NIGERIANS DID NOT VOTE FOR A POLARISED APC!

Nigerians have become wiser and can no longer be brow-beaten, manipulated nor be fooled by politicians of any ilk or genre, even if they be aliens from other planets!

All Progressives Congress (APC) debut to political power after 16 years of successive failed civilian governments should not be a platform for greed after ephemeral positions and petty offices of the three tiers of government, but of a faithful and united party, which is determined to salvage whatever remained of our democratic dividends to succour the down-trodden who were always economically coerced to bear the brunt of the failures of vandals and predators who occupied position of authority!

We expected a clear and distinct departure from the attitude of those past politicians who cared less whether the nation swam or sank, but the wrangling over “who should be who” in both chambers of the 8th National Assembly to be inaugurated on Tuesday 10th, June, 2015, has sent a wrong signal to the Electorate which voted them to power.

Greed is a heinous crime before God and the following lines as recorded in Proverbs 15:27,28,32,33; should give some food for thought to the two APC polarised groups or factions that have exhibited shameless attitude in a party that is barely one week old at the helm of affairs:“He who is greedy for unjust gain troubles his own household, but he who hates bribes will live.

“The mind of the [uncompromisingly] righteous studies how to answer, but the mouth of the wicked pours out evil things.

“He who refuses [and] ignores instruction [and] correction despises himself, but he who heed reproof gets understanding.

“The reverent [and] worshipful fear of the Lord brings instruction in Wisdom, and humility comes before honour.”

The word of God also says:

“For promotion comes neither from the east nor from the west nor from the south.

“But God is the judge; He puts down one, and sets up another.” [Psalm. 75:6-7].

*Firstly, those who jostled, and were very desperate to occupy those positions at all cost and who spoke loudest, (they are identifiable), have nothing to offer Nigerians, all they did was smear shame on themselves and members of their families!

*Secondly, the ensuing tussle had exposed the “gladiators” in their true “colours” that they lacked decorum, decent antecedents and pedigrees, judging by character assassinations and tantrums that were thrown up!

*Thirdly, in spite of appeals and counsels from eminent patriots and statesmen for “combatants” to sheath swords, they refused to listen to all sense of reasoning until Saturday, 6th June 2015, when the divine appointed were identified and elected!

*Fourthly, this unethical and orthodox kind of “CHANGE behaviour” among politicians who should exhibit polished mannerism and decency in the society, is unacceptable and must be condemned by all well-meaning Nigerians or are we now confronted with a situation of, “OLD WINE IN NEW WINE BOTTLE?

*In our last edition we counselled that black legs and fifth columnists should be expeditiously identified and expelled without delay to save the party from the evil effects and pollution of the “MIXED MULTITUDE!”

*The posts of Senate President, Speaker, their deputies and other principal and ranking officers in the National Assembly (NASS), are very temporal and transient and we believe that those who advocate CHANGE from Voodoo to Godly administrations would come to equity with clean hands and not contest such offices with fist cuffs!

*We wondered whether these new “distinguished” NASS Legislators were aware that Boko Haram suicide bombers struck twice in Maiduguri, Bornu State, once each in Yobe and Adamawa States during this one week of the APC Administration?

If the answer is positive, should they not divert their energy and attention to proffering solutions to such pressing national issues of insecurity than quarrelling over positions that had been divinely filled at God’s discretion!

The APC Central Working Committee (CWC) must quickly go back to the drawing board, strengthen party machinery to adjudicate as the supreme arbiter in matters of disputes, contests confrontations, conflicts of this nature, and discipline within the party’s rank and file - not excluding Mr. President!

*PARTY SUPREMACY, according to constitutional internal democracy stipulations, must be entrenched from the beginning so that no President or one individual ranking officer eventually become despotic nor a cabal turn abusive to the collective sensibilities through the introduction of the doctrine of divide and rule!

*The South African example during the tenure of former President Thabo Mvuyelwa Mbeki, should remind APC “CHANGE” politicians that no one “high ranking” member would have the audacity to lord it over others without being sanctioned and shown the way out!

By the time Mbeki took office in June 1999 as President of the Republic of South Africa, he was ready to take forward the national reconciliation project with a focus on expanding the economy and deepening democratic transformation through policies including black economic empowerment.

He was also to drive better performance on the part of the State and made substantial progress in the areas of accountability, political stability, government effectiveness, building the integrity and legitimacy of the State and also, the entrenchment of the rule of law!

Mbeki’s passion for sound international relations especially in the area of African Development and Renaissance, which he made, “the central tenet of the country’s foreign policy outlook”, remained a cardinal point of reference!

*But in spite of his sterling qualities as a loyal ruling party’s African National Congress (ANC), President and an outstanding statesman, the moment he overstepped his bounds by sacking his deputy from office because of some personal disagreements, he was shown the way out by the party!

South Africa’s 11th President, Thabo Mbeki arbitrarily fired his deputy, Jacob Zuma from office in 2005 on suspicion of a plan to unseat him, the incumbent and this led to an epic power struggle between the two which almost brought the ANC to its knees by 2007, and which culminated in the divisive election battle at ANC’s 52nd Conference which Mbeki lost because the Party hierarchy maintained rule of law.

*A similar episode of power tussle occurred in Nigeria between former President Olusegun Obasanjo and his deputy Alhaji Atiku Abubakar between 2006-2007, and he (Obasanjo) succeeded in sacking Atiku because the sitting President also doubled as National Leader under their Party’s Constitution or convention; but as fate played out, both men departed the political space with ignominy and have remained insignificant ever since!

*Mbeki’s recall was as a result of that power battle which also provoked a substantial breakaway from the ANC’s hierarchy.

Jacob Zuma, who was at the recent investiture of President Buhari in Abuja, is currently serving his second term as President of the Republic of South Africa and yet the ANC binds Thabo Mbeki and Jacob Zuma together always as successive leaders and comrades through the Party supremacy mechanism!

The moral lesson here is that ruling Parties of any kind of government should always play roles that would stabilize the polity by implementing supremacy through the rule of law and we recommend same to APC as they progress to make the necessary security and economic impacts in a very short period!

A Peep Into APC’s Cocoon!

President Muhammadu Buhari, had from the onset declared his good intention by steering clear of the NASS politics by allowing “distinguished” members to pilot their own affairs unlike his predecessor in office.

A terrible dent has been registered on the character and mien of the Party that claimed to be an agent of Change from the onset through the legislators’ charlatan attitude and the electorate is already losing faith in the people who promised to end all sufferings of the TALAKAWAS (poor masses and peasants) of Nigeria!

We believe that good leadership would birth good followership. President Buhari is blazing the trail in this direction because he wasted no time in tackling the burning issue of insecurity and had conferred with Nigeria’s neighbouring countries of Niger and Chad during his first foreign visit to strengthen the bond of military relationship and co-operation which were already on ground while his legislative counterparts were shamelessly fighting over temporal principal offices!

*He has also met with Service Chiefs to marshal out military strategies to end the prolonged Boko Haram terrorism which was handled with kid gloves for too long!

Mr President had within the week appointed two media aides, Secretary to the new government and also gotten Senate approval for 15 unnamed Special Advisers.

Like a fresh and uncooked Egg that fell and messed the floor, the new APC NASS members have fallen from grace to grass before starting the race because the team is troubled by a “mixed multitude” of renegades! They needed to be called to order by the party now that the divinely-chosen candidates have emerged in order to forestall a brewing animosity from the camps of the losers when the 8th NASS commences sessions after inauguration!

*Do you remember that this kind of attitude of greed played out during the appointment of key party officers at the foundation stage of APC when two prominent founding members, from Edo and Kano States respectively, stormed out of the caucus and pronto, were back to the last administration’s failed party because they both lost the position of CHAIRMAN to the incumbent who was elected according to Party’s internal democracy mechanisms that were in place!

*They and others of their ilk constitute the mixed multitude mentioned earlier!

According to Biblical records of Exodus.12:38 and Numbers. 11:4-10; those group of people constituted an albatross to the children of Israel as they journeyed toward the promised land, because they lusted after ephemeral things of the world! They must be avoided like plague in this new dispensation!

OUR attention was drawn to the gang- up of 14 political parties and 13 Civil Society Organisations (CSO’s), under the auspices of Credible Alternative Alliance (CAA), against the APC which they believed should constitute a government of national unity instead of relying on foreign governments’ support to run the country.

* Headed by Alhaji Balarabe Musa, a former Governor of Kaduna State and a former Secretary to Federal Government, Chief Olu Falae as co-Chairman, the group claimed that APC was rooting for a one-party state through its arm-twist tactics!

The Coalition’s co-ordinator, Dr. Damian Ugbonna, who read the statement endorsed by the co-chairmen also said APC should do more to cultivate domestic support from other political parties/relevant stakeholders, jettison the winner-takes-all and one-man show mantra being exhibited, as such posture was not good for Nigeria’s sovereignty, because APC could not govern effectively without their support and contribution!

The group also said they expected APC to come to power having good policies in place, but that it seemed that they were bereft of ideas because President Buhari’s inaugural speech had no policies/initiatives bite to tackle the enormous challenges facing the country.

*We must inform our readers that these Parties that have now donned the toga of SPECIAL ADVISERS were the same that shouted loudest during electioneering campaigns that “BUHARI WOULD NEVER RULE NIGERIA AGAIN!

What are they shopping for this time around? Your guess is as good as ours!

This is the divine government which all Nigerians have been longing for and we believe that with genuine and regular constructive criticisms, all errors of commission or omission and imperfections of government functionaries would be identified and corrected in no time as we move surely and steadily to achieving political and economic prosperity as a nation. Amen.

THE DAWN OF THE NEW ERA OF CHANGE HAS EVOLVED AT LAST!

The soul, spirit and heart of Nigeria hearkened to the voice of Muhammadu Buhari, as he pledged his inaugural speech to perform creditably and fulfil the citizens’ higher hopes and aspirations for better dividends of democracy through proactive and diligent governance!

The Hosts of Heaven bore witness to the mission statement of this outstanding and highly revered astute and disciplined military statesman, who did not mince words with regards to his sincerity of purpose and determination to cleanse the Augean Stable left behind by previous administrations and give a new lease of worthy life to an over abused citizenry!

*Eagle Square, Abuja, Nigeria, the surrounding Secretariat Buildings and the lone statue of the cenotaph soldier watched in awe, ceremonies which led to the very first kind of change of guards from a ruling party in Nigeria to an opposition party which was given very poor ratings during electioneering campaigns!

President Buhari declared that he would not yield himself to anyone’s whims and caprice and would also not witch-hunt anybody, but would face the job of purging Nigeria of endemic corruption and past maladministration in the Power, Energy, Oil and Gas and the moribund Textile Industries Sectors.

We believe that our new President, with the benefit of hind sight, (remember he was in the saddle as Military Head of State, 1983-1985), patriotic support of Nigerians and divine guidance in wisdom and understanding, all tasks and challenges of his arduous commission would be surmountable in no time!

To quickly implement all of the above revolutionary ideas, especially on insecurity, without delay, Mr. President has ordered the relocation of the Military Central Command with immediate effect, from Abuja to Maiduguri, Bornu State to tackle head-long, the terrorism war of over five years through Boko Haram insurgency which has nearly crippled Nigeria’s dwindling economy! The Command would remain in Bornu State until terrorism is completely wiped out and all perpetrators are brought to justice!

Just as no human being can prevent the flaming red-hot Solar Super-Ball from undertaking its daily terrestrial chores of illuminating and invigorating the earth to give it life, so we believe that it will be impossible for any remnant cabal of the former government, to stop the brand new United States of Nigeria’s Management Team, under the watchful eyes of God, from totally annihilating corruption and executing its master plan of economic empowerment, transformation and emancipation agenda, according to divine purposive Will, in spite of the colossal $63billion national debt incurred by past administrations!

*Has the LORD not said?

“For My thoughts are not your thoughts, neither are your ways My ways;

“For as the heavens are higher that the earth, so are My ways higher than your ways and my thoughts than your thoughts.

“For as the rain and snow come down from the heavens, and return not there again, but water the earth and make it bring forth and sprout, that it may give seed to the sower and bread to the eater,

“So shall My word be that goes forth out of my mouth; shall not return to Me void [without producing any effect, useless], but it shall accomplish that which I please [and] purpose, and it shall prosper in the thing for which I sent it.”

“For you shall go out from [the spiritual exile caused by sin and evil into the homeland] with joy and be led forth [by your leader, the Lord Himself, and His word] with peace; the mountains and the hills shall break forth before you into singing, and all trees of the field shall clap their hands.

“Instead of the thorn shall come forth cypress tree, and instead of the brier shall come up the myrtle tree; and it shall be to the Lord for a name of renown, for an everlasting sign [of jubilant exaltation] [and] memorial [to His praise], which shall not be cut off.” (Isaiah.55:8-13 Amplified Bible).

The LORD has spoken that He would rescue Nigeria in the year 2015 from satanic bondage to prove all false prophets wrong and also to shame the boasters who had told the world that they would rule Nigeria for at least 60 years without interruption!

But in spite of the boasters’ shameful defeat by All Progressives Congress (APC), at the pools, they have remained unrepentant and have not acknowledged the supernatural power and sovereignty of God over all His creation so that they can incur His wrath and be totally consumed in their pride and disillusionment!

Even before President Buhari took the oath of office on Friday, the 29th May, 2015, premonitions as to how the APC’s new cabinet would fulfil its masses-oriented manifestoes and meet the yearning expectations of miracles by most Nigerians, filled the political terrain in view of the very bad state of the economy of heavy domestic and foreign debt profile being handed over to his brand new administration!

We believe that those filled with negative ideas in respect of manifestoes fulfilment are the same one and only clueless politicians who were still stupefied with APC’s defeat of their party because at no time were they prepared for governance but have only displayed a 16-year process of political grandstanding on print and electronic media propaganda, while in reality, were actually embedded in corruption, avarice and sleaze with impunity!

In a muddled analysis in respect of huge debt left behind by the out gone administration, their spokespersons at different forums admitted the figure of the debt portfolio but claimed that the Federal Government only stood as guarantors for the 36 States, which incurred most of the debts in question.

However the following facts have emerged that this past central government had a penchant for accumulating foreign debts for wrong reasons!

Failed Presidents of the past 16 years championed the culture of domestic and foreign borrowing at ridiculously high interest rates of 15 per cent without considering the fact that they would finance both the Capital and Expenditure at the same exorbitant interest rates and in addition still service the loans!

Costs of servicing loans had remained a major challenge which always gave rise to higher debt profile which had defied all manner of repayment logics.

The loans plus interests maintained steady graph while servicing fees had to be paid promptly on monthly basis to avoid further sanctions and penalties according to terms and conditions of agreement!

Domestic debts before 29th May, 2015, stood at N5.9 trillion while foreign debt was three per cent of Gross Domestic Product (GDP), which translates to about $6.67billion

Financial experts criticised the last Administration in respect of the following loans which were acquired as they wound up:

They requested for $3.702billion (about N555billion) external loan for the construction of Railway project and other facilities of which the Senate approved, $1.54billion (i.e.N231billion) and financial watchers said, the rate at which that government took loans would definitely take the country to the debt trap of the 1980s!This approved amount, according to them, included $1.52million from the Import/Export Bank of China, for the Abuja-Kaduna rail line and national security; it also included $315million and $170million for Public Private Partnership (PPP), for national electricity and gas improvement projects!

Another external loan of $1.5billion (i.e.N225 billion) was still being pursued “for the construction of railway projects in Lagos and Abuja, and the Abuja Light Rail Project,” before the announcement of election results which removed them from power!

The import of all of the above is that the erstwhile Federal Government was addicted to external borrowing to prove to probing eyes and economic watchers that Internally Generated Revenues [IGRs], were always inadequate when it had never produced audited reports of the petroleum mono product which accounts for about 98per cent of Nigeria’s annual budget!

Domestic or external debts can be incurred when IGRs are inadequate to finance increase in government’s expenditure or to finance investments for economic growth of which the past administration has nothing to show the world because of its fiscal imprudence!

We totally agree with the analyst who said that the effect of external borrowing tantamount to loss of economic activities which can be seen in terms of under utilization of the nations resources; that the Federal Government should look inward in creating more revenues by harnessing the non-oil sector which had been neglected for long and that unemployment would be on the increase since money borrowed were not effectively used for infrastructure- building that could have attracted investors willing to create jobs. The Era of Change!

“I belong to everybody and I belong to nobody…; No settlement of old scores…; The past is prologue……; We have met on ground, pervasive corruption and insecurity which we shall address headlong…….; I thank our millions of supporters who voted, and waited even through the night to ensure their votes were counted……; We shall not disappoint them but will deliver according to our manifesto….; I thank our neighbouring governments of Cameroun, Niger and Chad for lending us their troops to fight Boko Haram and promised to fight and defeat the insurgents and thereafter probe their activities and those of their sponsors…; I assure the international community of Nigeria’s readiness to cooperate and help to combat threats of cross-border terrorism, sea piracy, refugees, and boat people, financial crime, cyber crime, climate change, the spread of communicable diseases, and other challenges of the 21st Century…..; these are few of the CHANGE PRESIDENT’s Words on Marble at the Eagle Square, Abuja, on 29th, May, 2015.

He lamented that though our founding fathers left impeccable legacy of sound economic management templates, some of their successors have behaved like prodigal spoilt children in governance!

President Buhari in his inaugural speech also expressed surprise that successive administrations since 1999, could only generate less than 2000 megawatts of electric power to over 170million Nigerians who have to depend on generating sets for domestic, business and industrial activities!

The economic scenario in which the new administration of President Buhari is inter-twined is that of a rising external debt profile which if not quickly addressed would become cumulative to the extent of creating the ugly experience of debt servicing while actual loan plus interest remain unpaid!

While we await godly appointed professionals, bureaucrats, technocrats, technologists, engineers craftsmen/women and economic experts to emerge from the new cabinet of ministers and special advisers, we call on Nigerians especially those who are patriotic to appreciate the enormous challenge ahead and to close ranks with the new administration and collectively put all hands on deck by allowing the rule of law to operate flawlessly and allow good governance to prevail.

“Righteousness exalts a nation, but sin is a reproach to any people.” (Proverbs.14:34).

President Buhari and the APC are the divine panacea for peace, tranquillity, economic prosperity, and a violence-free nation through good governance and because we are convinced that they are the long-awaited answer to our collective national prayers and supplications, we should give them the enabling and conducive environment to work by being law-abiding citizens!

The much expected CHANGE from sorrow to joy, pain and grief to relief and happiness, tears to laughter, lack to abundance, poverty to riches, decrease to increase, and minimum to maximum opportunities for a better life for the

great Nigerians who have sacrificed their blood and sweat, must begin to happen NOW, TODAY, TOMORROW and FOREVER! Amen.

As we welcome the new President and his management team on board the Nigerian murky political turf, we must remind them that to whom much is given, much is expected; and also to WARN THEM THAT WE OF THIS EDITORIAL BOARD WILL BREATHE DOWN HEAVILY UPON THEIR NECKS BECAUSE THE ONLY OPTION OPEN TO THEM IS TO DELIVER DIVIDENDS OF DEMOCRACY TO THE PEOPLE AND IN GOOD TIME TOO!

APC’s leadership must be ready to expel all “black legs and fifth columnists” whose ideologies would not be in consonance with the Party’s manifesto of prudence and total departure of impunity in governance, without delay!

OUR INEXTINGUISHABLE SEARCH LIGHT WAS SWITCHED ON AT THE EAGLE SQUARE TO MONITOR ALL ACTIVITIES OF BUHARI AND THE APC FROM DAY ONE, AND WE SHALL REGULARLY REPORT BACK TO THE MASSES AND TO GOD OF THEIR PERFORMANCES!

Domestic or External debts would not be acceptable as excuses for poor performances or failure to fulfil election promises! This young and energetic ex- soldier and his team must hit the ground running! The love of the LORD is their enabling strength because they can achieve all things through the Lord Jesus Christ. Amen. Muhammadu Buhari is divine choice; he is God’s anointed! SHIKE NA! (Meaning end of discussion). A TALE OF TWO TRANCHES OF MISSING $20 BILLION US DOLLARS EACH!

A TALE OF TWO TRANCHES OF MISSING $20 BILLION US DOLLARS EACH! Once upon a time in March 2013, the Nigeria’s Central Bank Governor, who was the chief custodian of the Federation Account, raised an alarm to inform Mr. President, in respect of unremitted proceeds from sales of crude oil, which ran into some staggering, mouth-watering billions of United States dollars, by the Nigerian National Petroleum Corporation (NNPC)! Although the alarm was in the form of a secret letter, it was in no time leaked to the Press and social media and within days of reconciliation of figures, the missing or unremitted amount was whittled down to $20 billion US dollars from about $48.9 billion dollars but that tranche of money is still missing an unremitted! In the third week of May 2015, the unconstitutional Nigeria Governors Forum (NGF), at the dusk of demise from the political terrain of the nation, threw some spanners in the works again through an allegation that another tranche of $20billion US dollars was missing from the illegal and unconstitutional Excess Crude Account (ECA)! The body expressed outrage against Okonjo Iweala, Co-ordinating Minister of the Economy and Minister of Finance, questioned her integrity and demanded an explanation for the $20 billion dollars from the State’s coffers! The forum, chaired by the Rivers State Governor, Rotimi Amaechi, demanded immediate explanation from the minister who expressed shock over the development but promised to release and publish all official disbursements of the last four years from the ECA, which could be verified by Finance Commissioners of the 36 States of the Federation who were always in attendance at every disbursement from the ECA! *The question on every lip was whether this fresh allegation had any link with that made in 2013 by the erstwhile Governor of Nigeria’s Central Bank, Sanusi Lamido Sanusi, now the Emir of Kano, who was sacked by the outgoing President Jonathan for blowing the whistle against corruption in government? *A controversial Federal Government report of the audited account of Nigerian National Petroleum Corporation (NNPC), contracted to the foreign firm of Price Waterhouse Coopers (PWC), has exonerated both the NNPC and Federal Government from any form of culpability in respect of the allegations through a global press conference broadcast on print and electronic media verdict that, “….no money was missing”! *Now the NGF is demanding explanations from the Finance Minister in the light of the facts that funds in the ECA were last disbursed in May 2013 and that there were accruals from that period to April 2015, which estimated at over $20 billion dollars, proved that this is a fresh allegation and different from that of Sanusi Lamido Sanusi, in 2013! *When converted to the Nigerian Naira, $40 billion dollars would amount to N8trillion (at exchange rate of one dollar to N200) which is equivalent to almost double of the recently endorsed 2015 Federal Government Budget of N4.357 trillion or the annual budgets about ten States put together! We of this Editorial Board, all patriotic and well-meaning Nigerians, including the local auditors who were sidelined, have condemned the PWC’s international audit as another fraud and have demanded for a fresh, external and neutral auditing of NNPC accounts by the in-coming administration of Muhammadu Buhari, which has indicated a green light in that direction! Organised and orchestrated looting of the State treasury tantamount to injustice and deprivation of the fundamental human rights in the areas of the social contract of all basic amenities of life, education and opportunities for gainful employment, by a cabal in government and should be opposed, condemned and categorized under “crimes against humanity and crimes against peace”, by the International Criminal Court (ICC)! We make bold to state that the evil monster tagged Boko Haram, in Nigeria stemmed from this social injustice of brazen looting of state treasury by a few greedy people in government! It was high time the ICC which is an independent permanent court that tries persons accused of the most serious crimes of international concern namely genocide, crimes against humanity and war crimes, take a very serious notice of our recommendations and include them on their list of crimes to be prosecuted, especially in Nigeria where the rule of law had been expunged from our statutes and where impunity had been the order of the day in the past sixteen years! We are aware that the ICC as an independent international organisation was established by the comity of nations to help end impunity for the perpetrators of the most serious crimes of concern to the international community, when formal proceedings were undertaken to shield persons from criminal responsibility, as obtains in the most heinous corruption of the Nigeria’s oil and gas sector of the economy! Up till date, successive civilian administrations, have not come up with relevant daily statistics of lifted crude oil nor the annual audited accounts from the sector through which the cabal operates illegal wealth-creation pools in spite of the dwindling resources from nation’s mono-economic product! Nigeria is a signatory to the ICC Charter based on a treaty joined by 123 countries and must therefore be ready to welcome investigations or prosecutions in respect of identified crimes against humanity in the nation by the international body at any moment or time. It is worthy of note but not surprising that the ICC Chief prosecutor and her officers were in Nigeria during the just concluded 2015 General Elections, to warn all and sundry against all manner of electoral malpractices, acts of thuggery, vandalism, arson, sabotage in any form and the consequences of immediate arrests and prosecution of offenders, suspects, or sponsors of such crimes against humanity! With the arrival of the ICC team in Nigeria, Mrs Patience Jonathan mellowed her hate speeches and campaigns against Muhammadu Buhari, who, through the special grace of God is now the President-elect of the Federal Republic of Nigeria, waiting for his investiture on the 29th May, 2015, for the first term of four years in office. Crimes against humanity is the same as man’s inhumanity to man, which the Bible describes as crime against God in whose image and likeness, man was created! The Word of God says that man should love his neighbour as he loves himself and should do unto him (neighbour) as he would wish someone else do to him! The outgoing government neither loved Nigeria nor Nigerians as they perpetrated corruption with impunity as it is glaring that none of them is under any form of investigation or prosecution except for Peoples’ Democratic Party (PDP) spokesman during the 2015 elections, Femi Fani-Kayode whose 84-count-charge offences of money laundering has been reduced to only two and who may soon be left off hook! *During his tenure the outgoing President believed that the issue of corruption was always blown out of proportion, in spite of the annual disgraceful position of Nigeria as the most corrupt nation of the world, in the annual Transparency International Index Report. Patriotic Nigerians just like America’s late Martin Luther King junior, have dreams of a new United States of Nigeria where slavery, poverty, corruption with impunity, violence, embezzlement, fraud, avarice, money laundering, and all manner of crimes would have been totally eliminated and righteousness would exalt the nation and we believe that this time around, these dreams would not be aborted in the name of our Lord Jesus Christ. *Joseph was sold into slavery through envy by his siblings because he had dreams of future success which if allowed to materialize would have benefitted the entire family without creating bad blood and acrimony. In Genesis.37:1-36; 39:1-50:26; Joseph’s ordeals, and his courage and temerity to uphold righteousness led him to become the Prime Minister of Egypt, a foreign country where he was sold to in slavery after an elongated period of suffering and pains of manner of the vicissitudes of life, which included prison and jail terms, just like many righteous Nigerians whose dreams would not die nor be aborted in spite of all the ordeals of the past 16 years of PDP governments! The new government is being put together by God through fervent prayers of the righteous who believe that all the messes of the outgoing team would be removed in no time and that the missing or unremitted monies that are outstanding would be fully recovered and the so-called almost empty treasury would be resuscitated by a faithful team who would hit the ground, running an effective government from day one! The task ahead will require the support of every patriotic Nigerian to proffer information that would lead to the quick recovery of these missing funds and other loots that have been recovered from the late Abacha’s family! We strongly believe that ICC would urgently consider our proposal which we will make every effort to submit to their headquarters in the Hague, Netherlands, even as the new government takes over the mantle of office for the very cogent reasons that we have proffered earlier! It has become imperative that every attitude of government that could cause the youths of any nation to stumble through bad governance or maladministration, like outright embezzlement of public funds through diversification of such to private pockets and accounts should no longer be tolerated nor allowed, but be nipped in the bud through devoted activities and faithful services of righteous men and women of integrity in the new government of Alhaji Buhari’s cabinet. *We recommend that ICC should rise up in support of our collective resolve to establish the brand new United States of Nigeria, beginning from Friday 29th May, 2015, which is exactly FIVE DAYS from the date of this publication! BETWEEN FRAUDULENT OIL MARKETERS AND THE ANGUISHED NIGERIANS, THERE IS GOD! The sleaze factor or low political morals is a major reason why the inadequate economic gains from Nigeria’s mono-product, the Crude oil, now selling for less than $60 US dollars per barrel, cannot meet national demands in spite of the painful affliction of austerity measures, forced on the population! On the one side of the last minute brazen robbery of the nation’s coffers are, Federal Ministry of Finance, Major Oil Marketers Association of Nigeria (MOMAN), National Association of Road Transport Owners (NARTO), and Petroleum Tankers Drivers (PTD) and the other side are the hapless and downtrodden masses whose only hope is divine defence by their Father who is in Heaven! *A dispute broke out at the end of the first quarter of 2015 when MOMAN, NARTO and PTD tried to outsmart the outgoing Federal Government by claiming N69 billion in excess of the outstanding debt owed them! The finance minister said the debt was N131billion while MOMAN, the spokes group for the trio, said it was N200billion which must be paid on or before 29th May, 2015; the change-over date that will usher in the government of the Lord’s anointed, Muhammadu Buhari. Although the majority Nigerian masses are suffering the brunt end through endless queues at filling stations and sleeping overnight in many cases, the quarrel between the partners in corruption is a very glaring case of divine intervention! Ngozi Okonjo Iweala, the Finance Minister whom we of this Editorial Board had warned severally to back out of this infamous government because of her outstanding academic excellence, an impeccable antecedent and pedigree, has now put herself in a tight corner that is oozing of sleaze! *At a recent meeting with her creditors, the minister was probably coerced to double speak as follows: “It will be very difficult to get exact figure for subsidy arrears owed oil marketers owning to the ROLLING NATURE, of the business. “With the understanding reached with the oil marketers all outstanding debts would be paid based on the claims processed by the Petroleum Products Pricing Regulatory Agency (PPPRA). “What I want you to understand is that this is a rolling business and there is no one DEFINITIVE FIGURE. Even as we talk today (4th May, 2015), by the time we leave, the Executive Secretary of PPPRA may have cleared some more Sovereign Debt Notes. “As we speak, the Executive Secretary has been clearing and certifying payments and that is why it is really not of fixed sum. “We should not get fixated about that particular number because once they keep supplying fuel to Nigerians, there will always be something to pay and government is continuous. “When we came in there was money owed and we have continued to clear the money as we go”, she said. *We, like millions of well-meaning Nigerians, are very disappointed with Ngozi’s double speak which carry more meaning than meets the eye! *How can she peg outstanding subsidy debt to N131billion and in a twinkle of the eye, turns around to deny and regard the shrouded business as one without definitive figure because of its “rolling nature”! From her statement, it is very clear that she has lost grip as Co-ordinating Minister of the Economy over the financing of petroleum importation and has relinquished her authority to the Executive Secretary of PPPRA who scrutinizes and verifies all claims made by MOMAN. *PPPRA has become the final clearing house for claims made by marketers whether they were genuine or falsified without any other form of due process! Nigerians are all witnesses to the terrible fraud of recent years in the government subsidized oil importation programme during which unregistered Nigerian Companies submitted and claimed billions of naira from the nation coffers with the tacit connivance of the Ministry of Finance and the PPPRA. And because no one has been successfully prosecuted by the outgoing government of impunity, it has remained business as usual! *Some of the brains behind the massive fraud were investigated and arraigned before the law courts, but no conviction has so far been achieved as serial adjournments became the style of the courts where the cases are still pending in over five years! Both the Minister of Finance and PPPRA’s Executive Secretary were in office then to scrutinize and verify all claims submitted by the FRAUDSTERS who collected billions of billions without detection and they are still the same government officials calling the shots at the dusk of the inglorious Peoples Democratic Party’s (PDP), administration of 16 long years! *As at the time of this publication some PPPRA officials are in court in respect of allegations of criminal connivance, falsification of figures, verification and approval of false documents presented by fraudulent Nigerian companies which had collected billions of naira for false importations! All manner of fraudulent practices, double speak, falsification of figures and outright embezzlement of crude oil sales funds, have characterized the PETROLEUM SECTOR of the economy with the Nigerian National Petroleum Corporation (NNPC), comfortably positioned at the top of the corruption graph. While all of the above imbroglio manifested, NNPC on the 3rd of May, 2015 claimed that it had enough stock of petrol to service the country for 27 days at national consumption rate of 40million litres per day even as it has stepped up efforts to end the distribution challenges in the fuel supply system through its Coastal Depots in Port Harcourt, Warri and Calabar, besides the stock in the National Strategic Reserve. All these claims by NNPC have turned out to be untrue because the scarcity got worsened with that official statement as the promised supplies turn out to be the exclusive preserve of the black marketers who are having the field day on roads, streets, nooks and crannies of Nigeria! *The true position of fuel situation at the moment is that MOMAN has carried out its threat to call on the Petroleum Tankers Drivers (PTD), to embark on an indefinite strike until the N200billion balance of arrears was paid in full because they believed that the in-coming administration would not pay them a kobo; so the suffering by the innocent masses would have to continue! We have never changed our position that the whole gamut of petroleum subsidy is nothing short of a MONUMENTAL FRAUD AGAINST THE NIGERIAN MASSES, and we still maintain our stand for the following salient reasons: An oil producing country as Nigeria should have no business in importing finished products if a God-fearing management rules the nation. Refineries would normally be the first consideration as soon as oil exploration and exploitation commenced. Oil blocks should not have become Party patronage issue of who is closest to Mr. President as it has been since 1999, when the outgoing government began to rule but should be allocated to States of the Federation and responsible business groups instead of individuals as it is presently practised. The present scenario of the Petroleum Sector portrays a deliberate and well-calculated plan of a cabal in government to buy up Nigeria with wealth stolen from its ‘belly’ and they almost succeeded if it were not for divine intervention! In one night the PDP raised over N22 billion for their presidential campaign and one large-hearted contributor who was said possess an oil block, donated N2billion for himself and a friend! Starting with former President, Olusegun Obasanjo, no PDP administration has built a refinery in 16 years! Outgoing President, Ebele Jonathan, admitted that 60% of subsidized petroleum products was smuggled out of the country by fraudulent marketers and their collaborators in government! *Much as it desirable to allow market forces to determine petroleum products prices, we would advise that until at least Six new refineries are built within the next three years, the in-coming administration should set up a TASK FORCE to take over the importation of Premium Motor Spirit (PMS), for better operational effectiveness, accountability and outright removal of fraudulent practices of the outgoing administration and their collaborators! *Patriotic Nigerians should heave a sigh of relief that in the next TWELVE DAYS from the date of this publication, a government of righteousness will be instituted by the God of Heaven, whose PURPOSIVE WILL must be done on Earth and Nigeria as it is in His Kingdom. *Saint Paul, the great Apostle of the Lord Jesus Christ states as follows: “For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us. “For the earnest expectation of the creature waiteth for the manifestation of the sons of God. “For the creature was made subject to vanity, not willingly but by reason of him who hath subjected the same in hope. “Because the creature itself also shall be delivered from the bondage of corruption into the glorious liberty of the children of God. “For we know that the whole creation groaneth and travaileth in pain together until now. “And not only they, but ourselves also, which have the first fruits of the spirit, even we ourselves, groan within ourselves, waiting for the adoption, to wit, the redemption of our body. Though Nigerians have been groaning in pain and anxiously looking forward with a united faith to the removal of the curse of perpetual agony of bondage of moral corruption, decay, ruin, depravity and wickedness, placed on the nation by successive PDP administrations, we are still enjoined to be patient as glorious liberty is at the door! He points out the total disregard of human rights and personality [2:6], and the deterioration of morality and social justice. [2:7, 8]. The prophet had a remedy for the disease that threatened the life of the nation: “….let men seek the LORD, let them repent and establish justice and they might live.” [5:14, 15]. But to emphasize the hopelessness of the situation, the prophet warns that those responsible for the evil in the land are not “grieved” over the threatened disaster. [6:6]. Prophet Amos’ message was largely a “cry for justice”! Prophet Moses also cried to Pharaoh, “Let my people go….!” Isaiah, Jeremiah, Ezekiel, John the Baptist and even Jesus Christ spoke against injustice! (John.8:32) THE JINX CALLED “TRANSITION” IN AFRICAN GOVERNMENTS. POWER intoxicates and corrupts; and absolute power disillusions and corrupts absolutely!Otherwise, why should the incumbent President of Burundi, who completed the constitutionally backed two terms in office, seek an extension by forcing the Constitutional Court to back his third term bid? Why is Robert Mugabe of Zimbabwe, whose health condition is so worrisome still holds on to power at the expense of the sovereign but impoverished electorate? Why did it ever occur to Nigeria’s former military Head of State who later governed for eight years (1999-2007), as civilian President, to seek for a third term in office? *At the last count, about 18 protesters have been killed and scores wounded by the military because Pierre Nkurunziza of Burundi must rule his country by force and at all cost! He has filed his candidacy to run for a third term with a declaration that elections would go well though he admitted that the demonstrations had turned into insurrection! According to the opposition, Ukurunziza’s third term bid “violates both the constitution which limits a president to two terms in office and the accord that ended a 13-year civil war between Tutsis and Hutus in 2006. The President was a former rebel leader from the Hutu majority who has come under intense international pressure to withdraw from the upcoming election of 26th June, 2015, as it was alleged by one of the Constitutional Court Judges who refused to support the bid and subsequently fled to neighbouring Burundi, that he and his colleagues had been subjected to death threats! *President Nkurunziza was also quoted as saying that the current crisis in Burundi was “nothing compared to what we experienced in 1993-1994;” (referring to the civil war that killed about 300.000 people.) A report from the United Nations Refugee Agency (UNHCR) states that more than 50.000 Burundians who have been internally displaced have fled to Rwanda, Tanzania and the Democratic Republic of Congo, in the past few weeks! *Why would the transition of power become an albatross - a problem which the defeated Peoples’ Democratic Party (PDP) - finds very difficult to crack? Could it be that they greedily counted their chicks before they were hatched? It looks like the post-election trauma is still taking its toll on both government and party officials! In one vein, the Federal Government said it has set up a Transition Committee, which at the time of this publication, was yet to meet with its counterpart of the incoming administration of the All Progressives Party (APC). In another vein PDP is accusing APC of trying to form a parallel government through its activities at the “Defence House,” the official but temporary lodgings for the President-elect, even before 29th, May, 2015. An in-fighting bout is raging within the bowels of the PDP anatomy and the body is in disarray! *Recently, the PDP South-West Zone spearheaded by Chief ‘Bode George, called for the heads of the National Working Committee’s (NWC), members and simultaneously for total dissolution of the Executive in the South West to pave way for the injection of “new blood”! *An elderly member of the PDP has stated that his party was only on vacation and would definitely return to power in 2019! *Governor Ayo Fayose of Ekiti State claims to be in possession of damning reports about Alhaji Adamu Mu’azu, the embattled PDP Chairman, who is daring him to publish them! *On his own part, President Jonathan is embedded in making last-minute appointments into boards and agencies of government which already had over bloated staff whose salary payments are in arrears in order to provoke in-coming government into anger instead of solving the domestic issue of the intractable Premium Motor Spirit (PMS) scarcity, the worsening power outage situation and the grounded economy through maladministration and the outrageous corruption of the Oil Sector - specifically the Nigerian National Petroleum Corporation (NNPC)! He is also advising Alhaji Buhari to complete all on-going projects in Abuja, especially, the Umaru Yar’Adua Way also called Airport Road, awarded in 2009, in a state of 98% completion, with a balance of between N5 - 15billion balance of payment and also the uncompleted Abuja Light Rail project at 61% completion which should be delivered by December 2015! *Federal Government has promised to make available the hand-over notes by the third week in May, 2015, but APC is opposed to this idea as there would be no time to scrutinize them before Alhaji Muhammadu Buhari is sworn in! *APC says they are in the dark and have no data to work with! For instance its National Publicity Secretary wondered on how they would scrutinize all handing over notes in one week to the investiture of the new President or how to plan in respect of the economy when the party is completely oblivious to statistics in respect of Crude Oil exportation or how many barrels of the substance is officially lifted from Nigeria per day! Political and economic watchers around the globe agree that the outgoing PDP government which had become nonplussed and could hardly cope with the reality of their defeat at the recent polls had no Plan B, which should have been, “The Blue Print on Transition of Power in Case of Defeat”! From 1999, it had been PDP all the way, bulldozing their way through organized corruption and rigging of all elections and were certain of ruling Nigeria forever! And unfortunately for them, no African country could assist them with any Blue Print on transition of power because the Black man is a SIT-TIGHT LEADER! *Unlike his Burundian colleague, the outgoing Nigeria’s Commander-in-Chief, could not get the support of the Military, whom the Almighty God has personally insulated from partisan politics forever and ever! President Jonathan’s waning administration has very short time left to beat about the bush, but even within that short period, he should remind himself and his subordinates to DECLARE THEIR ASSESTS BEFORE THE HAND-OVER DATE OF 29TH MAY, 2015! They owe this mandatory and constitutional duty to God and Nigerians to whom they must give account of their stewardship for verification and evaluation according to the RULE OF LAW. Count-down to 29th May, 2015! In spite of some outstanding “SUBSIDY PAYMENTS” made by the Ministry of Finance to petroleum marketers and in spite of the “NEW APPROPRIATION” for fuel subsidy now injected into the 2015 Budget, Nigerians have continuously slept at filling stations while the unending queues have drained the entire manpower of the nation to a standstill on our roads and streets! The in-coming administration of Alhaji Buhari has not left anyone in doubt that it would not tolerate CORRUPTION in any guise. In fact, it has publicly declared that it would re-visit the allegation of the missing $20billion US dollars which the NNPC failed to remit into the Federation Account between 2013-2014 - which means that it would no longer be business as usual for corrupt officials from the 29th May, 2015! However last minute corruption has shifted to the filing stations with tacit collusion of NNPC officials who look “the other way” as petrol attendants sell to the “black market” operators at exorbitant rates to the detriment of motorists who queue all day without getting the commodity. Investigations also showed that these officials-at-large also permitted the attendants to dispense PMS with one out of about nine pumps in the filling stations in order to prolong the distress of motorists and in the process make illegal gains for both parties! These last minute fraudulent activities can be likened to the Biblical account of the Lord Jesus Christ’s story of the “Unjust Steward.” A certain rich man had a steward who was accused of wasting his master’s goods. The master called him to ascertain the veracity of the allegations and asked, “How is it that I hear this of thee? Give an account of thy stewardship, for thou mayest be no longer steward” “Then the steward said within himself, what shall I do? For my Lord taketh away from me the stewardship; I cannot dig; to beg I am ashamed. “I am resolved what to do, that when I am put out of the stewardship, they may receive me into their houses.” *This unjust steward called all his master’s debtors and slashed by 50 to 60 per cent of their indebtedness to his boss and subsequently gained their friendship and “trust” for the “rainy day!” (Read Luke.16:1-13). *It is very instructive at this point to warn that no one should mourn the downfall of PDP because from all indications and last minute attitude of President Jonathan and his cronies, they have remained UNREPENTANT! They do not deserve the pity of any Nigerian who has suffered untold hardships through unfulfilled promises of all social contracts of 16 agonising years! Like most wicked people, they have prospered for some time but the time and moment of accountability and reckoning has come! Patriarch Job was one great man of the Old Testament Bible period, whom God personally testified of his perfection and uprightness but who in spite of these sterling qualities had to face and endure mental, physical and even health afflictions that he might please God! Job like most Nigerians have every cause to be grieved because very few greedy persons in government have almost milked this nation dried! The patriarch asked the following questions that are very pertinent and relevant to our Nigerian situation: “Why do the wicked live, become old, and become mighty in power? “Their children are established with them in their sight, and their offspring before their eyes. “Their houses are safe [and] in peace, without fear; neither is the rod of God upon them. “Their bull breeds and fails not; their cows calve and do not miscarry. “They send forth their little ones like a flock, and their children skip about. “They themselves lift up their voices [and] sing to the tambourine and the lyre and rejoice to the sound of the pipe. “They spend their days in prosperity and go down to Sheol [the unseen state] in a moment [and] peacefully. “Yet they say to God, Depart from us, for we do not desire the knowledge of Your ways. “Who is the Almighty that we should serve Him? And what profit do we have if we pray to Him? “But notice [you say] the prosperity of the wicked is not in their power; the mystery [of God’s dealings] with the ungodly is far from my comprehension. “How often [then] is it that the lamp of the wicked is put out? That their calamity comes upon them? That God distributes pains [and] sorrows to them in His anger? “That they are like stubble before the wind and like chaff that the storm steals [and] carries away? “You say, God lays up [the punishment of the wicked man’s] iniquity for his children. Let Him recompense it to the man himself, that he may know [and] feel it. “Let his own eyes see his destruction, and let him drink of the wrath of the Almighty.” (Job.21:7-20; Amplified Bible). *Awake Africans! Drive out all sit-down tight-leaders who believe that you and your God-given lands belong to them and their families whether they were former rebels or brigands or “freedom fighters”. They are the despotic, egoistic, very selfish and naturally wicked neo-colonialists of the 21 Century who want the continent to remain underdeveloped forever! *Awake Nigerians! This is the appointed time to set up the righteous government that will exalt our nation before God. Support Alhaji Buhari all the way and we and our generations yet unborn will definitely prosper and eat of the good of the land while the wicked outgoing generation will perish in their wickedness according to the WORD OF GOD, in Jesus Christ name. Amen. God cannot be mocked or deceived, whatever a man sows, that he shall reap in multiplicity Amen. BECAUSE GOD IS WITH BUHARI, NO ONE CAN BE AGAINST HIM! In Commemoration of the 17th Year Anniversary of Zion Faith Bible-Believing Church, Abuja, Nigeria Early protests by the citizens against the new government over failed petroleum policy is being surreptitiously stage-managed to overheat the polity at the onset of the incoming administration of General Muhamadu Buhari,(rtd), through the deliberate omission of appropriation figures by the outgoing Federal Government, to the Fuel Subsidy portfolio in the 2015 “Transition Budget!” *Before the presentation of the late budget in December 2014, by the Co-ordinating Minister for the Economy and Minister of Finance, Dr, Ngozi Okonjo Iwealla, the rumour mills had it that total deregulation of the Petroleum down steam sector would be effective from 1st January 2015; but the Federal government realised on time that such move would be suicidal in a year of elections and therefore shelved the idea! *Though, that move was suspended, unending queues have been the prominent feature from November 2014 to April 2015, in all petrol filling stations across the length and breadth of the nation and “lucky buyers” of the scarce commodity, have paid N120 per litre pump price and N200 at the “black market!” *Among the several laudable recommendations of the controversial 2014 Nigeria National Conference comprising 492 delegates made up of ethnic nationalities, political representatives, professional groups and Nigerians in Diaspora, which was bank-rolled through executive fiat by the convener, President Ebele Jonathan, with over N8 billion naira of tax-payers money and which may never be implemented, are the following: (1)That total removal of Fuel Subsidy by government should be put on hold for at least three years until; (a) Four new Refineries had been built by Federal Government; (b) That the four existing Refineries be repaired, refurbished and raised to produce at optimal capacity; (2) That private sector investors with approved licences should be encouraged through an enabling economic environment to build refineries within the three-year grace window or automatically lose such licences to pave way for more serious-minded entrepreneurs! *All participants of the Conference which life-span was extended to four months from the initial three, from 17th March, 2014, smiled to the banks with at least N16million naira each as their own wind-fall from the National Cake! *Credit should be given to our Sovereign GOD who crushed the secret political agenda of, “you rub my back; I rub your back”, of the President, who counted on massive support and votes from all delegates and their followers during the just concluded 2015 General Elections! *With last Wednesday’s (22-04-15) approval of the 2015 Appropriation Bill by the House of Representatives after its Third Reading and without any allocation for Fuel Subsidy, should the down- trodden masses continue to bear the brunt of bad administration and impunity of the out-going PDP government! THE NEGATIVE ANSWER IS A CAPITAL NO! *Never again will Nigerians be regarded as second-class or second rate citizens in their own country any longer or ruled by corrupt politicians because, “….the LORD cometh with ten thousands of His saints to execute judgment upon all and to convince all that are ungodly among them, of all their ungodly deeds, which they have ungodly committed, and of all their hard speeches which ungodly sinners have spoken against Him.” [Jude.14b-15]. *Political analysts have described the total removal of petroleum subsidy from the 2015 Budget as a “booby trap” for President elect and the All Progressives Congress [APC], but we predict that this vicious plan of PDP will fail like the several others which were employed before, during and now after the elections because, it is written, “Many are the afflictions of righteous; but the LORD delivereth him out them all.!”[Psalm.34:19]. *The Hands of the LORD are upon Muhamadu Buhari, as His divine vessel to rescue marginalised Nigerians from the neo-colonialists task masters who manipulated the coffers of this great nation for their own selfish purposes and confined the larger population to lives of abject poverty from 1999-2015! *Buhari like King Cyrus in the Old Testament Bible period,[Isaiah.44:28-45:6], was chosen by God as His anointed vessel to rescue Nigeria from the 21st Century predators who would have preferred to continue to prosper through the blood and sweat of our gallant soldiers and fellow innocent brothers and sisters who have perished in the Boko Haram insurgency of PDP creation! *Never again will anyone who held position of authority and stole from Nigeria’s coffers between 1999-2015, will ever return to rule again in Jesus Christ’s name! Amen. *Did you know that workers in many States of the Federation have not received monthly salaries in the last six to eight months, while all the executives and legislators of all categories have not missed all legal and illegal payments and allowances to date and to the last kobo! *And whereas Ngozi Iwealla was very quick to advise all Nigerians to “tighten their belts” in order to sustain a period of unavoidable economic downturn which was caused through the international oil price crash which remained persistent from June 2014 to the time of this publication, she insulated her principals and economic management team from any form of austerity measure! *Did you think that it was by error of commission or omission that the budget was delayed till now for her principals to continue to spend unbudgeted funds without due process? *In her public presentation at the National Assembly, in December 2014, the Finance Minister applied several professional economic manipulations and diversions to shore up credible reasons for the delayed 2015 budget as follows: 1. Global economic development was fraught with uncertainties and weaker than expected growth observed in major economies of the world like the US and UK, and Nigeria as a developing economy was neither isolated nor insulated from spiral effects! 2. On the overall, the International Monetary Fund [IMF], revised downwards its projection on global economic growth to 3.3% and 3.8% for 2014 and 2015. 3. World economy was not in good shape over the short to medium term and the unhealthy situation was further compounded with a steep drop and incredible volatility in the price of crude oil, a phenomenon that impacted Nigeria negatively. 4. The steep price decline of about 49% in 2014 was the result of weak demand from Nigeria’s biggest market, the United States and a supply glut, which involved the arrival of new oil products in Africa and increased exploitation of Shale Oil and Gas also in US. 5. Because of Nigeria’s integration into the global economic system, the lower prices only attracted weaker demands as the US no longer imported the nation’s crude oil. * Plausible as the above reasons might look, it is important to note that the global issue of oil price fall had been a recurring decimal which serious developing nations have grappled and perfected over the years of 1980, and when prices fell to $ 8dollars per barrel when the economy fell into a recession and in 1998 when oil prices fell below $10 per barrel! *While the effects of the fall had no visible impact on developed nations’ economy, Nigeria went cap in hand to borrow from international financial institutions for budget support and workers salaries could not be paid during those trying periods! *Dr. Ngozi Iwealla was privy to the creation of the oil-based fiscal rule also known as Benchmark Budget Price and the unconstitutional Excess Crude Account [ECA], in which difference between market price of oil and benchmark is saved; which were improvised solutions to future anticipated oil price fall like that of 2014 which we are still grappling with! *It is on record that that ECA was built up to $22 billion by 2008 and partly spent to cushion the effects of 2008-2009 international oil price fall of that period and for the second time in six years 2008-2014, crude oil price had come tumbling down again and the account depleted to $4 billion now being used as a buffer! *The Finance Minister attributed the low funds in the ECA to public criticism that it was unnecessary to save for a rainy day while rains were yet falling and the continuous demands by States for their shares from the Account! *As an economic expert of international repute, Mrs Iwealla, was aware of the massive corruption in the Oil and Gas sector of Nigeria but turned a blind eye and cannot therefore be excused from the ROT that now envelopes this petroleum axis of the economy! We know that sooner than later, all the covered up frauds of the Nigerian National Petroleum Corporation will be exposed to high heavens and all culprits - including the pseudo international auditors, who gave Dizeani Allison Madueke, the Petroleum Minister and her management team a pass mark will all be brought to face the LAW for justice! * The House of Representatives approved the 2015 Appropriation Bill of N4.493.363.957.158 estimates and made no provision for fuel subsidy; but has a recurrent (non-debt expenditure of N.2.607.132.491.708. *Last year (2014), N971.1billion was spent on fuel subsidy same as in 2013. Prophet Amos of the Old Testament Bible period was remarkable for his outspokenness and prophecies against erring nations, which cared only for the affluence to the detriment of the poor! The tone of his message was set by the great proclamation at the beginning of his prophecy that from Zion the LORD’s voice, like the roar of a lion, will be heard in judgment. [Amos.1:2]. Beneath the respectable surface of material prosperity, Amos uncovered the decaying mass of religious formalism and spiritual corruption. [5:12, 21]. He points out the total disregard of human rights and personality [2:6], and the deterioration of morality and social justice. [2:7, 8]. The prophet had a remedy for the disease that threatened the life of the nation: “….let men seek the LORD, let them repent and establish justice and they might live.” [5:14, 15]. But to emphasize the hopelessness of the situation, the prophet warns that those responsible for the evil in the land are not “grieved” over the threatened disaster. [6:6]. Prophet Amos’ message was largely a “cry for justice”! Prophet Moses also cried to Pharaoh, “Let my people go….!” Isaiah, Jeremiah, Ezekiel, John the Baptist and even Jesus Christ spoke against injustice! THE CRY FOR JUSTICE AND EQUAL OPPORTUNITIES FOR ALL NIGERIANS AND DIASPORIANS IS ALSO OUR VISION, MISSION AND CONVICTION! WE ALWAYS ANALYZE GLOBAL ISSUES AS THEY UNFOLD! ZION B-BC NEWSLETTER. [ A Publication of the Zion Faith Bible-Believing Church, Kpeyegyi, Abuja Nigeria. ] { VOL. 3. NO 88. 19-04-15.} “…ONLY The Truth, Will Set You Free! (John.8:32). “I WILL NOT SIGN THESE CONSTITUTIONAL AMENDMENTS!” Long before the Nigerian nation became a geographical entity in 1914, developed democratic institutions, guided by Constitutions, have existed and have perfected political, social and economic contracts with their citizens by regularly overhauling those documents through a process of review and amendments! *Statutory Constitutions all over the world should be acknowledged as imperfect and fallible written law documents which form the set of political principles by which states or organizations are governed - especially in relation to the rights and privileges of the people they govern! *Nigeria’s 1999 Constitution consists of a body of basic laws, principles, conventions, rules and regulations which specify the limits of, as well as relationships between various organs and agencies of government and also stipulates the basic duties and rights of the country’s leaders and citizens. *Recently, the 7th National Assembly which is about to wind up, embarked on the amendment of the said 1999 Constitution with a working capital of over ONE BILLION NAIRA to enable the joint committee saddled with the onerous and very delicate responsibility function without any form of financial hitch but was sabotaged because the out-going Mr. President’s golden signature was denied on submission for assent! *Amendments to the Constitution of the Federal Republic of Nigeria (Fourth Alteration) Act 2015, according to feelers from the National Assembly, met all statutory provisions as set forth in the 1999 Constitution. For instance, the two thirds majority resolution of States Houses of Assemblies were obtained according to Section 9(3) and not less than four fifths majority of all members of each House of the National Assembly, were also secured! *Being a human oriented document, a nation’s constitution is prone to constant amendments which are official modifications made to all laws and contracts contained in it from one administration to another. *The United States of America’s [USA] Constitution to which Nigeria’s Constitution is modelled has a list of 33 Amendments since the constitution was put into operation in March 1789. Twenty-seven of these, having been ratified by the requisite number of states, are already part of the Constitution and the first ten amendments which were adopted and ratified simultaneously and are known collectively as the “Bill of Rights.” THEY DID NOT REQUIRE THEIR PRESIDENTS ASSENTS! *Although, the Nigerian Constitution is silent on presidential assent for Constitutional amendments, the legislators decided in the spirit of mutual co-operation of checks and balances, to send them like any other Bill of the National Assembly[NASS] that required such assent to become an Act, it was therefore a surprise that the outgoing President could VETO the document! *In a letter dated13th April, 2015, to NASS, the President rejected the Federal Republic of Nigeria Constitution (Alteration) Bill 2015 because he perceived deliberate attempts by federal lawmakers to whittle down presidential powers! *He complained also of: (1) Non-compliance with Section 9(3) of the 1999 Constitution on amendments; (2) Mere use of voice votes to alter the constitution without being supported by the votes of not less than four fifths majority members of the National Assembly as well as two thirds of all the 36 States Houses of Assembly; (3).Imposition of the right to free basic education and primary and maternal care services on private institutions; (4) As well as perceived violation of the doctrine of separation of powers! (5) Other flaws, according to the outgoing President, included decision to whittle down executive powers as contained in Section 5(1) (a) (b) of the 1999 Constitution; (6) 30 days limitation provided for president’s assent; (7) Reduction of the time frame of expenditure in default of appropriation from six months to three months; (8) And the creation of the office of the Accountant -General of the Federal Government with different functions from those of the Accountant General of the Federation. (9) Other complaints of the President include, the decision to transfer the president’s powers to appoint the Accountant-General of the Federation as well as the Attorney General of the Federation, to the National Economic Council and National Judicial Council, respectively; (10) And the decision to whittle down the discretionary powers of the Attorney-General of the Federation as its separation from the Ministry of Justice and described it as ambiguous. **If constitutional amendments are truly continuous administrative process, what does an outgoing president stand to gain or lose by assenting or dissenting to append his signature to such documents? *We suggest that neither an outgoing or incoming president should lose sleep over constitution amendments because they will always remain the collective wishes of the citizens through their elected representatives and for their mutual benefits! *Would you regard the veto of any president over your fundamental rights as constitutionally democratic? *Please find below another list of issues which the outgoing President Ebele Jonathan, is quarrelling with and why he has “thrown away the baby with the bath water!” (1) The outgoing president says that it was wrong for federal lawmakers to impose the right to free basic education, primary and maternal care services on private institutions! *Our Comments: (a) Under Section 18(1) of the 1999 Constitution, (Educational Objectives), government shall direct its policy towards ensuring that there are equal and adequate educational opportunities at all levels; (b) Government shall strive to eradicate illiteracy; and to this end Government shall as when as practicable provide: (i) Free, compulsory and universal primary education; (ii) Free secondary education; (iii) Free university education; and (iv) Free adult literacy programme. *The Peoples’ Democratic Party [PDP] had dominated and monopolized government at federal and states levels for upwards of SIXTEEN YEARS, without implementing any of the above! *Nigeria’s educational system had remained on the brink of collapse while those saddled with that ministry cared less whether schools were opened or shut! *Though education remains the bedrock of development for every nation, universities and polytechnics in Nigeria lost several academic sessions while exorbitant fees are being paid in governments’ primary and secondary institutions to acquire education which should be free according to PDP Manifesto! This insensitivity by the outgoing administration has cost up to a million loss of lives through the insurgency of Boko Haram who were neither given education nor any form of vocation! * Why would and outgoing president then refuse to correct the systemic errors of the past? Could it be that now that he was moving into the PRIVATE SECTOR, he has to protect his own interest in advance because he is against private sector investment in free education for their workers children! *The outgoing president does not believe that the burden of free maternal care of private workers spouses should be passed over to their employers, but that workers should bear such burden personally! *Nigeria, as at the time of this publication has no operating Budget for 2015 but the outgoing president is empowered to continue to appropriate and spend money for SIX MONTHS into a new year in default of Budget Approval! Is it not therefore fit and convenient for the outgoing president to refuse to assent the recommendation that reduces the time frame of unbridled spending from six months to THREE MONTHS? *We will not be surprised if the outgoing president hands over on 28th May, 2015, to the incoming administration without proper accountability in the area of financial stewardship! *President Jonathan is also not comfortable with the constitutional recommendation that the office of the Attorney General[AGF], should be separated from the Federal Ministry of Justice with a view to insulating the Chief law officer from partisan politics; including the suggestion that both the AGF and the Accountant General of the Federation be appointed by the National Judicial and National Economic Councils, respectively, though their mode of appointments by Mr President are spelt out under Sections 150 and 195 of the 1999 Constitution! *The Fourth Alteration Act 2015 also dealt with the issues of Independent Candidacy, Removal of the Immunity Clause which protects the President and his vice; Governor and his deputy from CRIMINAL prosecutions while in office; and Local Government Autonomy, which the outgoing president did not bother to highlight in his disagreements! *But suffice it to state that, “he was caged” by his Attorney General and Minister of Justice, to reverse assent after appending his signatures on the ORIGINAL copy of the document which the Senate is now demanding its return according to inside sources! *To all Nigerians who have been down-trodden by their fellow citizens in the last 16 years, we of this Editorial Board wish to intimate you with the encouraging and sacrosanct Word of the Living God which states as follows: “And we know that all things work together for good to them that love God, to them who are the called according to His purpose.”[Romans. 8:28]. *In Genesis .50:20-21; Joseph spoke the following soothing words to his brethren: “But as for you, ye thought evil against me; but God meant it unto good, to bring to pass, as it is this day, to save much people alive. “Now therefore fear ye not; I will nourish you, and your little ones. And he comforted them, and spake kindly to them.” *In the Book of Proverbs.12:21; “There shall no evil happen to the just: but the wicked shall be filled with mischief;” and in 2Corinthians.4:17-18; “For our light affliction, which but for a moment, worketh for a far more exceeding and eternal weight of glory. “While we look not at the things which are seen but at the things which are not seen, for the things which are seen are temporal; but the things which are not seen are eternal.” *The victory over the PDP government of 16 consecutive agonizing and multi-tasking evil years is God’s answer to every Nigerian who has suffered untold hardships and enslavement in his/her own country! But listen to our Father who says, “VENGEANCE IS MINE AND, I WILL REVENGE! You should be like Joseph who left his brethren in the hands of GOD for necessary justice, because no sinner can go unpunished! *Though they may remain incorrigible, play your own part according to God’s Word and watch the unfolding scenario from now on to see if “GOD BE TRUE OR NOT!” If you have not accepted the Lord Jesus Christ as your personal Lord and Saviour, don’t miss this great opportunity as you pray this prayer: Lord Jesus; I confess that I am a sinner who needs to be saved through the grace of the New Testament of your Blood, shed on the Cross at Calvary; I renounce every sin in my life and accept you as my Lord and Saviour.
