LIBYA IS A NO-GO AREA FOR NIGERIAN ILLEGAL MIGRANTS!

Since the disgraceful death of "Africa's Strongman", Colonel Muammar Ghadafi, in the hands of a young army private, in 2011, the North African country of Libya had not ceased to attract global attentions and headlines for very negative reasons!
When political and military actors in Libya were not engulfed in the unending struggle for power and hegemony, militia groups which suddenly evolved at the demise of the man who single-handedly ruled the nation with  iron fist for 42 brutal years, the nation was notorious for the thriving business of modern slavery in that Horn of Africa, which is the shortest and direct link to Europe through the Mediterranean Sea!
In spite of the United Nations-led (UN), Action Plan of diplomatic interventions/dialogues in the past eight years over a nation in confusion and distress, a new wave of violence has unfolded because the Eastern-based Commander, of the self-proclaimed National Liberation Army, Khalifa Haftar who had gradually strengthened his position on the ground with support from some Arab countries has marched with large troops at the week-end towards the capital city, Tripoli, to topple it!
Presently, there are THREE distinct "governments" in Libya, and the UN-backed Government of National Accord (GNA), established under the December 2015, deal never fully materialized in Tripoli, and as such had exposed Libya to rival armed alliances which perpetrated crimes and criminalities with reckless abandon and without inhibition against all foreigners - especially NIGERIANS WHO STILL SHAMELESSLY TROOP TO THIS INFAMOUS COUNTRY WITH SUCH PASSION LIKE THEY WERE ENROUTE TO PERFORMING PILGRIMAGE IN A HOLY LAND!
Is Nigeria's economy as bad as these unpatriotic STOWAYS had unsuccessfully tried to paint it? Of course NOT! The testimonies of returnees have laid credence to the fact that Libya was HELL on earth in comparison to their country where they enjoy all freedoms as FIRST CLASS citizens!
On arrival in Libya, they were promptly arrested as illegal immigrants, brutally flogged, locked up in cages like animals for several days with neither food nor water; while causalities of the inhuman assault were cast into the Mediterranean as food for fishes!

The women and girls were abused at random by gangs of the militia group that had them in custody while those who survived the ordeal were then sold as slaves to work in farms, industries or construction sites for as low as USD $ 400 dollars, depending on whatever strength was left in them while others were trafficked for prostitution in Europe! Several returnees had sworn never to venture outside of Nigeria to look for greener pastures but vowed to remain and build the nation together with the APC benevolent government of President Muhammadu Buhari, which salvaged them from the jaws of death at very great risks and costs!
The National Commission for Refugees, Migrants and Internally Displaced Persons (NCRMI), disclosed that it received a total of 11, 4941 migrant returnees in the South West Zone of the country in  2018; 10,180 Nigerian returnees from Libya and another 1,314,  from Niger, Mali, Morocco, Liberia France, Ireland, Poland and Austria, under the joint initiative for migrant return and re-integration project in collaboration with the International Organisation for Migration (IOM)!

LIBYA DID NOT RESPOND TO INTERNATIONAL INTERVENTIONS!
LiBYA'S Government of National Accord (GNA), was unable to tackle neither internal rivalries among its rank and file, astronomical rise in crime statistics nor the nation's liquidity crisis; though OIL production partly recovered, security vacuums in CENTRAL AND SOUTHERN LIBYA persisted because  armed militias controlled the informal economy!
The timing of this "take-over" by the Commander Haftar rendered UN Secretary General Antonio Guterres, meeting for a peaceful resolution to the imbroglio during the past week irrelevant and    ineffective; which in our view, could precipitate further crisis to the flagging petro-dollar economic resources of the depleted nation being gradually strangulated between the three rival governments! With a heavy heart Gutterres, pleaded in vain with Haftar who told the UN Chief that his operation towards Tripoli would continue until, what he described as "terrorism" had been defeated!
True to his word, Haftar's Eastern Libyan forces on Thursday, 4th April, 2019, advanced against Tripoli and on Friday seized the former International Airport, on the southern outskirts of the capital and three villages close to the state capital in a move that posed a bloody confrontation which the internationally recognized Central government in Tripoli has countered with air strikes against Haftar's forces! However, the UN, Germany, France and other world powers have prevailed on Haftar to halt the confrontation while the UN still hoped to re-convene a peace conference earlier slated this April to further advocate for peace in the region.

NIGERIAN ILLEGAL MIGRANTS MUST NOW STAY AT HOME TO BUILD THE ECONOMY!
Recently, another batch of 180 misguided and disillusioned Nigerians were repatriated from Libya - making a total of 40,000 returnees since the advent of the Change Administration in 2015! Those that landed at the Lagos Airport, included adults, men and women, children and babies born while in detention in the foreign land! In spite of the experiences of untold sufferings/hardships encountered and narrated by returnees, several dare-devil youths still embarked on the dangerous escapades to travel through the Sahara Desert, with fake travel documents at the risk of their lives!
A comprehensive re-integration programme has been set up by the Federal Government in collaboration with the States through NCRMI, to rehabilitate the voluntary returnees for to blend and acclimatize in their local government areas with vocational engagements in agriculture, small and medium scale entrepreneurship, etc.

Already, a five-day national skills acquisition programme by NURMI for about 20,000 Nigerian returnees and persons of concern had been conducted as first instance in Surulere, Yaba; Lagos State; Ijebu-Ode, OgunState; and the North East of Nigeria, simultaneously, for them to become self-sufficient, self-sustaining, and to discourage and dissuade them and others from further embarking on such dangerous escapades to Europe or other foreign countries! It is strongly believed that the practical and result-oriented training was a sure way of empowering the returnees in a shortest way possible.

The Commission emphasised to the youths that better life and opportunities/dignity were available to them in the country they could claim as theirs and that they could earn good money on daily basis instead of all risks involved in illegal migration to foreign lands!

THE NEXT LEVEL N-POWER PROGRAMME COULD NOT HAVE COME AT A BETTER TIME!
The N-Power Federal Government youth empowerment scheme is undergoing a revolution to close skill gap across the nation! It had been established that many skill jobs done in the country were carried out by technicians from China, India, Lebanon and some West African countries who are not better than their Nigerian counterparts!
Job creation and youth employment is in the front burner and would discourage further illegal migration as  a total of another 20,000, would soon complete the three-month skill-acquisition  training which commenced,1st March, 2019 , very seriously, in order to benefit from technology transfer process - acquire competency skill and become self-employed to support their families and also train others. Quality equipment investments of N1.4 billion have been made by the FG to kit the youths as they flow into the industrial and manufacturing economy as they make judicious use of the tools to better their lives!

According to reports making the rounds, the Federal Government will soon upgrade the N-Power Social Investment Programme (SIP), which had benefited 500,000, graduates in the past two years to the TEN MILLION mark by the year  2023, with a view of increasing human capital development, enhance economic network and absorb intellectualism into the system for overall increased production in the value chain.
Vice President, Prof. 'Yemi Osinbajo, who was credited with the report further said that Nigeria has a target of training that number by 2023, considering the fact that African governments must embrace  human capital development as a priority of public policy to effectively tackle poverty and improve long-term development on the continent.
He also posited that, as the proportion of working age group of 15-59 years would continue to increase steadily over the next years, Nigeria had the advantage of 'demographic dividend', which could be harnessed through appropriate skill development efforts, as he delivered a lecture to an  audience at the Oxford University, United Kingdom, recently. We believe the Professor's assumptions because he is part of the winning team as second-in-command and also believe in Nigeria's economic advancements which has signalled that the nation will attain its rank among the top 20 global economically-viable country, by the year 2020!
There is no doubt that the present administration is determined to serve its citizens by channelling all available revenues to the appropriate quarters of social interventions and capital intensive infrastructures, of roads, airways, railways, waterways, education, health/housing facilities and above all, viable employment opportunities across board and the determined onslaught against all forms of terrorism/violence and institutional corruption, all negative indexes against this blessed nation will disappear into oblivion! WHERE THERE IS A WILL, THERE IS A WAY!
