LEGISLATORS WHO ADULTRATED 2018 CONSOLIDATED BUDGET WILL FACE DIVINE FIRING SQUAD!

NO WONDER, the Legislature was always made the scapegoat in all successful military coups in Nigeria! Once their working document, - the NATION'S CONSTITUTION - was suspended, legislators were sent packing and back to the labour market for as long as the military regime lasted!
The Nigerian Legislature, being the law-making sector among the THREE TIERS of government is blessed with sagacious, highly qualified geniuses from various cadre of  disciplines; very smart, cunning, dogged and with vast knowledge in BUDGET doctoring and surgery!

But the military would not take fiscal appropriation laws from bloody civilians who could outsmart them with constitutional jargons when they could dip their hands into the treasury and get business of government done faster through MARTIAL LAWS! Could anyone blame the soldiers for always casting the "smart aleck" out of the polity in view of an innate covetous attitude peculiar to them?

SCORECARD OF THE 8TH NASS GANG!
They claimed to represent the masses of the Nigerian electorate who "voted" them into the National Assembly (NASS), in 2015 on the platform of the APC, yet, from their very first sitting, they demanded for, collected all manner of allowances and kept amassing illicit wealth at the expense of the resilient downtrodden of a nation which grappled with a terribly battered economy, unbearable inflation of goods and services and a threatening RECESSION!
Beginning with the Wardrobe and Housing allowances, they also demanded and collected brand new 109 Prado Jeeps and 360 state-of-the-art, saloon cars, for which they appropriated billions of naira; they collected the Revenue Mobilisation Allocation and Fiscal Commission's (RMAFC), official salaries/allowances which was less than N2 million each, but also collected unappropriated/unapproved N13.5 million and about N12million, respectively each, as monthly Working Allowances!  All of the preceding illegal allowances are outside of the CRIMINAL PADDING of the annual National Budget which runs into billions of naira and which they have always claimed were meant for the "development of their CONSTITUENCIES!"

When the nation's economy sunk into the murky waters of RECESSION (the result of 16 years of prodigality of the consecutive People's Democratic Party failed administrations), President Muhammadu Buhari and his management team of high-profile ministers and tested economists, cut their salaries and allowances by 50%, but the greedy and financially-insatiable legislators refused to follow suit, yet they claimed to carry the burden of the masses who struggled to survive under the heavy pain of forcibly imposed inflation to heart!
Hon. Abdulmumin Jibrin, and Senator, Shehu Sanni, legislators from Kano and Kaduna States respectively, would always be fondly remembered for spilling the beans in respect of the SECRECY that shrouded illegal salaries and allowances, which legislators of the FOURTH REPUBLIC, had been collecting since 2015, in spite of recession/inflation, and the Treasury Single Account (TSA), policy, even under the very nose of the CHANGE AGENDA!

Hon. Jibrin was suspended for an illegal 180 legislative days, which a Federal High Court Judge recently quashed and has ordered that all salaries and allowances due to the legislator during the purported suspension be fully paid to him! On the part of Senator Sanni, the Senate Body had to swallow the bitter pill because, he spoke the TRUTH as confirmed by Senator 'Remi Tinubu, who said that her own monthly working allowance of N13.8 million was mere pittance!

HOW LEGISLATORS SABOTAGED THE 2018 BUDGET OF CONSOLIDATION FOR THEIR POCKETS!
The 2018 Budget Proposals was submitted by the President to both Chambers of NASS on 7th November, 2017, with the optimism/enthusiasm of reverting to the "constitutional cycle" of January to December only for them to dump the DOCUMENT OF HOPE for the talakawas and proceeded on one holiday after another from that day until they eventually passed it after seven months of delay for Presidential assent which was reluctantly given on Wednesday 20th June, 2018, in order not to further slow down the pace of the Economic Recovery Growth Plan (ERGP), but not without him lambasting the covetous lawmakers for unnecessary delay, illegal insertions, re-writing, re-inventing, cutting allocations to critical infrastructures of the Consolidation Budget and increasing their own allocations with a view to making it very difficult to implement!

EXCERPTS FROM THE PRESIDENT'S SPEECH!
"The logic behind the Constitutional direction that budget should be proposed by the Executive is that, it is the Executive that knows and defines its policies and projects. Unfortunately that has not been given much regard in what has been sent to me. The National Assembly made cuts amounting to 347 billion Naira in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to 578 billion Naira.
"Many of the projects cut are critical and may be difficult, if not impossible to implement with the reduced allocation. Some of the new projects inserted by National Assembly have not been properly conceptualized, designed and costed and will therefore be difficult to execute.
"Furthermore many of these new projects introduced by the National Assembly have been added to the budgets of most MDAs with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required, etc."

The brazen legislators made cuts from masses-beneficial strategic infrastructure projects as follows:
Counterpart-funding for the Manbilla Power Plant; Second Niger Bridge/ancillary roads; * The East-West Road, Bonny-Bodo Road; Lagos-Ibadan Express Way and; Itakpe-Ajaokuta Rail Project, were cut by an aggregate of 11.5 billion Naira.
Others are, some ongoing critical infrastructure projects in the FCT, Abuja, especially major  arterial roads and the mass transit rail project, cut by a total of 7.5 billion Naira.
Cuts in the Health and Education Sectors amounted to N7.45 billion Naira and 3 billion respectively. In the National Housing Sector, an amount of 8.7 billion Naira was cut, while 70 new road projects  have been inserted into the budget of the Federal Ministry of Power, Works, and Housing by appropriating some of the additional funds expected from their upward review of the oil price benchmark from USD $45 to $51 dollars and AN INCREASE IN NASS BUDGET OF 125 BILLION TO 139.5 BILLION NAIRA WITHOUT ANY DISCUSSION WITH THE EXECUTIVE!

THESE SET OF APC/N-PDP LEGISLATORS ARE NOTING BUT CHARLATANTS AND OPPORTUNISTS!
We were not surprised that the unrepentant legislators quickly defended their shameless betrayal of the masses without any remorse because, they are nothing more than "hirelings"; pretentious representatives who are WOLVES IN SHEEP'S CLOTHING! They saw nothing wrong in misinterpreting the 1999 Constitution of the Federal Republic of Nigeria to suit their whims and caprices of the "love of money" and were not even ashamed to tell the world that they had to increase their own allocation with a whooping 14.5 billion Naira, "because of the HARD ECONOMIC TIMES!"

REMIDIAL MEASURES BY THE DETERMINED APC CHANGE GOVERNMENT!
According to the President, the 2017 Budget, (which suffered similar fate before it was signed into law by Vice President, Prof. 'Yemi Osinbajo, on June12, 2017), was meticulously and strategically executed as a total sum of 1.5 trillion Naira was released for the implementation of the capital projects during the fiscal year.

He also disclosed that the 2018 Deficit Budget provided for aggregate expenditures of 9.12 trillion Naira which is 22.6% higher than the 2017 Appropriation but that borrowing Plan will be worked out with National Assembly in due time and remedies of the most critical issues will be effected through a SUPPLEMENTARY/ and or AMENDMENT BUDGET which NASS should expeditiously consider.
DO THE LEGISLATORS HAVE CONSTITUTIONAL POWERS TO INSERT NEW ITEMS, CUT OR INCREASE THE EXECUTIVE DEDUCTIONS IN THE DOCUMENT? NO! WHOM ARE THEY DECEIVING THAT THEY HAD POWER TO STEAL FROM THE COMMON WEALTH UNCHALLENGED? HAVE THEY NOT GONE BEYOND THEIR CONSTITUTIONAL LIMITATIONS? IT IS TIME FOR THE SUPREME COURT TO INTERVENE AND SET THE RECORDS STRAIGHT! IN THE CASE OF ANY AMBIGUITY, THE CONSTITUTION SHOULD BE AMMENDED TO GIVE THE EXECUTIVE ABSOLUTE AUTHORITY OF PREPARATION/EXECUTION AND ONLY WITH PLAUSIBLE SUGGESTIONS FROM NASS WHICH CAN BE DISCARDED IF FOUND UNWORTHY! ENOUGH IS ENOUGH!
"FELLOW NIGERIANS! We are closer to having only ONE LEGISLATIVE ARM OF PARLIAMENT OF RIGHTEOUS 74 MEMBERS ONLY, ON PART-TIME DUTIES WHILE 405 OF THE MADDENING CROWD WILL BE CAST OUT!
"Fear ye not, stand still and see the salvation of the LORD which HE will shew you today: for the (Egyptians) APC/N-PDP LEGISLATORS whom ye have seen today, ye shall see them again no more for ever (after the 2019 General Elections)! The LORD shall fight for you and ye shall hold your peace!" Read (Exodus. 14: 13-14).
