STEALING IS NOT REGARDED AS CORRUPTION IN NIGERIA’S PRESIDENTIAL SYSTEM!

#CAMPAIGN FOR REFERENDUM AND NOT VIOLENT AGITATIONS! [NO.38]. –DR. DAVID OLUFON.  24th September, 2022.

STEALING IS NOT REGARDED AS CORRUPTION IN NIGERIA’S PRESIDENTIAL SYSTEM!

A former Peoples Democratic Party President, Goodluck Ebele Jonathan once said that's stealing should not be regarded as corruption!
His administration was at the peak of massive corruption in every sector of the economy and to defend criticisms from the opposition and all patriotic and well-meaning Nigerians he dismissed the criminal issue of stealing with a wave of the hand!

He left office in 2015 and bequeathed the obnoxious criminal act of corruption to a retired Major General Muhammadu Buhari who in his manifesto promised to eradicate corruption and ensure probity in Government and the Society.
Buhari has spent almost eight years in office and Nigerians have been worse for it because CORRUPTION has become endemic to unimaginable proportion that when compared with the PDP era is incomprehensible in presentation, magnitude and devastation!

Beginning with the ruling All Progressives Congress (APC), Secretary to Government, Babachir Lawal, who in March 2016 increased the tempo: CORRUPTION reared its ugly head when he engaged his private companies to cut grasses  which he fraudulently contracted through the Federal Government for NGN500 million naira in terrorist-devastated Borno State!

And from then onwards list of corruption in government among the Executive, Civil Servants from Presidency to the State level, the Legislature, the Judiciary and Local Government Areas (LGAs), had been an endless Saga!

Nigerians cannot easily forget the exposure of corruption by Honourable Abdulmumin Jibrin who was the Chairman House Committee on Finance who also in 2016 analysed in details how annual budgets were padded (ie. increased or inflated), to the advantage of all Principal Officers who collected billions of illicit Naira regularly outside of their official salaries and allowances!

When both Chambers of the National  Assembly were done through paddings and oversight functions then the Executive manned by ministers begin to inflate contracts of their various Ministries at the ILLEGAL WEDNESDAYS FEDERAL EXECUTIVE COUNCIL MEETINGS and ended up draining the entire Treasury of the nation at both Federal and State Governments levels only to later go cap-in-hand a-borrowing from FOREIGN COUNTRIES!
It should also be remembered that the current government paid  only lip service to Internally Generated Revenues (IGRs), which should normally represent a country’s financial economic foundation!
The highest IGR for Nigeria at the federal level was in 2021. The country was able to garner a sum of ₦1.2 trillion naira which was neither sufficient to service it’s numerous and humongous debts nor embark on any meaningful Capital Project!

LATEST ACTS OF CORRUPTION OF THE INGLORIOUS PRESIDENTIAL SYSTEM OF GOVERNMENT IN NIGERIA!

(Government Whistle-Blower -ICPC Uncovers ₦400billion Budget Padding And ₦50billion Ghost Workers’ Salaries!)
On Thursday  15th September 2022, Chairman of the Independent Corrupt Practices and other Related Offences Commission disclosed that the 2021 and 2022 Federal Government Budgets were duplicated with projects worth ₦400 billion Naira by Ministries departments and Agencies (MDAs).

The Chairman of ICPC said that ₦300 billion Naira would have been wasted by Federal Government if all duplicated project inserted into the 2021 budget and ₦100 billion for the same purpose in the current fiscal year were not tracked and  intercepted by his agency.
He also said that duplicated and fictitious projects were the order of the day among the civil servants and this criminal activities were always carried out with impunity.

The ICPC Chairman Professor Bolaji Owasanoye exposed the act of corruption during an interactive session with the Senate Committee on Finance in preparation for the 2023 Budget at the National assembly without naming the agencies involved yet.
However it is reported that the Ministry of Labour had commenced investigations concerning the very heavy allegations by ICPC but this in not the first time such  allegations were made and were swept under the CARPET!

IT'S ONLY IN A PRESIDENTIAL COUNTRY LIKE IN NIGERIA THAT THIS KIND OF ILLEGAL ACTIVITIES ARE COMMITTED AND GO UNPUNISHED!

A PRIME MINISTER IS WHOM NIGERIA NEEDS IN 2023 NOT ANOTHER VERY ÇORRUPT PRESIDENCY!
