7) Implementation of aggressive agricultural/mineral exploitation revolution must be sold to all Nigerians who must be given lands to cultivate to SUSTAIN FOOD SECURITY and opportunities to  explore/exploit natural mineral deposits to boost the nation’s foreign reserve!
(8) The Land Use Act must be reviewed to accommodated all land owners in NON-CADASTRAL AREAS, for them to use their God-given birthright to acquire bank loans for businesses in SMSES to boost the economy!
(9) The Central Bank of Nigeria (CBN), intervention programmes, especially in the agricultural sector and graduate employment opportunities must be strongly supported by the Federal Government in other to actualize the determination to truly get 10 million Nigerians out of poverty annually, since government administration is a continuum!

The immediate implementation of all these suggestions will definitely provide multiple funds for the Treasury Single Account (TSA), reduce internal/external borrowings/debt servicing and increase employment opportunities for jobless youths and able-bodied adults!
We advocate that President Buhari will give marching orders for quick implementation! Time and tide waits for no man!
