GOVERNORS WHO FAIL TO OFFSET OUTSTANDING WORKERS SALARIES/PENSIONS WITH THE PARIS CLUB REFUND MUST BE IMPEACHED!

At the turn of the new millennium, precisely between 1995-2002, State Governors in Nigeria complained of over deductions of “external debt service charges" on foreign loans acquired from the PARIS CLUB for economic development. Over the years, the lenders dug into their records to confirm the veracity of the claims which proved true and has now yielded a whooping sum of N522.74 billion naira as Refund to the 36 States of the Federation.
The Paris Club (French: Club de Paris) - is a conglomerate of officials from major creditor nations whose role is to find coordinated and sustainable solutions  to the payment difficulties experienced by debtor countries. The Club, made up of mostly 23 European business nations and the United States of America, was formed and institutionalized in Paris in 1956 to render financial and economic support to, mostly, African countries - just ten years after the World War II. Nigeria's economy since the Military interregnum experienced a downward trend especially when CRUDE OIL assumed viable commercial status from the seventies and its monetary resources, squandered by successive administrations till 29th May, 2015, when a righteous government was established by GOD! As debtor countries undertake reforms to stabilize and restore their macroeconomic and financial situation, Paris Club creditors provide debt treatments to debtor countries in the form of rescheduling,  which is "debt relief" by postponement or, in the case of concessional rescheduling, reduction  in debt service obligations during a defined period (flow treatment) or as of a set date (stock treatment). A similar process occurs for public debt held by private creditors in the London Club, which was organised in 1970 on the model of the Paris Club is an informal group of commercial banks which meet to renegotiate the debt they hold on sovereign debtors. Since 1956, the Paris Club which has remained a central player in the resolution of developing and emerging countries debt problems has signed 433 agreements with 90 different countries covering over US$ 583 billion dollars!
During ex-President Obasanjo's administration, in the year 2005, Nigeria negotiated US$ 12 billion DEBT- BUY-BACK with the London-Paris Club to offset Nigeria's debt burden of that period, but not without much controversies in respect of kick-backs by close associates of the then Minister of Finance and which led to her redeployment and eventually resignation from the Cabinet!
State Governors can constitutionally assess external foreign loans of the Paris Club and World Bank for "socio-economic development" of their subjects and constituencies, once the Federal Government stands as SURETY! Out of the N522.74 billion Refund, President Buhari has instructed that the sum of N388.304billion be released as the FIRST TRANCHE to 36 States to succour their financial hardship following protests by the State Governors. However, the release of this amount has been inundated with a lot or criticisms/controversies as allegations made the rounds that State Governors under the aegis of Nigeria Governors Forum diverted some of the funds for private use and members of the patriotic public want explanations!
It was alleged that no fewer than SEVEN GOVERNORS were linked with the diversion of part of the N388.304billion London-Paris Refunds into two accounts opened by the illegal and unconstitutional NGF, which has quickly denied the report by claiming that the first tranche - in which the least paid got N4,202,983,799.86 billion and the highest paid got N14 500,000,000 billion. However while investigation continued on the allegations, President Buhari on Thursday 16th March, 2017, has requested for the release of the SECOND TRANCHE to the States to OFFSET OUTSTANDING SALARIES AND PENSIONS!
GOVERNORS OF DEBTOR STATES ARE PRETENTIOUS  RICH MEN!
As if it was not sufficiently embarrassing to begin a new administration with a virtually empty treasury, Nigeria's All Progressives Congress (APC), Party which will clock two calendar years in office on Monday, 29th May, 2017, was equally confronted by 26 reckless squandermania Governors, who owed workers salaries for between 8 to 12 months in arrears and were so shameless to request for Federal Government's bail-outs! They got two bail-outs but still complained because of the 2016 three successive quarters of recession - though they never missed to collect all of their salaries and allowances as show of EMPATHY during the self-imposed recession which was aggravated through deliberate vandalization of crude oil pipelines by the kinsmen of the same NGF in the Niger Delta Region of the nation!
For sixteen years of the new democratic attempt up to 29th May, 2015, those governors enjoyed the prodigal all-expenses-paid lifestyle which included but not limited to; free monthly fiscal allocations from the Excess Crude Oil Account by the Federal Government, free government-maintained residences, mouth-watering wardrobe/ health allowances, free victuals and champagne booze parties all-year round, government-paid official and domestic staff, free foreign trips to search for investors/industrialists, which should normally be done on internet and through advertisements, etc.; not forgetting, SECRET SECURITY VOTES, FOR WHICH NO ACCOUNT OF EXPENSES was ever requested, rendered nor submitted and when they exhausted two-terms in office, they retired into the hallowed chambers of the SENATE to continue the MONEY GAME!

In the light of the above free gifts, nearly all State Governors, except, Lagos State, hardly bothered about focussing on INTERNALLY-GENERATED REVENUES, (IGRs), through, agriculture, small and medium scale industries, tourism, fashion, the film industry/entertainment and mineral resources through mining, which should have been prioritized as the LIFE-LINES with which to succour the immediate needs of the downtrodden in the society!
But is not surprising that in spite of the foregoing LARGESE, these reckless governors, who have constituted themselves into the unconstitutional Nigeria Governors Forum (NGF), still had the effrontery to borrow foreign loans from the London-Paris Club to further whet their insatiable appetite for money and penchant for squandermania! From all indications, they were all out to destroy the economy without rendering any meaningful contribution in spite of their oath of office and Party manifestoes! There is no poor Governor in Nigeria! They are all super-rich men who have private jets and helicopters. SOME STATE GOVERNORS HAVE TWO JET AIRCRAFTS/HELICOPTERS EACH and yet owed the workers and pensioners their MEAGRE SALARIES!

What Was The Genesis Of The Monthly "Father Christmas" Gesture?
The monthly allocation to the 36 States of the Federation took effect from 1999 according to Constitutional provisions/interpretation in Section 162. -  (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (a) (b) (c) , stipulate that revenue allocation from the Federation Account which is the special account into which shall be paid all revenues collected by the Government of the Federation, should be proportionately shared among all tiers of governments up to the 774 Local Governments Areas. As good as that intention was, it was abused by Governors who were charlatans and only in office to line their pockets, because they depended solely on the stipend and abandoned their initial responsibility to harness the all-important locally-generated revenues that should be harnessed from their naturally-endowed land through agriculture and solid minerals as afore-mentioned.

What About The Monthly 13% Derivation Funds Doled Out To Crude Oil-Producing States?
Oil-producing States, which were prone to exploration disasters of environmental pollution through oil spillage, gas flaring, farmland devastation, acid rain, etc, agitated for special percentage to compensate for all forms of exploitation of their lands; which was pegged at 13% by the last military regime which crafted the Constitution of the Federal Republic of Nigeria, 1999 (Chapter VI, The Executive, Part C, Section 162- (1-10). However fresh agitations and pressures have been mounted on the present Change Agenda Administration of the APC through pipeline vandalization to press home demands for other very selfish requests in a 16-point Agenda of Pan- Delta Forum (PANDEF), in spite the massive destruction of life, property and Federal  Government''s critical oil infrastructures in the oil-rich region! What a contradiction in demands?

Can We Trace The Stupendous Wealth Of Governors Through SECURITY VOTES To The 1999 CONSTITUTION?   NO!
Maybe the Accountant General of the Federation (AGF) and the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), would explain the rationale behind the SECURITY VOTES and how they arrived at what amount should be allocated to each governor, because the grapevine has it that, the least fund ever received by any Governor for security operations - even without STATE POLICE - since 1999, was in the neighbourhood of THREE BILLION NAIRA, while some got higher figures of SIX/SEVEN BILLION!

IT'S TIME TO IMPEACH THESE HEARTLESS NGF CABAL!
Nigerian workers and pensioners have a godly opportunity to claim wages that rightfully belong to them through these London-Paris Refund which has come at a very opportune time! They must close ranks to ensure through all Civil Society Groups, Non-Governmental Organisations, and all Concerned Legal Practitioners, support them to monitor how the refund would be disbursed for the purposes for which the President has ordered it to be utilized.

We believe it was high time for the Economic and Financial Crimes Commission (EFCC), to quiz, these governors who cannot give any account in respect of how the borrowed foreign loans were utilized between the period in question or how much of it had been paid back, so that the downtrodden workers would not remain at the receiving end of poverty all of their lives since they and their generations yet unborn would continue to pay back the foreign debts as no REVENUE CAN BE GENERATED WITHOUT THE LABOUR FORCE OF THE WORKERS! We also expect that any governor who failed to offset all outstanding arrears of workers’ salaries at the end of the exercise, should be probed by their various Houses of Assembly, and summarily impeached, with criminal prosecution to commence thereafter to establish their culpability and to sentence them accordingly to various terms in prison according to the law!

NIGERIAN LABOURERS ARE WORTHY OF THEIR WAGES! THEY SHOULD NO LONGER BE DEPRIVED HENCEFORTH!
