That Nigeria still grapples with the avalanche of looting of the national treasury by those who should be its custodians, came to the fore when Kaduna State Governor, Nasir El-Rufai challenged Speaker, Yakubu Dogara, over the National Assembly, [NASS], excessive budget spending and challenged him to make public, the institution’s annual budget which had been shrouded in secrecy for over TEN YEARS! Now that the PANDORA’S BOX has been forced open, Nigerian taxpayers should take up the gauntlet and demand for the immediate probe of all tiers of government to verify if they have been prudent and revenue appropriation-compliant, according to due process since this new attempt at DEMOCRACY commenced in 1999! All pressure groups should rise in unity, now that there is a divine intervention of CONFOUNDING THEIR LANGUAGE, and insist that all politicians in position of authority in government, who regularly collect salaries/allowances and enjoy the pecks of office as SERVANTS OF THE PEOPLE, MUST BE ACCOUNTABLE TO THE MASSES WHO POSSESS THE SOVEREIGN POWER OVER THEM AS ENSHRINED IN THE 1999 NIGERIAN CONSTITUTION, by publishing their annual budgets for public scrutiny through dedicated and proven neutral auditors!
El-Rufai had challenged NASS to make its budget public because the budget of 469 members was larger than the capital budget of 10 million inhabitants of Kaduna State and also lager than the entire budget of several Nigerian States. He also claimed that over a period of TEN YEARS, from 2008, NASS as an institution has cost the country over a TRILLION NAIRA WITHOUT ANY DETAIL ON HOW THE AMMOUNT WAS ALLOCATED AND SPENT!  In defence, Dogara also dared Governors to publish their SECURITY VOTES which were never accounted for! Nigerians are no fools! What both men disclosed to the World is only a tip of the iceberg, compared to the entire illicit appropriation in the form of sundry allowances that are alien to the Constitution, the Accountant General of the Federation [AGF], and the Revenue Mobilization Allocation and Fiscal Commission [RMAFC], because they have always failed to disclose their true annual budgets publicly. The ERA OF THE 2016 BUDGET PADDING BY NASS IS STILL VERY MUCH IN THE PUBLIC DOMAIN!

Governor Nasir El-Rufai, who attended a Kaduna Retreat Programme for Legislators, which brought him and the House of Representatives Speaker, Yakubu Dogara together on 7th April, 2017, later accepted Dogara’s challenge and disclosed that he would get about N4.5billion as Security Vote in 2017 and challenged the NASS to do the same in respect of NASS annual budget to Nigerians and the World! THE NATIONAL ASSEMBLY APPROPRIATES TO ITSELF A WHOOPING SUM OF BETWEEN N120 - N150 billion annually which they always claimed was “just 2%” of the total Federal budget, as if “the only 469 NASS Legislators and their so-called personal aides and staff of the Legislative Commission/Training Institute”, should constitute themselves into an Island, separate from other Civil Servants and extort the Nigerian nation of the scarce funds at the expense of the downtrodden masses who barely lived from hand to mouth!

Can Dogara confirm or deny that the monthly Net Pay of N346.577.87, after tax deductions, from, October, 2016 to March 2017,  which he published as his take home pay packet was not a SMOKESCREEN, which DID NOT DISCLOSE: Hardship Allowance: 50% of his Basic Salary (BS) of “N206,425.83”; Constituency 200% of BS; Furniture, 300% of BS; Newspapers, 50% of BS; Wardrobe, 25% of BS; Recess, 10% of BS; Accommodation, 200% of BS; Utilities, 30% of BS; Domestic Staff, 35% of BS; Entertainment, 30% of BS; Personal Assistant, 25% of BS; Vehicle Maintenance, 75% of BS; Leave Allowance, 10% of BS; AND Severance Gratuity, 300% of BS/  Motor Vehicle Allowances, 400% of BS; to be paid once in FOUR YEARS!

WHO OVERSIGHTS THE NATIONAL ASSEMBLY’S ANNUAL BUDGET?
WHY SHOULD THE CONSTITUTION OMIT SUCH VITAL ASPECT OF THE DOCTRINE OF CHECKS AND BALANCES AND ALLOW A MINUTE AND VERY INSIGNIFICANT PERCENTAGE OF THE 170 MILLION NIGERIAN PEOPLE TO INCESSANTLY ROB THE TREASURY WITH IMPUNITY? The suspended House of Representatives Committee Chairman on Finance, Abdulmumin Jibrin’s allegations of the TREASURY LOOTING is reproduced below; and yet Yakubu Dogara published a formulated document as his monthly take home! DO YOU BELIEVE?

"HOW WE SHARED NIGERIA MONEY BY HON. Abdulmumin JUBRIN "I got N650 million as my running cost as the Chairman of Appropriation Committee. Speaker Yakubu Dogara got N1.5 billion, His Deputy Yusuf Lasun got N800 million. House Majority Leader Femi Gbajabiamila got N1.2 billion; Deputy Majority Leader Buba Jibrin got N1.2 billion. House Whip Alhassan Ado Doguwa got N1.2 billion, Deputy House Whip got N700 million. House Minority Leader Leo Ogor got N1.2 billion, Deputy Minority Leader Onyema got N800 million. Minority Whip got N700 million, Deputy Minority Whip got N700 million. I have documents to back up all these.
*Without the over 70 million registered VOTERS, of the various Constituencies in the 774 Local Government Areas of the Nigerian Federation, would these looters of the government treasury find themselves in positions of authority in the first instance?
*Without the HUMAN WORKFORCE CAPITAL made up of the peasants and artisans, would there be accumulated revenue in government coffers for these few Godless politicians to purchase PRADO JEEPS AND STATE-OF-THE-ART AUTOMOLILES, live in stupendous affluence above their legitimate earnings? Is this not the most opportune and appropriate time for all Nigerians to (a) Clamour for one Parliament of just TWO REPRESENTATIVES FROM EACH OF THE 36 STATES (2) REPLICATE THE CIVIL SERVICE SALARY STRUCTURE IN THE LEGISLATURE AND (3) MAKE THE POSITIONS LESS LUCRATIVE FOR COVETOUS AND GREEDY CITIZENS, NOW THAT CONSTITUTION AMMENDMENT IS IN PROGRESS!

JUDICIAL INJUNCTION THAT COMPELS NASS TO DISCLOSE BUDGETARY ALLOCATIONS!  
Before the close of the 7th NASS, Legal Defence and Assistance Project (LEDAP), a concerned Non- Governmental Organisation (NGO), made up of lawyers got a landmark judgment from an Abuja High Court in February 2015, which ordered NASS Clerk to submit all budgetary  allocations to legislators for Constituency Allowance Projects between 2011 and2013 to the NGO which petitioned the court for details of the highly secretive constituency allowances through Section 2 (1) of the Freedom of Information (FOI), Act which required all Public Institutions to give the right to access STORED INFORMATION of such institutions to any person upon request and if denied could petition the court; but the Clerk is yet to comply since he appealed the judgment!
The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), had met with NASS leadership and had made it very clear that the Commission was the only constitutionally approved and delegated authority saddled with the determination of the emoluments of all Nigerian public servants, beginning with Mr. President, according to all indices of economic realities.

WHY THE LORD JESUS CHRIST DIED FOR THE WORLD AT EASTER!
Easter celebration in the Christendom is a combination of THREE very special and notable events which began with (i) a week-long “kangaroo court trial and condemnation to death” of the Lord Jesus Christ by His detractors who hated the TRUTH of the Gospel (good news) of the Kingdom of God; (ii) His Crucifixion on a wooden Cross in the middle of two thieves;(iii) His Burial and Resurrection in the early morning of [Sunday], the first day of the week! The Word of God states as follows: “For God so loved the world that He gave His only begotten son, that whosoever believeth in Him should not perish but have everlasting life.” [John. 3:16]. His antagonists who consisted of the High Priests, Pharisees, Sadducees, Scribes, Lawyers and several False Witnesses, under the evil influence of Satan, accused Jesus Christ of claiming equality with God by addressing Himself as the SON OF GOD – a statement which the JEWS regarded as blasphemous and very derogatory to YAWEH – Jehovah God and deserved the penalty of death!

Jesus Christ died for the world for THREE good reasons: (1) To save the world of their Sins. (Matthew. 1:21); (2).To give Salvation to repentant sinners; (John. 3:16) and, (3) To fulfil God’s desire as the only acceptable SACRIFICE for the remission of sins. (Romans. 5:6-11).
He fulfilled His Covenanted Mission over 2.000 years ago and is seated on the right hand of God and still interceding for both the saints and the sinners that they might fulfil God’s Holy Commandments in obedience in order to spend ETERNITY in Heaven!

This annual celebration has offered fresh opportunities for all people and races to embrace the Lord Jesus Christ and accept Him as their LORD, SAVIOUR AND SOON-COMING KING WHO WILL REWARD EVERY MAN ACCORDING TO HOW HIS WORK SHALL BE. [Revelation. 22:12].

“Because he hath appointed a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto all men, in that he hath raised him from the dead.” [Romans.17: 30-31]. WE ALSO CELEBRATE JESUS CHRIST AT 19. HURRAY!

THREE YEARS OF CHIBOK GIRLS ABDUCTION – 14th April. 2014 to 14th April, 2017!
With GOD, nothing shall be impossible! There was a time when a Nigerian President publicly said that the so-called abduction of the Chibok Secondary School Girls by Boko Haram terrorists was a HOAX, but another President came on board on 29th May 2015, and with divine support to his promise, got 24 of the girls released – and re-united to their families! We are still trusting our God that all the others – if they are still alive – would also be released sooner than we expect in the name of the RESURRECTED CHRIST. Amen.
