MR. PRESIDENT IS IN LONDON TO RE-STRATEGIZE APC CHANGE AGENDA!

For the first time in six years of President Buhari’s tenure in office, Senate Minority Leader of the major opposition party, the Peoples Democratic Party (PDP), confessed that the first citizen’s trip to seek medical attention abroad was his fundamental right!

We totally agree with Senator Enyinnaya Abaribe and also that he [President], could have had his medical check-up done in Nigeria except for the salient fact that he had his specialists doctors since his military days in the UK and maybe Nigerian physicians could not be totally trusted even though there are internationally attested for clinical excellence and have preformed trustworthy scientific feats in past years.

For instance Nigerian Surgeons have successfully separated several SIAMESE TWINS; performed operations on unborn babies and safely returned them into the wombs before due dates; removed brain tumors, carried out heart transplants; surgically operated on cancer/kidney patients and other with related health challenges etc, etc.

TWO YEARS IS A SHORT PERIOD – NAY VERY LONG PERIOD! 

We are very much aware that the president who has about two years more to complete his second term needed time alone to re-strategize on how to fix all leaking holes in the security architecture very fast to avoid his six years efforts at improving the economy go down the drains!

The President was lucky to have military leadership opportunity of 23 months between 1984-1985 as Head of State; but that was then, when modern technology was at its “embryo” stage and so it was easy to manipulate the system with martial orders and kowtow everyone into submission; BUT with full-blown democracy, OFFICE OF THE CITIZENS, is now the PIPER THAT DICTATES THE TUNE!

SO, when President Buhari decided to appoint his old cronies and wrong people into his cabinet he was bound to face the consequence of his several wrong choices, decisions and policy somersaults!

BEGINNING OF THE PRESIDENT’S TRAVAILS!

President Buhari came on board breathing fire and brimstones on INSECURITY, improvement of the ECONOMY, and stamping out of CORRUPTION mercilessly; but alas, HE HAS FAILED ON ALL FRONTS! He had been back-stabbed/betrayed by “trusted old friends” who when they could not get their filthy fingers on the Nigerian Mint, joined the bandwagon of the defeated numerous enemies of State who woefully lost the elections in 2015 and 2019, to make the nation ungovernable!

QUESTION: Could the following announcements be regarded as some achievements of the Buhari Administration 

NAMES OF ALL SPONSORS OF BOKO HARAM INSURGENCE WOULD SOON BE PUBLISHED! Whatever he intended to gain from the exercise is yet to be fathomed because all those whose names were published in 2017-2018 for having embezzled millions/billions of NAIRA from the treasury – including those accused by the EFCC of being involved in the DASUKIGATE SLUSH FUND OF USD$2.1 dollars, are still walking the streets free!
TWO EXECUTIVE BILLS FOR STIFFER PENALTY ON CORRUPTION! The new President sent TWO BILLS to the Senate for stiffer penalty on corruption in view of Amnesty International’s corruption perceptions index which was released on Wednesday 27th January, 2016, and which placed Nigeria as the 136th least corrupt country in the world in the previous year and requested the National Assembly (NASS), to consider and approve: Money Laundering Prevention and Prohibition Bill 2016 and; The Mutual Legal Assistance in Criminal Matters Bill 2016 believed to be a renewed drive to improve Nigeria’s legal framework to further combat and defeat corruption from the polity. The first Bill sought to repeal the Money Laundering Prohibition Act, 2011 and re-enact a more comprehensive legislation while the second sought to seek relevant international assistance in cases of money laundering.

JUST LIKE THE PETROLEUM INDUSTRY BILL (PIB), THESE BILLS MUST SEE THE LIGHT OF THE DAY!

The two bills represent a double-edged sword which should acquire successes and victories in the areas of righteousness, probity, equity, transparency and equal opportunities in governance for generations yet unborn, just as it obtains in the United States of America! A cursory study of the two bills reveal that the gains expected from a quick attention and passage of the bills are greatly enormous for the following reasons:  

Bill One would guarantee comprehensive provisions to prohibit the laundering of  criminal activities and expand the scope of money laundering offences;
Provide protection for “whistle blowers” - employees of various institutions, bodies, and professions who may discover money laundering, enhance customer due diligence;
Provide appropriate penalties and expand the scope of supervising bodies;
Recognize the role of certain regulatory organizations to address the challenges faced in implementation of comprehensive anti-money regime.

Bill Two seeks to attract relevant international assistance in cases of money laundering with the following efforts in view:
Provide framework for other countries to assist in provision of and obtaining of evidence and ensuring arrangements for such persons to give evidence;
Hopes to elicit international assistance in criminal investigations, recovery, forfeiture, or confiscation of property in respect of offences;
The restraining of dealings in or the freezing of assets that might be recovered, forfeited or confiscated in respect of offences;
The execution of request for search and seizure, the location and identification of witnesses and suspects, the service of documents and other matters so connected

DID TWO RIVAL CAMPS OF SENATORS ABORT THE PASSAGE OF THOSE STRATEGIC BILLS?
Total elimination and annihilation of CORRUPTION is the key priority of this Change administration through the transparent leadership of President Buhari who has not left anyone in doubt in respect of his antecedent for zero tolerance for the malaise in any sector of the economy! BUT there were two camps of Senators in the hallowed chambers which failed to unite for the sake of posterity and give priority attention to the quick passage of the TWO SALVATION BILLS designed to lift the Nigerian innocent masses out of the doldrums of shame and persistent international castigation!

Nigerians at home and in the Diaspora including friendly international communities, whose nations thrive through zero tolerance for corruption, observance of the Rule of Law and immediate and commensurate punishments for defaulters, [no matter their positions], are watching closely and would employ all legitimate means to ensure the quick passage of the bills!

EXECUTIVE ORDER 6 OF 2018 ON THE PRESERVATION OF ASSETS CONNECTED WITH SERIOUS CORRUPTION AND OTHER RELEVANT OFFENCES!

On 5th July 2018, President Buhari signed Executive Order 6 of 2018 (EO6), on the preservation of suspicious assets recovered from corrupt officials with a view to stamping out corruption from the country.
The Order would “restrict dealings in suspicious assets” and reinstate government’s commitment to fighting corruption which was endemic in the country in addition to (a) Enforcement of Treasury Single Account (TSA); Implementation of the Bank Verification Number Policy, etc, with a view to stamping out corruption and invoke disciplinary action under the Public Service Rule and Code of Conduct Bureau.WHAT WILL HAPPEN WHEN BUHARI RETURNS FROM THE RETREAT! He will redeem his image and fast-track resolutions on all outstanding complaints from the Office of the Citizens which include but not limited to:   
Ensuring that all government appointees and political office holders declare their assets which must be quickly verified by the EFCC;
Re-shuffle his cabinet by taking over the Ministry of Defence as a retired General to ensure quicker defeat of Boko Haram terrorists for peace to reign and the economy to thrive.
Relinquish the post of Minister of Petroleum which should be handed over to Professor Itse Sagay, who would do a better job in that sector, sack Mr. Timipre Sylva and retired General Magashi Bashir for poor performances in office!
Call for a Referendum to scrap the current 9th SENATE which should wind up with his administration on 29th May 2023, if serving legislators would not co-operate! There are over 70 House of Representatives and 20 Senators, including all NIGERIAN YOUTHS who are in agreement that Nigeria should return to UNICAMERAL legislation! President Macky Sall of Senegal successfully achieved the feat to completely stop WASTAGES IN GOVERNANCE! In addition, the 360 House of Representatives members should also be reduced to 74 working with few civil service staff with modern technology on PART-TIME BASIS!
Begin the process of creating STATE POLICE for all existing 36 States to curb all incidences of crimes, criminalities of banditry, cattle rustling, armed robbery, insurgency etc.
Equip EFCC with a team of expert legal practitioners that would ensure victory in all court litigations of high-profile nature henceforth so that no “big man” criminal would go scot-free due to corruption-induced shoddy investigation and prosecution!
Expedite action on the advocacy for a Brand Constitution for Nigeria to be fashioned after the resolutions of the 2014 National Conference which gulped over N18billion naira from the nation’s coffers!

WE STRONGLY BELIEVE THAT PRESIDENT BUHARI WILL DWELL ON ALL OF THE ABOVE POPULAR DEMANDS WHILE ALONE IN HIS CLOSET IN LONDON AND RETURN SMOKING WITH ACTION THAT WOULD PAVE WAY FOR A DIGNIFIED RETIREMENT AND WRITE HIS NAME IN GOLD! MR. PRESIDENT, YOU CAN DO IT PROVIDED YOU WORK WITH YOUR VICE PRESIDENT, PROF. ‘YEMI OSINBAJO [SAN]!
