CITIZENS’ SCORECARD OF BUHARI: 2015 -2023. (Part 9).   OFFICE OF THE HEAD OF SERVICE OF THE FEDERATION:  A TOTAL DISGRACE TO MONETARY AND FISCAL DECORUM!

The civil service structure in a true and well organized democracy serves as the nerve centre of operational activities of the ruling government and also as the engine room which powers the entire organogram of administration.
The Nigeria Civil Service has come a long way even before 1st October 1960, when the country gained independence from the British Colonial Masters.

Qualified Nigerians were trained in line with British Administrative System and Bureaucracy in the years leading to independence and it is believed that the orientation acquired from the British technocrats actually prepared civil servants to occupy their rightful places in the day-to-day activities of running and interpretation of government policies. It is and indisputable fact that no government can operate successful administration without a professionally- studded civil service team. It was no wonder that when the gun-toting soldiers who were on military adventure decided to take over the government of Nigeria in 1966, they did not suspend the civil service structure as they did to the political administration of the legislative arm of government through the suspension of the Independence Constitution.

Civil servants are trained to be highly professional in carrying out instructions of appointed ministers, secretaries, technocrats and professionals who take instructions from the Prime Minister or Head of State with a view that socio- economic amenities will flow seamlessly today citizens.

PRIMARY DUTIES/FUNCTIONS OF NIGERIAN CIVIL SERVANTS.

Although the importance of the civil service have been highlighted in previous paragraphs, statutorily they function in the formulation of policies, drafting of bills, advice to ministers and commissioners, implementation of government policies, preparation of annual budgets, keeping of inventory of government records and properties, collection of revenues in form of taxes, fines from court and duties paid by exporters and importers, law-making, quasi-judicial functions through the Customs, Immigrations etc, and public enlightenment of government activities through Ministry of Information and National Orientation Agency, (NOA). In the implementation of all of the above functions, senior administrative and technical civil servants, professional experts, civil service legal practitioners are engaged to draft the laws which formulate policies and programs of government for ministers and commissioners for final consideration and decisions. 

The legal department of the civil service is also involved in the drafting of bills by lawyers to advise top government functionaries even to the level of the presidency, legislative and the judiciary for full implementation and execution of government programs.
Annual budgets which decide the economic mood of the Citizens, commerce and international businesses of governments' smooth administration at all tiers and levels were also prepared by civil servants to ensure free flow of monetary and fiscal transactions that are needed for Ministries Departments and Agencies.(MDAs).

HOW HAS BUHARI'S CIVIL SERVICE PERFORMED IN EIGHT YEARS?

Apart from the Nigeria National Petroleum Corporation Limited (NNPCL), which is regarded as the most corrupt agency of the Nigerian government the next in rank to it is in Nigeria Civil Service which has perfected budget padding, rewriting, re-invention, falsification etc, on annual basis with the succinct connivance of the legislative arm of government, the National Assembly Legislators! It is an open secret that some civil servants are richer than the corrupt politicians in Nigeria because they live beyond their means. Annual budgets have been consistently and severally abused, desecrated and bastardized, yet Major General President Muhammadu Buhari and his officers have not been able to arrest, prosecute, convict or punish any person to date!
In December 2015 when Nigeria's population was 170 million, a total personnel of 8,9511 civil servants were in the employment of the Federal Government. In early 2022, 408,110 were working full-time. In June 2022, an estimated population of 720,000 civil servants were in the employment of the Federal Government!
With the introduction of IPPIS and the Treasury Single Account 70,000, ghost workers were eliminated from the payroll system and NGN10 trillion naira was saved by the Federal government!

THE INDEPENDENT CORRUPT PRACTICES AND OTHER RELATED OFFENCES COMMISSION (ICPC), HAS TAKEN UP THE GAUNTLET TO ARREST THE UGLY SITUATION!

While Mr President BUHARI kept injecting into the civil service all of his cronies and all of his relatives who must be in government through nepotism, tribalism and partiality an agency of government which could not be bought over, the ICPC in April 2016, successfully seized 61 houses from a female civil servant in Abuja! In 2017, 86 luxury vehicles, four houses and a quarry plant in Abuja belonging to a civil servant were ordered to be forfeited to the Federal government by an Abuja High Court.
In October 2021 ICPC recovered 301 houses from TWO CIVIL SERVANTS in Abuja! 241 of the houses belonged to one of the suspects at different locations in Abuja!
Presently ICPC is set to prosecute 3,657 civil servants over the INTEGRATED PERSONNEL PAYROLL  INFORMATION SYSTEM (IPPIS), for failure to get verified into the system why some are produce fake letters to get integrated!

SCORE CARD? The citizens of Nigeria can no longer be FOOLED!  BUHARI'S Government is a total failure and he has scored ZERO on all fronts!
Whatever happens on Saturday 25th February and 11th March 2023, will remain a NULLITY and a waste of resources and precious time of patriotic citizens of this nation. UNICAMERAL PARLIAMENTARY SYSTEM OF GOVERNMENT IS THE SOLUTION TO PRESIDENTIAL ANARCHY!
