COVID-19 PANDEMIC FAVOURS BUHARI TO KILL CORRUPTION, POVERTY AND INSECURITY IN NIGERIA!

Transparency International’s Corruption Perception Index report over the years had ranked Nigeria very low in respect of overall performances of government from parliamentary to military and presidency in spite of disagreements and condemnation by consecutive administrations!

The country was ranked 146th in January 2019, having slipped from 144th position in 2018, with 26 points out of 180 countries according to the anti-corruption outfit and out of 49 West African sub region Nigeria was ranked 32, higher than only Guinea Bissau which scored 18! These reports have not deterred the efforts of the nation’s anti-corruption agency, EFCC, which in 2019 alone recovered over N200 billion from fraudsters and got 890 convictions at the courts between January to October! The Commission also recorded 114 convictions in 2015, 189 in 2016, 190 in 2017, 312 in 2018 and according to government sources the war against corruption would be fiercer in 2020 and beyond in spite of the negativities foisted on global economy through the Covid-19 pandemic!

VISION 20:2020 MUST BE INTENSIFIED TO ADVANTAGE!
President Buhari had said in a LETTER  to Nigerians that the year 2020 would witness gradual implementation of strengthening the electoral process, win battle against violent extremists, cultists, organized criminal networks, banditry/armed robbery and kidnappings with a view to restoring peace to the North East and by extension to other geo-political zones including aggressive power generation to address ease-of-doing-business across board in transportation, second Niger bridge, Lagos –Ibadan Express Way, Abuja –Kano Highway, Lagos-Kano Rail Line in collaboration with private sector partners; not leaving out new international airport terminals in Kano and Lagos in this new year to impact business operations which fiscal feasibility/sustainability, would attract both government and private sector investments.

Year 2020 will also witness opportunities in agriculture, manufacturing, increased value from oil and gas which will operate on commercial principles and free from political interference in order to deliver a more competitive, attractive and profitable industry.

THE LIQUEFIED NATURAL GAS AS AN ADDITIONAL ECONOMIC RESOURCE!
The President in Council, late December, 2019, approved a fair framework for the USD 10 billion expansion of Nigeria Liquefied Natural Gas, which will increase exports by 35%, restore Nigeria’s position as a world leader in the sector and create thousands of jobs for the nation’s jobless youths! There was also the amendment of the Deep Offshore Act of October 2019 which signalled the nation’s intention to create a modern forward-looking industry in Nigeria. The President believes that vibrant youth population would also play vital role to accelerate the pace of change in technology in the decade ahead in a way that it would benefit the nation through the huge opportunities it offers. He also re-stated his 2019 Democracy Day promise to lay the enduring foundations to take a hundred million Nigerians out of mass poverty over the next ten years through reforms in education, health care and water sanitation through the support of international donor agencies who would work with States and Local Governments to ensure continuity. Workers are to enjoy living wages while pensioners will be relieved through clearance of arrears and benefits that have been long neglected adding that implementation of the approved 2020 Budget would take off seamlessly and commended the 9th National Assembly (NASS) for their co-operation with the Executive in restoring the January to December Budget cycle to ensure the Nigerian Decade of prosperity      etc, etc.

SOME PROJECTS TO RECEIVE IMMEDIATE ATTENTION IN 2020! HOW WILL THESE LOFTY IDEAS BE EXECUTED IN VIEW OF COVID-19 PANDEMIC AND A THREATENING GLOBAL RECESSION?
47 road projects scheduled for completion in 2020/2021, including roads leading to ports.
Major bridges including substantial work on the Second Niger Bridge;
Completion of 13 housing estates under the National Housing Project Plan.
Lagos, Kano, Maiduguri and Enugu international airports to be commissioned in 2020.
Launching of an agricultural rural mechanisation scheme that will cover 700 Local Governments over a period of three years;
Launching of Livestock Development Project Grazing Model in Gombe State where 200,000 hectares of land has been identified;
Training of 50,000 workers to complement the country’s 7,000 extension workers;
Commissioning of the Lagos-Ibadan and Itakpe-Warri rail lines in the first quarter;
Commencement of the Ibadan – Abuja and Kano-Kaduna rail lines also in the first quarter;
Further liberalisation of the Power Sector to allow businesses to generate and sell power;
Commencement of the construction of the Mambilla Power project by the first half of 2020; and
Commencement of the construction of the AKK gas pipeline, OB3 gas pipeline and the expansion of the Escravos - Lagos pipeline in the first quarter of 2020.

OSINBAJO’S POST-COVID-19 ECONOMIC COMMITTEE TO THE RESCUE!
The Vice President, Professor ‘Yemi Osinbajo has been appointed by President Buhari to head a seven-man team to tackle any form of post-covid-19, pandemic negativity that could in any way produce debilitating effects on the economy. The VP is ably supported by Ministers of Finance, Budget, and Planning; Industry Trade and Investment; Labour and Employment, Minister of State Petroleum Resources; Governor, Central Bank; Group Managing Director NNPC and Permanent Secretary, Cabinet Secretariat who serves as Secretary to the Committee. Osinbajo and his team will manage the economy in spite of the dwindling international crude oil price (which is still under USD$30 dollars), in a most transparent manner during this trying period of global affliction that has shut down major businesses, air, land and sea ports and also the post-pandemic period, to ensure all economic programmes were on course by judiciously spreading limited incomes/resources/donations, to cover all areas and also make lock-down palliatives available to all the designated people.

DID THE WORLD ENVISAGE A NOVEL PARASITIC PANDEMIC IN YEAR 2020?
President Buhari and his economic team should be given necessary support by all patriotic Nigerians to actualize his lofty programmes by shunning all forms of negative/antagonistic diversionary tendencies; not sponsoring or encouraging crimes, through criminal connivance, which are vices against sustainable economic growth, just because they are sworn enemies of progress!

TRUE GLOBALIZATION SHOULD DEFEAT THE PANDEMIC!
Very fortunately, World Leaders have stopped blame games over the debutant country of Covic-19 pandemic and have united to close ranks, produce effective/speedy antidotes to counter the novel health challenge which has evolved into an economic crisis heading towards an unprecedented global recession! The World Health Organization (WHO), has reported on its website that Heads of State and global health leaders on Friday, 24th April, 2020, decided to accelerate the development and production of new vaccines, tests and treatments to confront the pandemic, which has already affected more than 2.4million people and killed over 160,000 humans globally in its rage and put a permanent stop to the scourge! The general consensus was that while existing measures to keep people physically distanced, to test and track all contacts of people who test positive to the virus parasites remained in operation, outcome of global scientific research for effective cure from new vaccines which began since January, 2020, and the successes achieved, should benefit everybody through equitable access worldwide.

GOOD NEWS OF ACCELERATED CURE!
The global health institution also revealed the introduction of prequalified diagnostics being presently used all over the world with more in the pipeline through coordination of a global trial to assess the safety and efficacy of four therapeutics against the Covic-19, with a view to speeding up and harmonizing processes to ensure that once the products were deemed safe and effective, they would be accessible to billions of people who need them across the world!

NIGERIA JOINS GLOBAL GROUND-BREAKING COLLABORATION TO STOP COVID-19!
The Federal Government has lend its weight to global health leaders from the Coalition for Epidemic Preparedness(CEPI), GAVI-the Vaccine Alliance, the Global Fund, UNITAID, the Wellcome Trust, the International Red Cross and Red Crescent Movement (IFRC), the International Federation of Pharmaceutical Manufacturers (IFPMA), the Developing Countries Vaccine  Manufacturers’ Network (DCVMN),  and the International Generic and Biosimilar Medicines Association (IGBA), who are committed to come together, guided by a common vision of a planet protected from human suffering and the devastating social and economic consequences of Covid-19! Nigeria’s former Minister of Finance and Coordinating Minister for the Economy, now a UN Special Envoy and GAVI Board Chair, Ngozi Okonjo-Iweala, is representing the nation among these eminent concerned world figures who would stop at nothing until Covid-19 is completely, exterminated! Also on that team is another Special Envoy in the person of Sir Andrew Witty, British business executive. They have all pledged and agreed to work towards equitable global access based on unprecedented level of partnership and create a “strong unified voice to build on past experience and to be accountable to the world and to one another”. In support of the group, health leaders equally solicited that the global community and political leaders should support the landmark collaboration and that donors should provide the necessary resources to accelerate achievement of their objectives by capitalizing on a forthcoming PLEDGING EVENT of 4th May, 2020, spearheaded by the European Union (EU), aimed at mobilizing significant resources needed to accelerate the work towards protecting the world from Covid-19! Two are better than one; because they have a good reward for their labour. (Eccl 4-9)
